LETTER FROM THE CEO
We have celebrated 15 years
of Green Building Council
Brasil. During this period,
we carried out impressive
actions:
• GBC Brasil is one of the
leaders in LEED certification.
We are Top 5 in a ranking of
186 countries.
• We are pioneers in creating
MBA courses in smart
buildings in the country. We had over a thousand students and
classes in 19 cities across Brazil.
• We influenced the builders of sports facilities for global events
in Brazil, such as the FIFA World Cup and the Olympic Games in
Rio de Janeiro. Ten of the 12 World Cup stadiums were certified,
and Mineirão became the first Platinum stadium in the world.
• We produced awareness and publicity campaigns in cinema
and TV, reaching millions of Brazilians. It was impressive to
see the 'one degree less' campaign before the X-Men movie
was shown. As well as the report from Casa HLC, in São Paulo,
certified GBC CASA, in Jornal Nacional on Rede Globo.
Today, thousands of companies and professionals relate to GBC
Brasil.
But success was not only due to substantial numbers for a
transformation movement. We need to talk about behavior
change. Therefore, I list three distinct phases of our movement
in Brazil.
First, we transform the perception that sustainable construction
costs more. We demystify this idea of the final cost based on the
analysis of its life cycle and encourage communication between
the various professionals responsible for the project.
Then we consolidated Green Building as the best business
model on the market. The discussion about making costs viable
was overcome, demonstrating practical advantages such as
increasing the speed of occupancy and property valuation.
And currently, one phase is characterized by a greater
eagerness to invest in intelligence in projects; increasingly
attentive to the performance of buildings; very clearly we have
observed that Green Building goes beyond sustainability; it is
about comfort, efficiency, and sustainability.
The Green Building movement keeps growing! Our goal for 2022
was a 22% increase compared to the previous year, which would
represent the registration of 192 new projects. We registered
a total of 219. This is the best historical performance of GBC
Brasil, considering our LEED, GBC CASA&CONDOMÍNIO, ZERO
ENERGY, and LIFE certifications. A success!
It draws our attention, positively, to the number of new projects
registered in the interior cities. A proof of the expansion
and success of our strategy as an organization that operates
throughout the national territory, which is a feat considering the
continental proportions of our country. We have LEED projects
in 241 Brazilian cities, and GBC CASA&CONDOMÍNIO is already
in 61 cities.
Another highlight in 2022 is the number of Platinum* projects,
the highest level of certification. In percentage terms, Brazil has
an excellent LEED Platinum rate of 11%, considering the total
number of certified buildings in the country.
In countries with more than 500 certified buildings, Brazil is
second only to India (which has 27% of certifications in the
country being Platinum, the USA and China have 5%, and
Canada only 3%).
If we consider countries with 300 certified buildings, Brazil is
behind Italy, Germany, Spain, and the United Arab Emirates.
However, the exciting thing is that in Brazil, almost half of
the Platinum certifications took place in the last three years,
reaching the record this year. In 2022, only India was ahead
of Brazil, 26% against 22%. However, comparing the profile of
certified projects in India and Brazil, 95% of projects in Brazil
are of the BD+C typology. Only 42% are BD+C in India, with the
majority being ID+C (indoors).
One of the reasons for these results is the investment in
engineering and architecture intelligence, certification being a
consequence.
5. 5
Ten years ago, through various studies, researcher Greg Kats
proved that the additional construction cost was not necessarily
related to incorporating electrical elements, as most LEED-
certified buildings reported low-cost increments. At most 2%,
with some LEED Gold or Platinum certified buildings reporting
zero added cost.
The fact corroborates what GBC Brasil defends: investment
in engineering and architecture intelligence from the design
of projects, with well-prepared professionals to work
collaboratively, bringing a holistic view and multidisciplinary
knowledge to make the best decisions to achieve efficiency,
comfort, and sustainability results in a building certified at the
highest levels. No additional costs.
GBC Brasil knows that the main benefit of investing in
intelligence is opening the doors to high-technology entry.
We are delighted with the collective work of the 650 member
companies and professionals engaged in raising the technical
level of national civil construction. As our president, Raul
Penteado, says, “sustainability is a race that has no finish line.”

INSTITUTIONAL
GBC Brasil continues to grow
and achieve! We increased
the scope of our certifications
in the national territory and
exceeded the goals with new
registered projects.
Our International
Conference fulfilled its
role in disseminating
knowledge. There were
12,700 professionals from
30 countries. We also launched sectoral studies and are seeing
increased engagement from leaders and communication
vehicles, one of the strategic objectives being to bring green
buildings closer to civil society.
Recently, LIFE certification, which focuses on occupants’ health,
comfort, and well-being, brought architects and interior
designers closer to the green building movement. This year, we
launched the campaign “Small Acts Big Impacts”, reinforcing the
importance of professionals, companies, and solutions active
in the operation phase of buildings for our movement. The life
cycle of building operations is so long that any action, even a
seemingly small one, makes much sense.
Every day, the international Green Building movement is more
focused on discussing the performance of buildings. One of our
global projects is Advancing Net Zero, which aims to accelerate
the concept of zero carbon, energy, water, and waste buildings.
And in Brazil, we are dealing with the matter of prioritizing
efficiency.
União Sul Adventist School has 22 schools in Paraná operating
zero energy, generating 100% of their energy on-site, and 4
of them have already completed 12 consecutive months and
received the zero-energy certification. And the highlight is
not the 7,000 photovoltaic panels that generate its energy,
but the investment in intelligence (energy simulation,
diagnostics, measurement, and verification, followed by energy
readjustment of lighting and air conditioning), that is, first to
reduce to then generate what is necessary.
The residential segment has also been surprising and emerging
as promising. Developers and residents who participated in the
experience validate what we defend as a value proposition.
Comfort, health and well-being, reduction of operating costs
in favor of the resident, better technical quality since there
is evidence of performance above what is required by the
standards that govern the various systems of a building,
conscious consumption, and greater assertiveness in the
product to be launched, and competitive advantage.
Despite the great results with certifications, as an organization,
we must be clear that we treat certifications as market
transformation tools. GBC Brasil presents itself as a movement!
We are a movement. A market transformation movement
focused on sustainability requires a systemic and
multidisciplinary vision from the professionals and companies
involved.
We are building a strong collaborative network. The private
sector (various segments that operate in civil construction),
trade associations (all with a robust agenda in sustainable
development), academia, government, financial institutions,
press, and civil society.
This year we strengthened the partnership with CBIC. Where
the Environment Chamber does an excellent job. Sinduscon SP
launched CE Carbon, a free tool for carrying out a CO2 inventory
at work.
The Ministry of Mines and Energy created the Information
System on Construction Environmental Performance (SIDAC),
a work coordinated by CBCS and supported by GBC Brasil
and other entities. SIDAC is a free platform for the industry to
conduct simplified life cycle assessment studies. In this first
moment, the focus is energy intensity and embodied carbon.
We were present in numerous articles in the country's leading
newspapers, magazines, and TV news programs. We reached
millions of Brazilians and entered a strategic partnership with
TV Cultura for the Repórter Eco Program.
In this way, with the constant support of companies and
diverse leaders, we will give quick results in this continuous
transformation of the civil construction industry towards
sustainability.

In 2022, the goal was a 22% increase compared to the previous
year, or the registration of 192 new projects. We registered 219!
Even in a scenario of uncertainties and economic challenges,
nationally and internationally, we surpassed the results of 2012,
a year marked by the launch and construction of many corporate
buildings. Since corporate is a segment where LEED certification
has strong roots, we registered 209 projects this year.
Another notable year was 2016 due to the change in the version
of the LEED certification that brought forward the registration of
projects in the year, and we registered 194 projects.
We credit the historic performance in 2022 to the growth in the
presence of green Buildings in the interior cities, the remarkable
growth of LEED in the retail and logistics segments, and the
growth in the residential segment with GBC CASA&CONDOMÍNIO
certification.

GROWTH OF LEED
CERTIFICATION IN BRAZIL
LEED certification is a holistic system that doesn't simply
focus on one element of a building, such as energy, water, or
health. Instead, it looks at the big picture, considering all the
critical elements that work together to create the best possible
building. The goal of LEED certification is to create better
buildings that:
> Reduce contribution to global climate change.
> Improved individual human health.
> Protect and restore water resources.
> Protect and enhance biodiversity and ecosystem services.
> Promote sustainability and cycles of regenerative materials.
> Improve the quality of life in the community.
Of all LEED credits, 35% are related to climate change, 20% of
credits directly impact human health, 15% of credits impact
water resources, 10% of credits affect biodiversity, 10% of
credits are related to the green economy, 5% of credits impact
the community surrounding the development, and 5% of credits
impact natural resources.
In Brazil, the projected growth in the number of new projects in
2022 was 20%. We grew 57% - the best LEED result in Brazil in
the last five years.
1. Improvement in the occupation of corporate floors and new
projects (even if smaller and within a modality called “boutique
corporate”).
2. Logistics segment driven by the growth of e-commerce and
behavior, like the corporate segment, while internalizing the
green building certification as a commitment to efficiency,
comfort, and sustainability, as well as meeting market demand.]
3. ESG movement is fully aligned with green buildings. ESG has
been an additional driver for the engagement of major retail
brands in the certification of their stores, headquarters, and
Distribution Centers.
4. The Green Building Council Brazil has increased its visibility
and penetration in the national territory. No wonder LEED
certification is already in 241 cities in all regions of the country.
5. Large Member companies of the Green Building Council Brazil
are increasingly engaged in the challenge of developing the
market in terms of training and new technologies.
6. Greater maturity and experience of Brazilian companies and
professionals in more comfortable, efficient, and sustainable
buildings.
7. Financial market and investors assuming commitments that
induce green buildings.

BRAZIL HAS INCREASED THE PERCENTAGE OF PLATINUM
CERTIFICATIONS IN THE LAST YEARS
42% of LEED Platinum projects in Brazil were certified in the last
three years. Considering the countries with the highest LEED
activity, the USA, China, Canada, India, and Mexico, only Brazil
has grown the percentage of Platinum in the last three years. In
2022, Brazil surpassed several countries and was only behind
India.
However, comparing the profile of certified projects in India
and Brazil, 95% of projects in Brazil are in the BD+C category. In
India, only 42% is BD+C, with the majority being ID+C (indoors).
In 2022, the first three countries that make up the ranking
were, respectively, (1st) India, with 31 Platinum certifications.
In square meters, the equivalent of 1,042,350 m2. 13

developments in the BD+C rating (construction) and 18 in the
ID+C rating (interior design). Of the BD+C projects, nine offices,
one industrial plant, one data center, one hotel, and 1 "other".
(2nd) Brazil, with 19 Platinum certifications. In square meters,
the equivalent of 455,463 m2. Eighteen developments in the
BD+C rating (construction) and 1 in the ID+C rating (interior
design). Of the BD+C projects, five offices, ten logistics centers,
one educational institution, one restaurant, and one hotel.
(3rd) Italy, with 14 Platinum certifications. In square meters, the
equivalent of 347,792 m2. Twelve developments in the BD+C
rating (construction) and 2 in the ID+C rating. Of the BD+C
projects, seven offices, three logistics centers, one university,
and one healthcare unit.
The conclusion corroborates what the Green Building Council
Brazil, inspired by our members, has been advocating:
investment in engineering and architecture intelligence from
the beginning of project design, relying on well-prepared
professionals able to work collaboratively, bringing a holistic
view and multidisciplinary knowledge to make the best decisions
in terms of efficiency, comfort, and sustainability, resulting in a
building certified at the highest levels, without increasing costs.
The survey considers the historical ranking of certified buildings and the Platinum percentage
only in countries with more than 300 certified buildings (excluding O+M).

WHY? THE BEST REAL ESTATE
BUSINESS MODEL
New certification reinforces the importance of green building
concepts, reaching residential interiors. After all, the best and
healthiest place we have is our home.
The Green Building Council Brasil is closer to civil society every
day, communicating the benefits and differentials of a green
building.
Together with the developers, an integrated communication
plan is being developed to highlight the differentials of the GBC
CONDOMÍNIO developments, particularly the aspects of comfort,
health, and well-being.
In 2022, we conducted the first engagement and
awareness action in partnership with Developers at GBC
CASA&CONDOMÍNIO and its residents. Together with Tishman
Speyer, we provide free training to all Ed residents and their
interior architects. Alameda Jardins certified GOLD.
In addition to explaining the differentials of Alameda Jardins with
a focus on efficiency, comfort, and sustainability, we train its
architects in terms of comfort, health, and well-being for interior
projects (LIFE module).
As a result, in addition to valuing the GBC CASA&CONDOMÍNIO
certification initiative, we received the registration of 12 new LIFE
apartment projects at Ed. Alameda Gardens.
As part of a vibrant and cohesive movement, renowned architects
and member firms support the green building movement. And
large companies that provide solutions for civil construction, such
as Saint Gobain, Obra Fácil, Telhanorte, Docol, and Santa Luzia,
among others, are taking the message about efficiency, comfort,
and sustainability to consumers through the thousands of points
of sale spread around for Brazil.
And it is in this collaborative and prosperous atmosphere that the
Green Building Council Brasil confirms its objective of bringing
efficient, comfortable, and sustainable buildings throughout
Brazil at the service of all Brazilians.

At first, the remodeling of the 315 m2 Araras house would
involve integrating the main room with the kitchen and adapting
the residence to meet the “home office” work modality, in
addition to creating spaces that are easy to maintain. With
LIFE, the gains were natural lighting, more comfortable rooms,
reduction and recycling of waste, generation of renewable
energy for 90% of demand, and energy efficiency, among
others...
Example thermoacoustic comfort reform Casa Araras:
> Enclosure of the upper balcony with polycarbonate sheets
with UV protection;
> Resizing the internal space of the residence with the opening
of walls in the main room, creating an integrated space between
the kitchen and the living room, and increasing the access
opening from the kitchen to the barbecue. Enlargement of the
kitchen window opening, allowing for greater air circulation;
> Replacement of the residence's three main air-conditioners
with new appliances with hot/cold function;
> Air conditioning automation;
> Installation of a fireplace with exhaust duct;
> Air humidifier device;
> Mapping of the Acoustic Zones in the project;
> Closing with plaster lining with acoustic protection in the living

GLOBAL PROJECTS
As communities worldwide grapple with the impacts of the global
energy and cost of living crisis, the global construction industry must
accelerate the adoption of solutions for low-carbon, highly resilient
built environments.
We must put people back at the center of the built environment by
demonstrating how the green building movement is catalyzing the
UN Sustainable Development Goals.
Today, four billion people are vulnerable to the impacts of climate
change, and the World Meteorological Organization reports that
we already have a 50% chance of exceeding 1.5°C of warming in
the next five years. According to the World Health Organization, air
pollution kills more than seven million people annually. And now,
the energy and cost of living crisis are already disproportionately
affecting the most vulnerable people in our society.
The global built environment is responsible for nearly 40% of global
energy-related carbon emissions and 50% of mined materials.
By 2050, 1.6 billion urban dwellers will be regularly exposed to
extremely high temperatures, which cause droughts and wildfires.
More than 800 million people living in more than 570 cities will be
vulnerable to rising sea levels and coastal floods.
The built environment also accounts for 10% of jobs and 50% of all
wealth generated. But climate change increases the risk of stranded

real estate assets and $5 trillion for global commercial assets.
BUILDING FOR THE PLANET
The climate crisis is also a global health crisis. Unless we take urgent
action to reduce climate breakdown now, the health of millions of
people will be adversely affected by rising temperatures, infectious
diseases will spread more rapidly, and it will be harder to grow the
food we need to live healthy lives.
BUILDING FOR OUR COMMUNITIES
1.6 billion people will not have access to safe and adequate housing
by 2025. To combat the global cost of living crisis, we need to take
urgent action now to address inadequate and inaccessible housing
and increase equity, economic productivity, and environmental
sustainability.
BUILDING FOR OUR ECONOMY
Sustainable built environments reinforce the most critical asset

GLOBAL PROJECTS
At the built environment level, delayed action on resilience and
climate adaptation will result in reduced building performance,
resulting in suboptimal living and working environments. This
can lead to a global decline in health and well-being, increasing
inequalities and injustice between regions.
The increasing severity of extreme weather events is likely to
damage buildings and infrastructure, with a greater risk of stranded
assets and higher insurance premiums for homeowners.
Estimates suggest that an investment of USD 1.8 trillion through
2030 in early resilience measures (early warning systems, resilient
infrastructure, dryland crop production, mangroves, and water
resources management) would yield over USD 7 trillion in benefits
in avoided costs of the effects of climate change (Bank of America).
At the same time, delay in implementing mitigation and resilience
strategies costs the global economy an additional $0.3 to $0.9 trillion
per year (World Health Organization).
The impacts of climate change and damage caused by extreme and
gradual weather events will occur on buildings, communities, cities,
and even on a national scale; thus, measures to mitigate damage
and ensure recoverability must be implemented at a systemic level.
All built environment stakeholders and decision-makers must be
involved and take responsibility for embedding climate resilience
strategies into various complex systems. Government leadership is
essential to enable meaningful resilience and adaptation solutions.

RESILIENCE TO CLIMATE CHANGE IN
THE BUILT ENVIRONMENT
GLOBAL PROJECTS
Under the unavoidable impacts of climate change, which
is affecting at least 85% of the world's population, bringing
risks such as droughts, sea level rise, heat waves, and floods
with increasing frequency and severity, resilience actions
are essential to developing the survivability of communities
prosperity in built environments.
That's why GBCs' flagship global health and wellness program,
Better Places for People, has partnered with UN High-Level
Climate Champions and C40 Cities to create a roadmap that
enables adaptation at different scales. Urban areas, as well as
inspiring decisive action to address the needs of communities
worldwide.
The 'Climate Change Resilience in the Built Environment' guide
presents principles of managing the built environment for
changing impacts of climate-related changes such as storms,
high winds, droughts, floods, severe temperature changes, and
wildfires. These principles focus on measures to mitigate and
protect against damage arising from continuous or gradual
climate impacts and, in some cases, extreme weather events.
The impacts of climate change and damage caused by extreme
and gradual weather events will occur at the scales of buildings,
communities, and cities in all corners of the world. Thus,
measures to mitigate damage and ensure recoverability must
be implemented at a systemic level. All built environment
stakeholders and decision-makers must be involved and take
responsibility for embedding climate resilience strategies into
various complex systems. Government leadership is essential to
enable meaningful adaptation and resilience solutions.
Under the inevitable impacts of climate change, resilience
action is essential if we are to build the capacity of communities
to survive and thrive in our built environments.
We need to listen to and learn from the voices of communities
most affected by climate impacts – to respond appropriately in
delivering resilience solutions.
In the last 20 years, natural disasters affected 4.4 billion people,
were responsible for 1.3 million deaths, and caused US$ 2
trillion in economic losses (World Bank, UN). By 2050, over 970
cities could be subject to extreme heat, with over 570 cities
impacted by rising sea levels, to name just two impacts of our
changing climate (C40).
Very few cities are prepared for these changes.
The extreme heat, floods, droughts, and wildfires seen in urban
centers around the world in recent years have shown how our
cities can become unbearable and uninhabitable – unless we act
to build resilience while mitigating further change.
Our built environment is continually growing to meet the
demands of urban populations. Two-thirds of the world's
population will live in cities by 2060, but half the urban fabric to
accommodate them has yet to be built. Design and investment
decisions made today consider the scale, scope, and severity of
climate change must impact that will affect these built assets.
Coupled with aging infrastructure and low investment, these
challenges already have devastating consequences worldwide.
No matter where you live or do business, you must build
resilience to climate change.
The built environment sector has an opportunity to lead the
resilience agenda, putting adaptation on an equal footing with
mitigation through how we design, manage and occupy our
buildings and infrastructure.
As part of the UN High-Level Climate Champions Race to
Resilience, the initiatives are catalyzing actions by non-
governmental actors to build the resilience of 4 billion people
vulnerable to climate risks. Initiatives that train professionals
to build homes resistant to extreme weather, develop public
policies to make infrastructure systems resilient to climate
shocks, and share best practices to make knowledge available
to all.
33. 33
CONTEXT AND VALUE
PROPOSITION OF RESILIENCE
DRIVERS AND BENEFITS
GLOBAL PROJECTS
More people are at risk today from the impacts of climate change
than ever before. Changing weather patterns and increasing
frequency and severity of weather events affect all regions
worldwide.
Vulnerability is increasing in the context of global population
growth.
As we build more in areas prone to flooding, storms, and other
high-risk areas, the likelihood of a significant catastrophe
increases. We must decarbonize our society, restore nature and
ecosystem services, and combat the production and consumption
of non-essential materials and products to mitigate climate
change.
However, the impacts of climate change are already being felt
and will increase in the coming decades. Our cities' buildings and
infrastructure can continue to contribute to these problems or be
part of the solution. Resilience means incorporating solutions and
adaptability into the core purpose of the built environment.
'Resilience' is the “ability of a risk-exposed system, community
or society to resist, absorb, accommodate and recover from the
effects of a hazard in a timely and efficient manner, including
through preserving and restoring its functionality and its essential
basic structures.” - United Nations Office for Disaster Risk
Reduction, 2022
There is a clear value proposition for a resilient and scalable built
environment that includes guidelines and benefits along with the
cost of inaction.
GOVERNMENTS:
> Building relationships with partners and communities,
cooperating on resilience measures.
> Align with international guidelines and regulations on climate
adaptation and funding regulation.
> Increase long-term growth prospects by protecting local
people's and businesses' livelihoods from climate change-related
damage.
BUILDING OWNERS AND OCCUPANTS:
> Strengthen local community and social cohesion by cooperating
on resilience measures.
> Reduced risk of damage to personal property, businesses, or
necessary support infrastructure.
> Increased well-being, comfort, and tranquility at the community
level, especially during weather events.
PRIVATE SECTOR:
> Protect human capital, business operations, and supply chains from the physical effects of climate change.
> Staying ahead of regulatory requirements to meet net zero emissions and climate regulations.
> Enhance brand and reputation with climate-conscious customers.
> Opportunity to respond to the higher consumer market value of environmentally conscious brands with higher prices and yields.
> Incorporate climate and nature-related financial disclosures, resulting in better ESG performance, such as:
_ Align with the targets of the Task Force on Climate Related Financial Disclosure (TCFD), a framework for the private sector that
requires companies to carry out analyses aligned with the future scenario of climate risks and opportunities, which is becoming
increasingly mandatory.
_ Alignment with tools such as the Physical Climate Risk Assessment Methodology (PCRAM) - provides guidelines for integrating
physical climate risks into the assessment of infrastructure investments.
> Demonstrate ethical choices and deliver social value by supporting natural capital and preventing environmental destruction,
optimizing ESG and corporate reputation.

GLOBAL PROJECTS
To support the ambitions of the UN Sustainable Development Goals
and the Paris Agreement, the program brings together a network of
more than 70 Green Building Councils and their 36,000 members to
work towards the goals of circularity and resource efficiency.
GOAL FOR 2030: The sustainable management and efficient use of
natural resources within the built environment, achieving zero waste
to landfill targets and working towards a net zero built environment
for resources.
GOAL FOR 2050: A net zero built environment for vital resources,
working towards restoring natural resources and systems within a
thriving circular economy.
To facilitate cross-sector collaboration, we will lead the creation
and distribution of technical knowledge on the circular economy,
including developing training for GBC members and the wider
industry and supporting the use of certification tools and advocacy
for regulatory strengthening.
The World Economic Forum's definition of a circular economy:
An industrial system that is intentionally restorative or regenerative.
It replaces the concept of end-of-life with restoration, is oriented
towards renewable energy, eliminates toxic chemicals that impair
reuse and return to the biosphere, and aims to eliminate waste
through the superior design of materials, products, systems, and
business models.
World Economic Forum, From linear to circular – Accelerating a
proven concept, January 2014.
In line with the World Business Council for Sustainable Development,
a definition of a circular building could be:
A circular building optimizes the use of resources, minimizing waste
throughout its entire life cycle. Building design, operation, and
deconstruction maximize value over time by using the following:
> Durable products and services made from secondary, non-toxic,
sustainable or renewable sources, reusable or recyclable;
> Space efficiency over time through shared occupation, flexibility,
and adaptability;
> Longevity, resilience, durability, easy maintenance, and
repairability;
> Disassembly, reuse, or recycling of materials, components, and
embedded systems;
> Life Cycle Assessment (LCA), Life Cycle Cost (LCC), and readily
available digital information (such as building material passports).
The network of Green Building Councils is united in advocating for
an aligned path to reduce global resource consumption urgently.
This can only be achieved with intensive and innovative collaboration
to bring about significant change in our global built environment
industry.
Together, we can reimagine cities as dynamic systems that operate
public services more efficiently, improve how buildings are used,
reimagine urban transport, and much more – all as part of a
sustainable, efficient, and regenerative circular economy.

Circularity Accelerator program, please get in touch with GBC Brasil.
DEFINITIONS OF A
CIRCULAR ECONOMY
HOW TO GET INVOLVED?
36. With more than 200 built environment events held across Sharm El-Sheikh during the two
weeks of COP27, we are again elevating buildings and construction as a critical sector in
the transition to a resilient, zero-emissions future.
PROGRESSO
AT COP27
37. 37
We must continue. Our industry is still a long way from halving
emissions by 2030. Recent statistics from the GlobalABC Report tell
us that operational emissions from the built environment increased
by 5% last year. The final COP27 deal did little to improve Glasgow's
COP26 ambitions in 2021 to reduce overall emissions or limit the
use of fossil fuels.
A New Era of Loss and Damages
Hundreds of activists were allowed for the first time to protest inside
the UN-controlled space (the Blue Zone), and they marched and
sang for climate justice with unwavering passion. The rights and
voices of indigenous peoples, women and gender groups, persons
with disabilities, frontline communities, workers, and youth were
represented and amplified in civil society spaces.
This necessary pressure and the work of a bold group of developing
countries led to the creation of the 'Loss and Damage' funding
mechanism at COP27. When operational, it will support the most
vulnerable developing countries that have suffered and continue to
suffer from severe weather events caused by high-emitting nations.
As all countries in the world have signed up for this initiative, it
is now more than ever in the interests of developed countries to
reduce emissions.
It represents a promising mindset shift. As Professor Salemmul
Huq said: “COP27 ushered in a new era of shared recognition of
responsibility for human-induced climate change. I believe it would
not be wrong to rename it COP1 due to this historic commitment.”
At COP27, there was also widespread acceptance and real
momentum to reform the architecture of international finance so
that it is fit for purpose in tackling the climate crisis and advancing
the Sustainable Development Goals (SDGs). The entire financial
sector needs to support the most vulnerable, accelerate the
clean energy revolution and drive the rapid decarbonization of all
infrastructure.
The Path to Action
In addition to negotiations with the government, COPs have a
'road to action' where non-state actors such as NGOs, businesses,
mayors, governors, scientists, and activists come together for real
collaboration, accountability, partnerships, commitments, and plans
of action.
The events at the COP are a central aspect of the exchanges in
this line of action. The green building movement had high-level
representation in partnership with the BuildingToCOP Coalition,
which collaborates to advance the five-year plans of the Marrakech
Partnership for Global Climate Action, led by UN High-level
champions and the Breakthrough Agenda.
During the two weeks of COP27, the green building movement,
through WorldGBC, spoke at 43 of the more than 200 events related
to the built environment. We share existing solutions to promote
energy efficiency, embedded carbon, adaptation, resilience, and
nature-based solutions.
Notably, the built environment was prominently visible in
conversations relevant to the African and loss and damage context.
New initiatives have been launched, including Roof Over Our Heads,
the WorldGBC guide to Climate Resilience and Adaptation in the
Built Environment, and the African Alliance for Sustainable Cities and
Built Environments.
We also profile key movement initiatives such as the #BuildingLife
project and our Net Zero Carbon Buildings Commitment (NZCB),
which is recognized as a partner in the Breakthrough Agenda for
the Built Environment campaign and Race To Zero. Signatories
of the NZCB Commitment are at the forefront of Race To Zero,
leading industry transformation and decarbonization of the built
environment to achieve industry targets of halving emissions by
2030.
The first ‘Ministerial Session on Housing and Urbanism’ on cities
and climate change took place at COP27, thanks to the leadership
of UNHabitat and ICLEI. The Egyptian Presidency also launched
the SURGe (Sustainable Urban Resilience for the Next Generation)
initiative. The goal is to enhance and accelerate urban climate
action through multi-level governance and engagement across five
integrated pathways, including building and housing.
What's in Store for 2023?
We must leverage the collective will and industry solutions we saw at
COP27 to ensure that 2023 is a transformative year for our industry
in delivering much-needed change. We are uniquely positioned to
secure commitments, and promises are turned into action.
1.5ºC is a limit, not a target. We must ensure that 2023 is the year
we hit the Global Balance Sheet on emissions, raise ambition on
GLOBAL PROJECTS
THE PATH TO ACTION
38. 38
GLOBAL PROJECTS
Nationally Determined Contributions (NDCs), and continue our
advocacy work.
Global Stocktake
Next year's Global Stocktake (GST) will see everyone take stock
of progress towards the goals of the Paris Agreement. This is an
opportunity to comprehensively understand the trajectory of global
emissions, identify critical gaps and find opportunities to close those
gaps.
At COP27, the government of the United Arab Emirates stated that
the success of the GST will depend on the government’s and the
industry's participation so that the balance reflects the local reality.
The GST result will likely send a strong message about where the
action is needed. The government and the private sector must be
involved in the process and must demonstrate where they can play a
role in addressing critical gaps.
More Ambitious NDCs
Nationally Determined Contributions (NDCs) are essentially action
plans that countries submit to outline how the goals of the Paris
Agreement will be met. Many countries that have expressed
disappointment with the Sharm El-Sheikh Implementation Plan
should take the opportunity to demonstrate their leadership and
update their NDCs with the necessary ambition to stay within the
1.5°C limits.
According to GlobalABC's latest Global Status Report, only 26% of
countries have mandatory building codes. Nations must rally around
the built environment’s potential and deliver revised NDCs that
recognize the power of compulsory building codes in meeting the
goals of the Paris Agreement.
Advocacy and Continuous Action
In 2023 we will be focused on helping deliver on some of the key
initiatives announced at COP27, including France and Morocco's call
for 'Near-zero emissions and resilient buildings as the new normal
by 2030'.
The ‘Buildings Breakthrough’ follows the Breakthrough Agenda
launched at COP26 and aims to strengthen international
collaboration on the decarbonization of high-emitting sectors.
Preparations for COP28
The green building movement is already looking forward to COP28,
which will take place from November 30 to December 12, 2023, in
Dubai, United Arab Emirates.
COP26 and COP27 put the built environment back on the global
climate agenda. The construction sector has demonstrated that
the hard work has been done – the solutions already exist to
decarbonize and create equitable and resilient built environments –
we need to continue with determination to scale.
At the Emirates Climate Conference COP28, dubbed 'The Inclusive
COP,’ we expect the line of action to remain prominent and produce
rapid change as companies and investors move from commitments
to action, possibly outgrowing the official process. It will be a year of
global advocacy to pressure governments to speak out with more
ambition than ever.

46. "If people could look more to the next and not just to themselves, we would
be in another stage of sustainability. Why? Because sustainability is not just
for you. If we don't do it together, all in unison, we seek this path; this path will
not exist. It's no use for me to lock myself in my house and make the house
completely green, which only works for me, and when I go out on the street, I
find people doing everything wrong. If you don't do it by looking at the other,
you won't do anything and will never do it. And sustainability brings a lot of
that, the common good. If people continue to be egotistic and only look out for
themselves, this will not happen."

In a context of expansion and outstanding results of the green
building movement, for 15 uninterrupted days, the International
Conference Greenbuilding Brazil trained and informed thousands
of lecturers through technical lectures, master series, interviews
with specialists, and other activities.
Analyzing the result of the green building movement based on
GBC Brasil's 15 years of existence, we can divide the market
transformation process into 3 phases:
1. Initially, we overcome the perception that sustainability is
more expensive, demonstrating total financial viability when
considering the long-term operation of buildings.
2. Then, we had the phase of proving that green building
is more than financially viable, as it has become the best
business model on the market.
3. Today, the movement shows that green building is not just
about sustainability but also about efficiency and comfort.
It drives more significant investment in architectural and
engineering intelligence aligned with technologies. And it
seeks to strengthen the presence of other professional skills
in the movement.
The current highlight of the movement is the increase in the
percentage of certified buildings in Brazil reaching the Platinum
level, going only 8% of the projects worldwide. In 2022, Brazil
will be the second country with the highest percentage of
certified projects, with a Platinum level of 22%. This proves that
the movement is influencing investment in architectural and
engineering intelligence.
The Conference showed the advancement of certification in the
residential sector, discussed the importance of performance for
the movement, and NET ZERO projects, such as the 22 schools of
the Adventist Education Union South, which are self-sufficient in
energy.
