PROCUREMENT MANAGER
Management and coordination of an 11 person team located in Madrid (Spain), Las Vegas
(NV) and Tonopah (NV), for the purchasing of all goods, services and subcontracts on a best
price / best quality / best schedule basis for CDSEP project, first large-scale solar power plant
with advanced solar thermal storage technology in USA.
Duties:
Opening up of the American market for the new Cobra US-based special purpose
company COBRA THERMOSOLAR PLANTS (CTP) established for the development
of CDSEP project. Special agreements with local US subcontractors and suppliers.
Implementation and adaptation of CPI corporate General Procurement Procedure in
CTP to the newly established USA region.
Development of the General Procurement Plan at CDSEP for the purchase of
supplies, (Equipment, solar field components), materials, subcontractors (civil,
mechanical and piping, electrical; I&C; Heliostats assembly line) and commissioning
support.
Management of Contracting process (Preparing & processing technical requisitions
together with engineering firms, Requesting For Quotation, Technical and
Commercial evaluation, negotiation of price and contracts). Maintenance of records
of supplier contracts, agreements, administrative and financial documentation.
Implementation of On-site procurement procedure for the purchasing of small
materials and miscellaneous contracts, and for the management of Supplementary
Work Orders and Field Change Orders.
Coordination with all CDSEP departments, under the direction of Project Manager:
Engineering, Construction, Commissioning, Quality, Administration, Cost Control,
Scheduling, and Safety.

2. Coordination and management of the whole supply chain of CDSEP, including
manufacturing expediting, transport and logistics (stock control, warehousing and
monitoring the flow of goods), ensuring the smooth and timely supply of equipment
and materials to the Site. Relevant data i) 60% of the supplies contracted FCA at
suppliers facility worldwide, ii) More than 50% of the goods transported under US-flagged
vessel in accordance to MARAD requirements.
Management of commercial relationship between CTP and suppliers &
subcontractors. Negotiation and resolution of all contractual issues (schedule impact.
change orders, back charges, LDs). Closing out and settlement of the contract
previous to Provisional Acceptance.
Coordination with CPI legal department for legal actions against subcontractors in
CDSEP. Working directly with legal advisors and law firms: HILL INTERNATIONAL,
GREENBERG TRAURING, ORRICK Construction Claims, KL Gates, ChadBourne
and Ernst & Young.
Leadership on arbitration processes for unresolved subcontractors and supplier’s
issues.
