ERRORS, SHORTAGE, CONFUSION: UP BOARD EXAM PAPERS

Lucknow: Absurd questions
and no correct options
among listed answers in
exams conducted by the UP
Board have now led to an
official probe being ordered.
Director-General, School
Education, Anamika Singh
said, “I have directed the
UPBEC (UP Basic Education
Council) Secretary to exam-
ine issues related to ques-
tions and take appropriate
action on the same.”
Over 1.6 crore students,
enrolled in 1.3 lakh schools
recognised by UPBEC, are
appearing in the ongo-
ing examinations of the
UP Board. “An error-free
question paper can ensure
proper evaluation. These
silly errors point fingers
at the standard that is set
before the students and
teachers,” said a senior
education official.
Schools in several districts
have also reported a short-
age of question papers
besides printing errors.
“We got only three papers
for a Class of 50 students.
So, we were compelled to
write the questions on the
blackboard,” said a teacher
in Gorakhpur.
Teachers said they have
no clarity on how a wrong
question should be treated.
“We have no idea as to
whether we should award
full marks to the wrong
question or whether it
stands cancelled,” said a
teacher.
Sanjay Kanaujiya, an office-
bearer of the UP Junior
High School Teachers’ As-
sociation, said, “The exami-
nations are held to assess
the level of understanding
of lessons by the students.
But, the purpose behind the
exercise is lost.”

family of a patient af-
ter the intervention of
Deputy Chief Minister
Brajesh Pathak.

to KGMU on March 24
for treatment. When she
could not get admitted
to KGMU, she was alleg-
edly lured to a private
hospital by some agents.
Her son Dileep said the
hospital overcharged
fees and stopped treat-
ment. Dileep then
shared his plight with a
social worker, Mamta
Tripathi, who wrote
about the matter on so-
cial media, which came
into the notice of Depu-
ty CM Pathak.

cialist leader Shivpal
Singh Yadav took oath
as an MLA of the Uttar
Pradesh Assembly on
Wednesday and later
met Chief Minister
Yogi Adityanath, indi-
cating strains in the
Samajwadi Party-led
Opposition alliance.
Much significance is
being attached to this
meeting, which took
place after Shivpal’s re-
turn from Delhi where
he is understood to have
met some leaders in-
cluding his elder broth-
er and SP patron Mu-
layam Singh Yadav.
The meeting lasted
for 20-25 minutes. Apart
from by-poll to Azam-
garh Lok Sabha vacated
by Akhilesh Yadav, elec-
tions to 11 Rajya Sabha
seats are also due in UP

Lucknow (PTI): The
Class 12 English exam
of the UP Board was
cancelled in 24 districts
on Wednesday after the
question paper was
leaked, prompting CM
Yogi Adityanath to or-
der invoking the strin-
gent National Security
Act in the case.
The Ballia police have
arrested Ballia DIoS (Di-
rector Inspector of
Schools), who has also
been suspended, and 16
others. The CM has or-
dered the Special Task
Force (STF) of the Uttar
Pradesh Police to probe
the case. The English
paper cancelled in 24
districts will now be
held on April 13, an of-
ficial statement said.

With great acumen of
foreign affairs, Modi was
fast emerging as a strong
global leader. But people

even a union minister be-

The aim of Modi’s
whirlwind foreign trips
was not only to elevate
the position of the na-
tion on diplomatic plat-
forms but also to instil
confidence among the
Indian diaspora. Modi
used the rich Indian tradi-
tions and culture to win
the respect for Indian dias-
pora on foreign soil. This
was part of his diplomacy
to use national symbols
and Hindi as language for
communicati
on at global
platform. This practice
won back the glory for In-
dia. Modi as a Prime Min-
ister started speaking in
Hindi at the global plat-
form of the United Nation.
He proposed before the
world to celebrate June 21
as the Yoga Divas.
“Yoga is our ancient tra-
dition and priceless treas-
ure. Let’s work towards
celebrating International
Yoga Day to promote this
invaluable custom,” Modi
had said. The entire world
endorsed his idea of Yoga
in record time and June 21
was accepted as the Inter-
national Yoga Day

DearnessAllowance hiked by 3% to 34%,effective from Jan 1,2022
New Delhi: The cabi-
net has approved the
proposal to increase
the dearness allowance
for central government
employees and pen-
sioners by 3 per cent to
34 per cent of the basic
pay from 31 per cent
previously, effective
January 1, 2022.
That increase in DA is
per the accepted for-
mula, which is based
on the recommenda-
tions of the 7th central
pay commission.
The Union Cabinet
chaired by the Prime
Minister, Narendra
Modi, has given its ap-
proval to release an ad-
ditional instalment of
dearness allowance
(DA) to central govern-
ment employees and
dearness relief (DR) to
pensioners effective
January 1 this year.
That represents an
increase of 3 per cent
over the existing rate
of 31 per cent of the ba-
sic pay/pension to com-
pensate for the rise in
prices.

FIX ACCOUNTABILITY, WILL NOT
TOLERATE DELAY IN WORKS: CM
Lucknow (PTI): Chief
Minister Yogi on
Wednesday asked se-
nior state officials to fix
the accountability of
employees and said the
delay in delivery of ser-
vices won’t be tolerated.
The CM ordered that
all heads of depart-
ments should make sur-
prise inspections to
check cleanliness in of-
fice, files pending for
disposal, attendance of
staff and their punctu-
ality, an officials state-
ment said here.
With good gover-
nance being an import-
ant narrative in the
just-concluded Assem-
bly elections, Aditya-
nath at the very outset
of hisnewtermstressed
on expeditious delivery
of services.
Considering the fact
that physical classes
are not taking place in
schools across the state
for the past two years,
Adityanath instructed
officials to launch a
comprehensive “School
Chalo Abhiyan”.
He said the campaign
must be planned in con-
sultation with the min-
ister concerned to en-
sure not a single child is
deprived of school.
The CM asked offi-
cials to ensure that chil-
dren come to school in
proper uniform consid-
ering that the money
for uniforms was depos-
ited in bank account of
their parents.
Regarding wheat pro-
curement, which is
scheduled to begin from
April 1, the CM asked
officials to ensure all
facilities are made
available to farmers at
procurement centres.
Farmers must also get
the benefit of the mini-
mum support price, he
told officials, adding
they should make ar-
rangements for the stor-
age of procured wheat
and prevent waste.
Adityanath ordered
to make arrangements
to prevent damage to
wheat crop by acciden-
tal fires and provide re-
lief to even those farm-
ers not covered under
the Crop Insurance
Scheme.

FIRE OUTBREAKS IN SUMMERS

mishaps amid sum-
mers, the Yogi Govern-
ment has taken a slew
of measures ranging
from utilizing the Inte-
grated command and
control centre (ICCC) to
prevent such incidents
to ensuring provision
of fire tender facility in
all tehsils.
While chairing his
first high-level review
meeting with officials
after assuming charge
for his second term,
Yogi on Wednesday
said, “Many states saw
fire outbreaks in hospi-
tals amid Covid-19 men-
ace. Our arrangements
helped in avoiding any
such incident in UP,
however, we must main-
tain caution and carry
out physical review of
fire safety arrange-
ments at all places.”
Determined to protect
the state against any
such incidents, he di-
rected the officials to
utilize the Integrated
Command Control Cen-
tres (ICCCs), which con-
tributed significantly
towards Covid-19 man-
agement, for keeping
round-the-clock vigi-
lance on fire safety
management so that in
case of any deficiency
or disturbance, the sys-
tem is rectified with im-
mediate effect.
The ICCCs that are
functional in each dis-
trict, will also comfort
people in cases of natu-
ral calamities such as
heat waves, floods, etc.
BRING DOWN EMERGENCY RESPONSE TIME: CM
UP govt is also working to provide fire tender with modern
facilities in all the tehsils. This will not only give a substan-
tial boost to Fire and Rescue Services in the State, but will
also enable in controlling such incidents. Yogi has also
instructed to bring down emergency response time to 15
minutes in rural areas and 7 minutes in urban areas.

go major changes on the
instructions of Chief
Minister Yogi Aditya-
nath.
In this regard, prepa-
rations are going on in
all the units of the po-
lice and changes will be
visible at the district,
range, and zone level as
well.
Chief Minister Yogi
has always made it a
point to improve polic-
ing in the state to give
people, women, in par-
ticular, a sense of secu-
rity

sembly elections, when

Shakti enters fourth phase

who has started his sec-
ond inning, seems de-
termined to take his
government’s ambi-
tious project ‘Mission
Shakti’ to the next level.
This campaign has
been empowering, up-
lifting, and safe-guard-
ing the women and
daughters of the state
ever since its inception.
In Yogi government 2.0,
the Mission Shakti is all
set to get into the fourth
phase.
The officials have
been asked to prepare
an action plan ensuring
all women get the bene-
fits of various govern-
ment schemes and live
their lives with dignity
and respect in a safe en-
vironment.
During the last ten-
ure of the Yogi govern-
ment, along with run-
ning a massive aware-
ness campaign across
districts, women were
connected with various
beneficial schemes in
the first, second and
third phases of Mission
Shakti.
In the third phase,
the Department of
Women and Child De-
velopment and the De-
partment of Child De-
velopment Services and
Nutrition made over
28.32 lakh people aware
in just four months till
December 2021.
So far, over 10 crore
people have been made
aware about Mission
Shakti across phases.
Under the campaign,
the work of making
people aware of vari-
ous laws and provisions
related to violence
against women and
children was done in all
the districts. The de-
partments organised
special programmes to
educate people against
harassment of women
and children, domestic
violence, drug abuse,
trafficking, child mar-
riage, discrimination,
child labour, and other
exploitations.

But Dwivedi said it
would be helpful for

tranquillity of Hin-
du religious places.
He said his organisa-
tion was demanding
that only Hindus be
allowed to put up
shops near Hindu re-
ligious places as peo-
ple other than Hindus
have no respect for such
places which are sacred
for Hindus. He also said
miscreants gathered at
shops of non-Hindus
near temple premises
and created nuisance.
He added people who
ate meat and consumed
alcohol had no respect
for Hindu religious plac-
es and their presence

According to LDA
sources, the seven-sto-

structed on 15,000
square feet land.

If it was not bizarre
enough to have a mathe-
matics question in an
English paper, the choic-
es for this question had
no figures. The issue has
now snowballed into a
major controversy and a
probe has been ordered.

Lucknow: UP minister in-charge of secondary educa-
tion Gulab Devi said, “It appears the English question
paper of class 12 was leaked in Ballia. The matter is
being looked into and strict action will be taken against
the guilty.” Asked why the exam was cancelled in only
24 districts, Gulab Devi said it was done in only those
districts where the leaked paper was distributed. “In the
remaining 51 districts, the English exam is underway.”

New Delhi: The fire at east Delhi’s Ghazipur dump-
ing yard was put out on Wednesday evening, over
50 hours after it broke out, officials said. The fire
broke out at the dumping yard on Monday, leading
to a huge cloud of smoke enveloping the region and
neighbouring areas. The fire was doused around 5
pm. Firefighting operations went on for more than
50 hours, the officials said. Cooling operations have
been completed. No casualty was reported in the

devastating pandemic era,
China was busy propagat-
ing its expansionist agen-
da. Right from infiltrating
areas of neighbouring
countries to showing ag-

and India, China was

Amid the challenges put
up by Covid pandemic, In-

40 Muslim girl students skip
exams at Udupi govt colleges
Udupi (PTI): 40 Mus-
lim girl students from
the Udupi district of
Karnataka abstained
from appearing for the
first pre-university ex-
amination as they were
apparently hurt by the
recent High Court ver-
dict against the wear-
ing of hijab inside
classrooms.
The students decided
to not appear for the ex-
aminationwithoutwear-
ingtheheadscarf asthey
were hurt by the March
15 order, sources said.
The Karnataka High
Court on March 15 had
dismissed petitions
seeking permission to
wear hijab inside the
classroom, saying the
headscarf is not a part
of the essential reli-
gious practice in the Is-
lamic faith and that the
uniform dress rule
should be followed in
educational institu-
tions where it has been
prescribed.
Those who shunned
the examinations on
Tuesday include 24 girl
students from Kun-
dapur, 14 from Byndoor
and two from Udupi
Government Girls PU
college, who are in-
volved in the legal fight
over the wearing of hi-
jab in classrooms. The
girls had earlier boy-
cotted the practical ex-
aminations also.
At the RN Shetty PU
college, 13 out of 28
Muslim girl students
appeared for the exami-
nation. Though some
students reached the
examination centre
wearing hijabs, they
were denied permis-
sion.
Four out of five girl
students appeared for
the examinations at
Bhandarkar’s college in
Udupi, while all the girl
students of Basrur
Sharada college attend-
ed the examinations.
Six of the eight girl
students of Navunda
Government PU Col-
lege abstained from the
examinations, while
only two out of 10 Mus-
lim girls appeared for
the examinations.
Some private colleges
in the district allowed
students wearing hijab
to attend the examina-
tions, sources said.

In a counter affidavit,
the Department of Per-
sonnel and Training
(DoPT) said: “The mat-
ter has been considered
and it has not been
found feasible to change

regarding number of
attempts and age-limit
in respect of CSE (Civil
Services exam).
“That it is also sub-
mitted that any relaxa-
tion to age-limit and
number of permissible
attempts due to Cov-
id-19 pandemic could
lead to similar de-
mands being made by
the other categories of
candidates.”
The DoPT added
that it will also im-
pinge on the chances
of other candidates
who are eligible as per
existing provisions be-
cause it will increase
the number of candi-
dates competing with

Bihar Chief Minister
Nitish Kumar, who has
been at the state’s top
job for close to 15 years
at a stretch now, a new
report has revealed that
the state was woefully
unprepared for the Cov-
id pandemic. A perfor-
manceauditonthefunc-
tioning of district hospi-
tals in Bihar has re-
vealed that just as the
Covid pandemic hit the
country, there was a 52
to 92 per cent shortfall
of beds in district hospi-
tals and a persistent
shortage of doctors,
nurses, paramedical
staff, and technicians.
The bed strength was
not raised in 10 years
and the department did
not publish the total
staff vacancies to get
them filled from 2014 to
2020, the report said.
The Comptroller and
AuditorGeneralof India
(CAG) report, tabled in
the state assembly today
,
has a performance audit
on ‘Functioning of Dis-
trictHospitals’sampling
five districts - Biharsha-
rif, Hajipur, Jehanabad,
Madhepura, and Patna -
for the period 2014-15 to
2019-20. It aimed to as-
sess the overall health
services being provided
by district hospitals.
On Out-Patient ser-
vices, the report found
thatthehospitalsdidnot
provide 12 to 15 signifi-
cant OPD curative ser-
vices like cardiology
,
gastroenterology
, neph-
rology
, ENT etc. due to a
shortage of specialist
doctors and infrastruc-
tures such as building,
equipment and furni-
ture.The patient load on
registration counters
went as high as 208 per
cent higher than nor-
mal. Further, 59 per cent
of OPD patients bought
medicines out of their
own pocket, defeating
the goal of providing
free medication, it add-
ed. The facility for diag-
nosis and management
of cases of cardiovascu-
lar disease, stroke and
cancer was not availa-
ble in any of the district
hospitals.
Accident/Trauma
and Psychiatry wards
were also not found in
any of the checked hos-
pitals. Positive/negative
isolation wards for in-
fectious patients were
also not found. This
finding is especially
concerning as it shows
the state’s health infra-
structure was ill-pre-
pared for the pandemic.

on Wednesday sacked police constable Tawseef
Ahmed Mir, who has been accused of actively work-
ing for Hizbul Mujahideen and trying to kill two of
his colleagues, and four more employees for alleged
links with terror groups. The Union Territory admin-
istration terminated the services of the employees
following a recommendation of a designated com-
mittee constituted under Article 311 (2) (c) of the
Constitution that allows dismissal without an inquiry
in the interest of the security of the State.

The final notifica-

into 26 is expected to be
released in the next

Acouple has been arrested for
allegedly beating a specially-
abled man and vandalizing his
two-wheeler over a property
issue in the Jewar area of
Greater Noida. Additional
Director General of Police of
Greater Noida, Vishal Pandey
said, “The specially-abled man
had rented a property from his
relatives to run a school. But due
to the Covid-19 lockdown, he
couldn’t afford the expenses.
This escalated into a heated
argument between them and the
two accused attacked the elderly
man beating him and vandalizing
his two-wheeler.” In the viral
video, a man and woman were
beating a specially-abled man.
First, the man was seen beating
him with a heavy wooden stick
while the elderly man was sitting
on the scooty. Later, he was
joined in by a woman who also
carried wooden stick and was
hitting the victim. Both the
accused not only had beaten him
but vandalized his two-wheeler.
The two accused have been
arrested by the police and further
investigation into the case is

‘DIESEL SCAM’
The case of corruption emerges
in Bahraich district as 10
drivers have been suspended for
their involvement in the Diesel
scam. The state government
which follows ‘Zero Tolerance’
towards corruption saw the ARM,
Bahraich take strict actions
against 10 drivers and another
person posted at the department’s
diesel counter following reports of
the scam. The incident pertains to
the recently concluded assembly
elections in the state where a fleet
of 10 roadways buses was
deployed in the Bahraich to help
transport home guards to the
block level. The drivers of these
buses have been found to lie
about the distance driven by them
in order to hoard diesel. The
administration acting on reports,
initially suspended the person
posted on the diesel counter while
letting go of the drivers but when
the whole incident gained more
traction, the ARM secretly sacked
10 drivers in a hurry and posted a
notice near the inquiry center of
the roadway’s bus stand about it.
This is not the first time such
corrupt incidents have taken place
in the roadway’s department of
Bahraich as, during the lockdown
in June 2020, a similar case of
diesel theft was reported.

Wednesday. Senior Su-

and was being repaired.
Four people died on
the spot while one per-
son succumbed to inju-
ries at Agra hospital,
the SSP said, adding
that the owner of the
pickup vehicle is seri-
ously injured and un-
dergoing treatment.

U’KHAND POLICE VAN COLLIDES WITH
TRUCK IN UP, CONSTABLE KILLED
Baghpat (PTI): A constable was killed and seven
persons, including a sub-inspector, were injured
when a van of the Uttarakhand Police collided with
a truck here in Uttar Pradesh, police said on Tues-
day. The van of the Nanital police had eight people,
including three undertrials and five policemen, they
said. The incident took place on a highway when
they were returning to Uttarakhand from Jind in
Haryana after a court hearing, police said. All of
them were rushed to a hospital, where constable
Arun died during treatment. The condition of the
others was stated to be stable, they said. A probe
is on in the matter and the Nainital police has been
informed about the incident, officials here said.

In “JNU: Nationalism
and India’s Uncivil
War”, Paranjape seeks
tofindthetruthbehind
the controversies that
have plagued the JNU
especiallysincethelast
sixyears-fromanti-na-
tionalism to arrest of
student leaders to the
disappearance of a stu-
dent who to date re-
mains untraced.
Paranjape says his
book is neither merely
a collection of anec-
dotes or personal expe-
riences, nor is an exer-
cise in institutional
historiography or hagi-
ography but an “in-
formed insider’s ac-
count of the cataclys-
mic changes” in the
JNU during 2016-2021.
He feels the image of
the university has tak-
en a severe beating in
the last five years so
much so that “many
parents do not wish to
send their children to
study there”. While the
book, published by
Rupa, deplores the
“ideological hegemony
and intolerance of the
Left in JNU”, arguing
that it has brought the
universitytosuchasor-
ry pass, it also makes a
case for “not simply
substituting the dog-
matic Left with the doc-
trinaire Right”. There
should not be an at-
tempt to merely substi-
tute the Left with the
Right, but a compre-
hensive reform should
be facilitated which
will include a better ad-
ministration, cleaner
campusandbetterame-
nities, he suggests. The
book pleads for resto-
ration of civil disagree-
ment in place of bitter
opposition, dialogue
rather than irreconcil-
able conflict. It propos-
es remedial strategies
of dealing with differ-
ences, along with inter-
medial hermeneutics
to negotiate extreme
positions and bipolar
oppositions. The book
begins with the outline
of the wider context.
The national, even
worldwide, debates on
liberalism and nation-
alism form the core of
the first chapter. In the
next chapter, the au-
thor narrates how he
joined the JNU under
somewhat unusual cir-
cumstances and also
recounts his “culture
shock at confronting
its time-warped Leftist
politics, which I con-
sidered a combination
of delusion and oppor-
tunism”. The3rdchap-
ter is about the events
that led to those fateful
days in February 2016.
Starting on February
9, the university en-
tered a phase of turbu-
lence when a rally was
taken out against the
so-called ‘judicial mur-
der’ of two convicted
criminals Afzal Guru
and Maqbool Bhat.
HOW JNU CAME INTO NATIONAL
AND INTERNATIONAL LIMELIGHT?
The chapter goes on to recount the slogans that
were shouted on campus, the clash between two
student groups, and how the JNU came, for all
the wrong reasons, into national and interna-
tional limelight. Paranjape also talks about the
lecture on nationalism that he delivered at the
‘Teach-in’ on March 3, 2016. “In this most com-
prehensive and augmented version of my talk, I
record how I confronted the then JNU Students’
Union (JNUSU) president, Kanhaiya Kumar ,” he
writes. In the book’s epilogue, Paranjape men-
tions how for a change, the JNU campus went
quiet not because of political unrest or student
protests but because of a global pandemic.

have arrested 2 persons,
including a criminal al-

nasi for allegedly shoot-

rashtra, an official said.
The victim, Samarjit

gunned down in Virar

case, which had sought
cancellation of bail to

A bench headed by
Chief Justice N V Ra-
mana said the monitor-
ing judge had written
to the state for cancella-
tion of bail granted by
the Allahabad High

New Delhi: Basic health
facilities and proper edu-
cation are two primary
functions that every
state is obligated to pro-
vide to its citizens, the
Supreme Court empha-
sised while asking the
Uttar Pradesh govern-
ment to make sure all
75 district hospitals in
the state have the bare
minimum number of
qualified doctors. A
bench, headed by justice
Sanjay Kishan Kaul,
noted that at least half
the sanctioned posts
at district hospitals
are vacant. “We must
emphasize that provid-
ing basic health facility
along with education are
the primary obligations
of every state and we
expect that the State of
UP will take appropri-
ate steps now that the
elections are over,” the
order by the bench,
which also included
justices MM Sundresh,
stated. The court said of
3,620 posts for doctors
advertised by the state
government in 2021,
only 1,881 positions
were filled. “This leaves
the state with a vacancy
of under 1,800. Some
doctors may have also
retired in the last one
year,” the court said,
while pointing out a
glaring shortage of
general physicians,
gynecologists, paediatri-
cians and anaesthetists.

Senior advocate Dushyant Dave, appearing for the
petitioners, submitted that the UP government has
submitted that it had opposed the bail in the HC. “It is
imminent that the bail be cancelled or set aside in these
circumstances as the HC verdict suffers from non appli-
cation of mind,” he said. Dave said Mishra in his affidavit
had relied on documents to show he was not present at
the scene on October 3 last year. “The state terms these
documents as doctored,” Dave said and requested the
top court to take a serious view of this. The bench said
it will hand over the report of the judge and the letters to
the petitioners and the UP government counsel.

during election and after

ERRORS, SHORTAGE, CONFUSION: UP BOARD EXAM PAPERS First India Bureau Lucknow: Absurd questions and no correct options among listed answers in exams conducted by the UP Board have now led to an official probe being ordered. Director-General, School Education, Anamika Singh said, “I have directed the UPBEC (UP Basic Education Council) Secretary to exam- ine issues related to ques- tions and take appropriate action on the same.” Over 1.6 crore students, enrolled in 1.3 lakh schools recognised by UPBEC, are appearing in the ongo- ing examinations of the UP Board. “An error-free question paper can ensure proper evaluation. These silly errors point fingers at the standard that is set before the students and teachers,” said a senior education official. Schools in several districts have also reported a short- age of question papers besides printing errors. “We got only three papers for a Class of 50 students. So, we were compelled to write the questions on the blackboard,” said a teacher in Gorakhpur. Teachers said they have no clarity on how a wrong question should be treated. “We have no idea as to whether we should award full marks to the wrong question or whether it stands cancelled,” said a teacher. Sanjay Kanaujiya, an office- bearer of the UP Junior High School Teachers’ As- sociation, said, “The exami- nations are held to assess the level of understanding of lessons by the students. GOVT SETS RESPONSE TIME FOR FIRE OUTBREAKS IN SUMMERS First India Bureau Lucknow: To avert fire mishaps amid sum- mers, the Yogi Govern- ment has taken a slew of measures ranging from utilizing the Inte- grated command and control centre (ICCC) to prevent such incidents to ensuring provision of fire tender facility in all tehsils. While chairing his first high-level review meeting with officials after assuming charge for his second term, Yogi on Wednesday said, “Many states saw fire outbreaks in hospi- tals amid Covid-19 men- ace. Our arrangements helped in avoiding any such incident in UP, however, we must main- tain caution and carry out physical review of fire safety arrange- ments at all places.” Determined to protect the state against any such incidents, he di- rected the officials to utilize the Integrated Command Control Cen- tres (ICCCs), which con- tributed significantly towards Covid-19 man- agement, for keeping round-the-clock vigi- lance on fire safety management so that in case of any deficiency or disturbance, the sys- tem is rectified with im- mediate effect. The ICCCs that are functional in each dis- trict, will also comfort people in cases of natu- ral calamities such as heat waves, floods, etc. BRING DOWN EMERGENCY RESPONSE TIME: CM UP govt is also working to provide fire tender with modern facilities in all the tehsils. CM’s ambitious Mission Shakti enters fourth phase First India Bureau Lucknow: Chief Min- ister Yogi Adityanath, who has started his sec- ond inning, seems de- termined to take his government’s ambi- tious project ‘Mission Shakti’ to the next level. This campaign has been empowering, up- lifting, and safe-guard- ing the women and daughters of the state ever since its inception. In Yogi government 2.0, the Mission Shakti is all set to get into the fourth phase. The officials have been asked to prepare an action plan ensuring all women get the bene- fits of various govern- ment schemes and live their lives with dignity and respect in a safe en- vironment. During the last ten- ure of the Yogi govern- ment, along with run- ning a massive aware- ness campaign across districts, women were connected with various beneficial schemes in the first, second and third phases of Mission Shakti. In the third phase, the Department of Women and Child De- velopment and the De- partment of Child De- velopment Services and Nutrition made over 28.32 lakh people aware in just four months till December 2021. So far, over 10 crore people have been made aware about Mission Shakti across phases. Under the campaign, the work of making people aware of vari- ous laws and provisions related to violence against women and children was done in all the districts. The de- partments organised special programmes to educate people against harassment of women and children, domestic violence, drug abuse, trafficking, child mar- riage, discrimination, child labour, and other exploitations. The students decided to not appear for the ex- aminationwithoutwear- ingtheheadscarf asthey were hurt by the March 15 order, sources said. The Karnataka High Court on March 15 had dismissed petitions seeking permission to wear hijab inside the classroom, saying the headscarf is not a part of the essential reli- gious practice in the Is- lamic faith and that the uniform dress rule should be followed in educational institu- tions where it has been prescribed. Those who shunned the examinations on Tuesday include 24 girl students from Kun- dapur, 14 from Byndoor and two from Udupi Government Girls PU college, who are in- volved in the legal fight over the wearing of hi- jab in classrooms. The girls had earlier boy- cotted the practical ex- aminations also. At the RN Shetty PU college, 13 out of 28 Muslim girl students appeared for the exami- nation. Though some students reached the examination centre wearing hijabs, they were denied permis- sion. Four out of five girl students appeared for the examinations at Bhandarkar’s college in Udupi, while all the girl students of Basrur Sharada college attend- ed the examinations. Six of the eight girl students of Navunda Government PU Col- lege abstained from the examinations, while only two out of 10 Mus- lim girls appeared for the examinations. Some private colleges in the district allowed students wearing hijab to attend the examina- tions, sources said. 7 SUSPENDED FOR ALLOWING HIJAB IN CLASS X EXAMS Bengaluru: The Karna- taka Education Depart- ment has suspended 7 teachers including 2 superintendents for allowing hijab clad stu- dents to take SSLC (class 10) exams in Gadag district. The department has also ordered an inquiry on the suspended persons. These teachers and superintendents allowed hijab clad girls to write exams on Monday at the C.S. Patil Examina- tion Centre in Gadag. Meanwhile, Sriram Sene Kalaburagi District President, Ninganna Gouda Patil has lodged a complaint with the Block Education Officer of Kalaburagi demanding the suspension of Mo- hammad Ali, the teacher of Ijeri Urdu School in Jevargi taluk for allowing a student to write exams wearing hijab. In his complaint he has warned that if action is not taken, protest will be staged. The bed strength was not raised in 10 years and the department did not publish the total staff vacancies to get them filled from 2014 to 2020, the report said. The Comptroller and AuditorGeneralof India (CAG) report, tabled in the state assembly today , has a performance audit on ‘Functioning of Dis- trictHospitals’sampling five districts - Biharsha- rif, Hajipur, Jehanabad, Madhepura, and Patna - for the period 2014-15 to 2019-20. It aimed to as- sess the overall health services being provided by district hospitals. On Out-Patient ser- vices, the report found thatthehospitalsdidnot provide 12 to 15 signifi- cant OPD curative ser- vices like cardiology , gastroenterology , neph- rology , ENT etc. due to a shortage of specialist doctors and infrastruc- tures such as building, equipment and furni- ture.The patient load on registration counters went as high as 208 per cent higher than nor- mal. Further, 59 per cent of OPD patients bought medicines out of their own pocket, defeating the goal of providing free medication, it add- ed. The facility for diag- nosis and management of cases of cardiovascu- lar disease, stroke and cancer was not availa- ble in any of the district hospitals. Accident/Trauma and Psychiatry wards were also not found in any of the checked hos- pitals. Positive/negative isolation wards for in- fectious patients were also not found. This finding is especially concerning as it shows the state’s health infra- structure was ill-pre- pared for the pandemic. The two accused have been arrested by the police and further investigation into the case is underway. —ANI 10 ROADWAYS DRIVERS SUSPENDED IN ‘DIESEL SCAM’ The case of corruption emerges in Bahraich district as 10 drivers have been suspended for their involvement in the Diesel scam. The state government which follows ‘Zero Tolerance’ towards corruption saw the ARM, Bahraich take strict actions against 10 drivers and another person posted at the department’s diesel counter following reports of the scam. The incident pertains to the recently concluded assembly elections in the state where a fleet of 10 roadways buses was deployed in the Bahraich to help transport home guards to the block level. The drivers of these buses have been found to lie about the distance driven by them in order to hoard diesel. The administration acting on reports, initially suspended the person posted on the diesel counter while letting go of the drivers but when the whole incident gained more traction, the ARM secretly sacked 10 drivers in a hurry and posted a notice near the inquiry center of the roadway’s bus stand about it. U’KHAND POLICE VAN COLLIDES WITH TRUCK IN UP, CONSTABLE KILLED Baghpat (PTI): A constable was killed and seven persons, including a sub-inspector, were injured when a van of the Uttarakhand Police collided with a truck here in Uttar Pradesh, police said on Tues- day. The van of the Nanital police had eight people, including three undertrials and five policemen, they said. The incident took place on a highway when they were returning to Uttarakhand from Jind in Haryana after a court hearing, police said. All of them were rushed to a hospital, where constable Arun died during treatment. The condition of the others was stated to be stable, they said. A probe is on in the matter and the Nainital police has been informed about the incident, officials here said. The book begins with the outline of the wider context. The national, even worldwide, debates on liberalism and nation- alism form the core of the first chapter. In the next chapter, the au- thor narrates how he joined the JNU under somewhat unusual cir- cumstances and also recounts his “culture shock at confronting its time-warped Leftist politics, which I con- sidered a combination of delusion and oppor- tunism”. The3rdchap- ter is about the events that led to those fateful days in February 2016. Starting on February 9, the university en- tered a phase of turbu- lence when a rally was taken out against the so-called ‘judicial mur- der’ of two convicted criminals Afzal Guru and Maqbool Bhat. A bench headed by Chief Justice N V Ra- mana said the monitor- ing judge had written to the state for cancella- tion of bail granted by the Allahabad High Court to Ashish Mish- ra in connection with the case. “There are two let- ters sent by the SIT to the Additional chief secretary (home) of the Uttar Pradesh govern- ment by the monitor- ing judge who had writ- ten to the state to file appeal in SC to cancel bail of main accused Ashish Mishra,” said the bench also compris- ing Justices Surya Kant and Hima Kohli. New Delhi: Basic health facilities and proper edu- cation are two primary functions that every state is obligated to pro- vide to its citizens, the Supreme Court empha- sised while asking the Uttar Pradesh govern- ment to make sure all 75 district hospitals in the state have the bare minimum number of qualified doctors. A bench, headed by justice Sanjay Kishan Kaul, noted that at least half the sanctioned posts at district hospitals are vacant. “We must emphasize that provid- ing basic health facility along with education are the primary obligations of every state and we expect that the State of UP will take appropri- ate steps now that the elections are over,” the order by the bench, which also included justices MM Sundresh, stated. The court said of 3,620 posts for doctors advertised by the state government in 2021, only 1,881 positions were filled. “This leaves the state with a vacancy of under 1,800. Some doctors may have also retired in the last one year,” the court said, while pointing out a glaring shortage of general physicians, gynecologists, paediatri- cians and anaesthetists.
