Taking a manual, labour intensive process
Using a GIS process to make it extremely efficient

Manage 68 properties

Part of the contract
includes monitoring of
planning applications
Reporting on those
applications that would

10. Improve speed of service
Streamline system
Remove human error
Reduce costs
How can a GIS based solution benefit this service?

11. Goal is to

Supply to each Savills
management office
The selected planning applications
must be classified and grouped into:

12. How do we do this?
Determine which Local

Find a consistent regular,
reliable planning application

Create a geographic process
to give the required output

Model builder process results mean:
Attributes in the planning
applications now have the:
Name of the property
Distance within and from
the property
Savills admin region
DIO admin region
We can now generate overview maps
using data driven page maps:
National
Savills areas
Map for each managed DIO property
28. Result

No manual searching,
saving 800 – 900
working days per year
Local office time is
around ½ hour per week
Agents can follow up
and report directly on the
relevant applications
Client receives the same
service (weekly instead
of fortnightly)
Rural Division, property management, rural planning, farm management, minerals much more
GIS is used in service to a great variety of clients and differing projects
Location of DIO managed properties Location of Savills DIO admin areas
Existing process needed a lot to be desired
The GIS process should be able to ----
All the planning applications, relevant to each managed property that fall within the property and the required 2km search area
The DIO property affected
The responsible Savills Office
The DIO administration area
Shown in the correct location on regional and local maps
All details for each application to be available via associated Excel listings and web links
We have 3 main requirements. Which Councils, buy regular data, create a method.
First step – find the relevant Councils – To include Local, Unitary, County and National Parks
Several companies do this sort data supply for the planning and building industry, we chose Glenigan
This the geographic spread of the supplied data. The requirement is to add those listed factors into the data.
Now I have all the data I need to process in order to classify the planning applications as required. The process was designed with model builder BUT
There are 120+ data sources, in differing formats, captured in very dissimilar methods
They have been collected, processed, and merged together by a third party
The planning application location data must be reviewed and validated
Location double check:
Compare the postcode location to the coordinate location
After some use we found a general problem with location accuracy. Needed to track and correct.
For each application I compare postcode to location. For rural work we find a 3 km difference is acceptable Eg on a farm postcode is at the house the farm can be 200 acres plus.
This is the result, these are the reasons.
Now I have all the data I need to process in order to classify the planning applications as required.
Takes the file makes it into point features, selects the ones within target areas adds all the required information, admin area names, name of each property, distance from boundary, the DIO area.
Creates the Excel file for each region. Also selects every Solar and Wind application and creates a separate feature class and another Excel file with the details.
Attributes in the planning applications now have the:
The name of the property
The distance within and from the property
Savills admin region
DIO admin region
We can now generate overview maps using data driven page maps:
National
Savills areas
Map for each managed DIO property
National map for the project manager can see the distribution and numbers
Regional map. The DDP tiles are set on the regions shapes. All applications relevant to that region are displayed on the map. The legend displays the size class of each application plus all Solar and Wind application
Drilling down to more detail, ddp is used again. This time the property polygons are used as the tiles. Each planning application is shown on the map with basic details in the legend. There is sufficient information here to allow the land agent to identify applications that should be investigated. Note in the legend there is the unique id for each application which is also shown on the map
Referring to the Savills Excel file generated for the local region all the details of each application can be assessed and the decision taken on follow up and reporting
