Executive Summary
Cloud environments need to satisfy the same compliance
requirements as traditional IT, with same security tools, policies
and procedures, adapted for Cloud deployment
Cloud adoption requires security solutions covering Identity,
Protection and Insight to be extended to stand alone and hybrid
cloud
• Identity (user identification, access control and governance)
• Protection (infrastructure security, app and data security, risk mgmt)
• Insight (user activity, threat intelligence, compliance, cost)
Cloud adoption highlights changes to thinking about compliance
including adoption of “mutable compliance”
• Infrastructure IaaS compliance with SOC2, ISO27001/2 or similar
• Client-side workload compliance built on Infrastructure + Workload
• Software/service SaaS compliance built on Infrastructure + Service
Deploy Cloud offerings with extensive regulatory and compliance
assertions
• Address hybrid cloud use cases by leveraging underlying compliance of

SoftLayer support deployment of regulated workloads through extensive compliance
and clear delineation of roles and responsibilities
 SoftLayer is compliant with major industry and regulatory standards
(*) FedRAMP is for dedicated, special purpose FedRAMP data centers located in USA. FedRAMP certification will NOT apply to commercial data centers; FCC ATO
received in 2Q 2015, JAB-based pATO on target for YE 2015
(~) Data centers are added to the SoftLayer audit/review cycle in the next available cycle after DC goes live. Because each (commercial) data center is managed to the
same standards and procedures, we assert that we will (easily) achieve compliance certifications for each new data center as it is added to the SoftLayer audit cycle
($) IBM Watson for Life Sciences Cloud (LSD) includes qualified cloud infrastructure and validated operational tools including Automated Evidence Tool (AET) for IQ/OQ
(#) ITAR will come in stages, starting with ITAR for Federal Data Centers
54
© 2016 IBM Corporation
SoftLayer supports clients and their HIPAAworkloads through itspolicies and
procedures; SoftLayer willsign a BAAwithclients as needed
 HIPAA
− There is no HIPAA compliance process available explicitly for data centers
 SoftLayer will sign a BAA with clients
 SoftLayer is suited to host HIPAA workloads through its bare metal and
single-tenant/dedicated private cloud offerings
− We do not recommend hosting a HIPAA workload on multi-tenant virtual server based cloud offering
− Best practice is to host sensitive, regulated workloads in a single-tenant virtual server/dedicated physical server (“bare metal
servers”)/storage with data encryption
Impact: SoftLayer is a safe place to host a HIPAA regulated, PHI-relevant workload
Customers can be confident in the effectiveness of their existing controls as extended into the cloud environment – they don’t
have to add new controls simply because the data has moved to the cloud.
55

SoftLayer is hasAgency-basedAuthority toOperate from FCC
 SoftLayer worked directly with FCC to achieve a FedRAMP compliant ATO, verified by the FedRAMP
Project Management Office
− FedRAMP Ready systems allow potential agency customers and authorizing officials a starting point to initiate an
authorization
 Authorized data centers are part of SoftLayer Federal Cloud (SFC)
− Two Federal data centers in Richardson, TX and Ashburn, VA only
− “Systems with more complete documentation or assessments by an accredited 3PAO will allow potential agency
customers and authorizing officials to go through the assessment and authorization process more rapidly to become
FedRAMP compliant."
 This means that a customer who is or has a sponsoring agency can pursue an agency specific Authority to
Operate for their workload on SoftLayer based on the FedRAMP Ready status and documentation
 In addition to the JAB provisional authorization, SoftLayer will also pursue Agency Authority to Operate
(ATOs) for those organizations requiring FedRAMP 2.0 processes and plans
− This will provide a faster method to ATO
Impact: FedRAMP is a US Government-wide program that provides a standardized approach to security assessment,
authorization, and continuous monitoring for cloud products and services.
FedRAMP provides a streamlined approach to accelerating security assessments, authorizations and the adoption of cloud
solutions enabling time, resource and cost savings for agencies.

meet the need
for speed and
deliver a
heightened fan
experience.
“Deploying apps faster, all-new capabilities—
it’s a whole different ballgame.”
—Nigel Hook, president, SilverHook Powerboats
The task
Silverhook needed an app that would improve racers’ safety and decision-making
ability and enhance the fan experience.
The choice
SilverHook’s development team, with the IBM jStart® team and Virtual Eye, used
IBM Internet of Things Foundation to glean important data, stream it directly to the
cloud and build an app quickly on the IBM Bluemix platform that would analyze
and deliver information in a format useful for racers and fans alike.
The result
A rich visualization delivered real-time technical information and alerts to the
racing team, race information to fans and a comprehensive analytics solution in
just three months—40 percent less time than planned.
SilverHook Powerboats’ ocean racing team struggled with more than 80 data
sources that affected safety and competitiveness—and an audience that needed
to be energized. A new app promised to achieve all of that, if only it could be
completed before the World Championships, just months away.

Benco turned to
IBM Watson
Analytics
software to put
traditional
buying
strategies under
the microscope.
“Watson Analytics—it’s like a Swiss Army
knife, there are so many projects we could
use it for.”
—Don Trybulski, marketing analyst, Benco Dental
The task
Benco Dental needed a way to analyze years of detailed historical information on
sales, pricing and customer behavior.
The choice
IBM Watson software completed analysis and presentation in a single, seamless step.
In five minutes, without prior training, Benco explored the data for key questions; after
30 minutes, it had the first revealing answer.
The result
Benco Dental got the answers it sought, debunked the volume discounts myth and
started a data-driven debate about more-efficient pricing models.
Like many of its competitors, dental supplier Benco Dental based its pricing on
volume discounts. But did this strategy actually motivate customers to place larger
orders?

The task
Activate a persistent data store with real-time access to data, support for high-volume

The choice
Cloudant software, as a persistent data store at the edge (pulling from multiple
systems of record, starting with Netezza® technology) provided application
programming interface (API) and workload simplification.
The result
Cloudant software’s schemaless architecture and horizontal scalability gives
Morningstar’s users real-time access to reports and analytics generated by IBM
PureData® for Analytics.
Investment and financial services research company Morningstar needed a

There are three capabilities that differentiate cognitive systems from traditional
programmed computing systems
87
Reasoning
They reason. They can understand information but
also the underlying ideas and concepts. This
reasoning ability can become more advanced over
time. It’s the difference between the reasoning
strategies we used as children to solve
mathematical problems, and then the strategies we
developed when we got into advanced math like
geometry, algebra and calculus.
Learning
They never stop learning. As a technology, this
means the system actually gets more valuable
with time. They develop “expertise”. Think about
what it means to be an expert- - it’s not about
executing a mathematical model. We don’t
consider our doctors to be experts in their fields
because they answer every question correctly.
We expect them to be able to reason and be
transparent about their reasoning, and expose
the rationale for why they came to a conclusion.
Understanding
Cognitive systems understand like humans
do, whether that’s through natural language
or the written word; vocal or visual.

According toGartner1, there are several reasons whyclouds fail. Transformation is key
among the reasons.
Key Findings
• Many cloud implementations are failing to deliver on the expectations of users or IT staff
• Cloud computing is being promoted for various and often inappropriate reasons
• Cloud requires a transformation in usage, IT staff, organizations, process, funding and technologies
• Acquiring technology (or just declaring success) is easier than real transformation
1 Gartner Inc. Predicts 2016: Cloud Computing to Drive Digital Business, David Mitchell Smith, Ed Anderson, Yefim V. Natis, Jay Heiser, Thomas J. Bittman, Douglas Toombs, David W. Cearley, Jeffrey Mann, Neville Cannon, Gregor Petri, December 09, 2015.
Failure, unfortunately, is an option
121

Contrary tothe ideas of many organizations going tocloud, these projects are different
than technology projects.
 Cloud is NOT a technology project (product), it’s a TRANSFORMATION project (solution)
• The Cloud technology is only an enabler
 The key elements of Cloud computing combine technology and process impacts
• Standardization(process)
• Virtualization (technology & process)
• Automation (process & technology)
• Self-Service (technology & process)
• Consumption-based Pricing (process)
 TRANSFORMATION can be a significant part of the Cloud Project (maybe 50%+)
• Requires business process change (to avoid automating a mess !)
• Requires (extreme) standardization of services to be provided
• Will impact business models and charging models
• Should be driven from business goals and objectives
Failure, unfortunately, is an option

IBM identifies three key fundamental foci totransformation
Transformation is Key
123
© 2016 IBM Corporation
Fundamental 1:Aligned strategy
 In the cloud, IT will shift to policy-based,
services oriented delivery
 Visibility, control and security are critical.
 You can reduce complexities and control
costs by eliminating an ad hoc approach.
 Leadership can be maintained through
oversight of cloud implementations.
 You can reduce the risk of implementation
roadblocks or failure with a well-defined
strategy, roadmap and performance
measures.
Transformation is Key
Why aligning strategy matters
124

Fundamental 2: Organizational harmony
 It helps you go beyond cost savings and
flexibility to realize the full business value
of cloud.
 Being aligned with the business strategy
is only the first step.
 It allows you to be seen as a strategic
adviser to business leaders to help them
determine the best cloud services.
 Likely requires new roles and skills.
 Leaders need to consider potential
cultural impacts brought on by the cloud
model.
Why organizational harmony matters
Transformation is Key

Fundamental 3: Effective governance
 It helps eliminate conflict between
risk management and the benefits of
cloud computing.
 Reduces the impact of emotions around
decisions.
 It allows you to use cloud to better monitor
your environment and identify use of
noncompliant technologies.
 Enables smooth service hand-offs thereby
reducing gaps and overlaps.

  • 52. 53 © 2016 IBM Corporation SoftLayer support deployment of regulated workloads through extensive compliance and clear delineation of roles and responsibilities  SoftLayer is compliant with major industry and regulatory standards (*) FedRAMP is for dedicated, special purpose FedRAMP data centers located in USA. FedRAMP certification will NOT apply to commercial data centers; FCC ATO received in 2Q 2015, JAB-based pATO on target for YE 2015 (~) Data centers are added to the SoftLayer audit/review cycle in the next available cycle after DC goes live. Because each (commercial) data center is managed to the same standards and procedures, we assert that we will (easily) achieve compliance certifications for each new data center as it is added to the SoftLayer audit cycle ($) IBM Watson for Life Sciences Cloud (LSD) includes qualified cloud infrastructure and validated operational tools including Automated Evidence Tool (AET) for IQ/OQ (#) ITAR will come in stages, starting with ITAR for Federal Data Centers
  • 53. 54 © 2016 IBM Corporation SoftLayer supports clients and their HIPAAworkloads through itspolicies and procedures; SoftLayer willsign a BAAwithclients as needed  HIPAA − There is no HIPAA compliance process available explicitly for data centers  SoftLayer will sign a BAA with clients  SoftLayer is suited to host HIPAA workloads through its bare metal and single-tenant/dedicated private cloud offerings − We do not recommend hosting a HIPAA workload on multi-tenant virtual server based cloud offering − Best practice is to host sensitive, regulated workloads in a single-tenant virtual server/dedicated physical server (“bare metal servers”)/storage with data encryption Impact: SoftLayer is a safe place to host a HIPAA regulated, PHI-relevant workload Customers can be confident in the effectiveness of their existing controls as extended into the cloud environment – they don’t have to add new controls simply because the data has moved to the cloud.
  • 54. 55 © 2016 IBM Corporation SoftLayer is hasAgency-basedAuthority toOperate from FCC  SoftLayer worked directly with FCC to achieve a FedRAMP compliant ATO, verified by the FedRAMP Project Management Office − FedRAMP Ready systems allow potential agency customers and authorizing officials a starting point to initiate an authorization  Authorized data centers are part of SoftLayer Federal Cloud (SFC) − Two Federal data centers in Richardson, TX and Ashburn, VA only − “Systems with more complete documentation or assessments by an accredited 3PAO will allow potential agency customers and authorizing officials to go through the assessment and authorization process more rapidly to become FedRAMP compliant."  This means that a customer who is or has a sponsoring agency can pursue an agency specific Authority to Operate for their workload on SoftLayer based on the FedRAMP Ready status and documentation  In addition to the JAB provisional authorization, SoftLayer will also pursue Agency Authority to Operate (ATOs) for those organizations requiring FedRAMP 2.0 processes and plans − This will provide a faster method to ATO Impact: FedRAMP is a US Government-wide program that provides a standardized approach to security assessment, authorization, and continuous monitoring for cloud products and services. FedRAMP provides a streamlined approach to accelerating security assessments, authorizations and the adoption of cloud solutions enabling time, resource and cost savings for agencies.

  • 86. 87 © 2016 IBM Corporation There are three capabilities that differentiate cognitive systems from traditional programmed computing systems 87 Reasoning They reason. They can understand information but also the underlying ideas and concepts. This reasoning ability can become more advanced over time. It’s the difference between the reasoning strategies we used as children to solve mathematical problems, and then the strategies we developed when we got into advanced math like geometry, algebra and calculus. Learning They never stop learning. As a technology, this means the system actually gets more valuable with time. They develop “expertise”. Think about what it means to be an expert- - it’s not about executing a mathematical model. We don’t consider our doctors to be experts in their fields because they answer every question correctly. We expect them to be able to reason and be transparent about their reasoning, and expose the rationale for why they came to a conclusion. Understanding Cognitive systems understand like humans do, whether that’s through natural language or the written word; vocal or visual.

  • 116. 120 © 2016 IBM Corporation According toGartner1, there are several reasons whyclouds fail. Transformation is key among the reasons. Key Findings • Many cloud implementations are failing to deliver on the expectations of users or IT staff • Cloud computing is being promoted for various and often inappropriate reasons • Cloud requires a transformation in usage, IT staff, organizations, process, funding and technologies • Acquiring technology (or just declaring success) is easier than real transformation 1 Gartner Inc. Predicts 2016: Cloud Computing to Drive Digital Business, David Mitchell Smith, Ed Anderson, Yefim V. Natis, Jay Heiser, Thomas J. Bittman, Douglas Toombs, David W. • 117. 121 © 2016 IBM Corporation Contrary tothe ideas of many organizations going tocloud, these projects are different than technology projects.  Cloud is NOT a technology project (product), it’s a TRANSFORMATION project (solution) • The Cloud technology is only an enabler  The key elements of Cloud computing combine technology and process impacts • Standardization(process) • Virtualization (technology & process) • Automation (process & technology) • Self-Service (technology & process) • Consumption-based Pricing (process)  TRANSFORMATION can be a significant part of the Cloud Project (maybe 50%+) • Requires business process change (to avoid automating a mess !) • Requires (extreme) standardization of services to be provided • Will impact business models and charging models • Should be driven from business goals and objectives Failure, unfortunately, is an option

  • 119. 123 © 2016 IBM Corporation Fundamental 1:Aligned strategy  In the cloud, IT will shift to policy-based, services oriented delivery  Visibility, control and security are critical.  You can reduce complexities and control costs by eliminating an ad hoc approach.  Leadership can be maintained through oversight of cloud implementations.  You can reduce the risk of implementation roadblocks or failure with a well-defined strategy, roadmap and performance measures. Transformation is Key Why aligning strategy matters
  • 120. 124 © 2016 IBM Corporation Fundamental 2: Organizational harmony  It helps you go beyond cost savings and flexibility to realize the full business value of cloud.  Being aligned with the business strategy is only the first step.  It allows you to be seen as a strategic adviser to business leaders to help them determine the best cloud services.  Likely requires new roles and skills.  Leaders need to consider potential cultural impacts brought on by the cloud model. Why organizational harmony matters Transformation is Key
  • 121. 125 © 2016 IBM Corporation Fundamental 3: Effective governance  It helps eliminate conflict between risk management and the benefits of cloud computing.  Reduces the impact of emotions around decisions.  It allows you to use cloud to better monitor your environment and identify use of noncompliant technologies.  Enables smooth service hand-offs thereby reducing gaps and overlaps. Why governance matters Transformation is Key
