Over 68,000 tonnes of pulses, out of 1.3 lakh tonnes seized during the
raids, have been offloaded in the market so far to boost domestic supply
and check prices, Parliament was informed.In a written reply to the Rajya
Sabha, Food Minister Ram Vilas Paswan informed that 68,413 tonnes have
been disposed of so far in the markets out of 1,30,608 tonnes seized during
14,177 raids on hoarders in 14 states.Maharashtra has offloaded 57,167.28
tonnes so far out of 86,709.39 tonnes seized by the state government during
5,250 raids.Karnataka has disposed of only 4,123.32 tonnes so far out of
25,545.82 tonnes seized."The High Court of Karnataka on November 23
declared the Department of Food and Civil Supplies' seizure of pulses
stored by traders as "illegal" and ordered the release of pulses, edible oils
and oilseeds from them", it said.In reply to another question, Paswan said
"rise in the prices of pulses and mustard oil are due to shortfall in
production owing to adverse weather conditions, increased transportation
costs, supply chain constraints like lack of storage facilities and hoarding
and black marketing".Pulses prices had crossed Rs 200 per kg in the retail
market due to fall in production by two million tonnes to 17.2 million
tonnes in 2014-15 crop year (July-June).
The government has slashed the minimum export price (MEP) on onions
to $400 per tonne, from $700 earlier, a move that is expected to encourage
out-bound shipments of the commodity."MEP for export of all varieties of
onions... is revised from $700 FOB (freight on board) per tonne to $400 per
tonne," the Directorate General of Foreign Trade ( DGFT) said in a
notification.MEP is the rate below which no traders are allowed to export.
The rise in MEP restricts exports and improves domestic supply.In August,
the government had hiked onion MEP to $700 per tonne, from $425, as
prices at both wholesale and retail levels skyrocketed on lower output due
to unseasonal rains.However, earlier this week, the Maharashtra
government had asked the Centre to scrap MEP for onions to help boost
overseas shipments after wholesale prices of the bulb went down to the Rs
10 per kg level.
Rmseed settled down tracking weakness in spot demand and weak
export demand. Rapeseed meal exports from India slumped 67.17% on
year to 12,845 tons in November on weak demand from South Korea
and Thailand, data released from Solvent Extractors Association of
India (SEA) showed. Food and Civil Supplies Department has imposed
the oilseeds inventory limit on wholesalers and the retailers in the
recent notification.The net sowing area however lags behind that of last
year. Demand failed to improve in cash markets as talks of better
sowing conditions stimulated the idea of further price drop, Going by
the latest government data, total cropped area is 54.16 lakh hectares as
against last year’s 60.91 Lakh hectares. Total area in the Rajasthan has
now reached 23.25 lakh hectares versus 25.84 lakh hectares last year.
Meanwhile total sowing area in the country as on Nov 27 stood
reported at 49.32 Lakh ha versus 58.21 Lakh ha last year same
period.The mustard crop farmers have received good returns this year
due to short supply.
Ref Soya oil settled up supported by good demand for the soyoil in
the domestic market. However, some gains were capped after lower
prices in international market on expectations that higher Argentinean
exports will pressure prices in an amply supplied global market. Prices
of oil were supported by hope of improvement in demand from United
States as likely increase in bio-diesel demand if US legislation is
expected to change the $1 per gallon bio-diesel blender's tax credits to a
producer if it materializes.The legislation will incentives producers to
blend more soy oil for bio-diesel production thus increasing demand of
soy oil for production of bio-diesel. At present this tax incentive is
applied to blender. India soybean oil imports climbed 99.39% in
September after local demand of edible oils rose due to lack of
domestic crushing, data release from the Solvent Extractors Association
(SEA) of India showed. India's soyoil imports surged to 321,062 tons in
September compared to 161,016 tons for the same period a year ago,
data released by the SEA of India showed.

CHANA PRICES AT KEY SPOT MARKETNational Market Update
According to the Ministry of Agriculture, area under Rabi pulses throughout
the country stood 114.51 lakh hectares as on 11th December this year, around
1% lower when compared to the area sown during corresponding period last
year which was 115.34 Lakh hectares.
According to latest report released by Ministry of Agriculture, Chana area
till date (as on 11.12.2015) was registered at 75.12 Lakh Ha which was around
3% higher than the last year in the corresponding period. .Last year it was
72.98 Lakh ha. Till date sowing area of Chana in Maharashtra has increased
whereas in Rajasthan and Madhya Pradesh it has decreased as compare to last
year but now its gaining some momentum.
According to latest report released by Ministry of Agriculture, Peas area till
date (as on 11.12.2015) was registered at 9.17 Lakh Ha which was around 3%
lower than the last year in the corresponding period. .Last year it was 9.43
Lakh ha. Peas Sowing Area in Madhya Pradesh till date has increased by 69%
this year as compare to last year from 2.63 Lakh Ha to 4.45 Lakh Ha.
According to latest report released by Ministry of Agriculture, Rabi Urad
area till date (as on 11.12.2015) was registered at 4.51 Lakh Ha which was
around 23% higher than the last year in the corresponding period. Last year it
was 3.66 Lakh ha.
In order to curb down the rising prices and enhance domestic supply of
pulses, Government has released over 68000 tonnes of seized pulses till now.
Government has seized around 1.30 Lakh tonnes of pulses during raids on
hoarders.
