2. Introduction
ICI World of Journals is a global database dedicated to scientific journals
from around the world. Each Editorial Office registered in the ICI World of
Journals database obtains free of charge access to the IT system that gives
a possibility to run a Journal Passport – an up-to-date showcase of a journal
on the Internet. Apart from information about the Editorial Board Team,
publisher, journal website, or a description, the Editorial Office can publish
information about scientific articles (metadata as well as full content in
PDF).
The idea of the ICI Journals Master List database is to create a possibility for
scientific journals from all over the world, of verifying them in terms of using
transparent editorial practices. The journal passports that have not been
verified in these terms are marked with the proper warnings, these are
Transparency Warning and Predatory Alert.
3. ICI Platform
The ICI World of Journals search engine is a response to the scientific world’s needs of
gathering information on scientific journals in one place. Due to the presented tools, it is
possible to search for journals on the list of journals indexed in the ICI Journals Master List (ICV
scoring) or the current ranking of journals by the Ministry of Science and Higher Education
(MEiN scoring). By joining both information, it is possible to choose the most suitable journals.

The growing interest in ICI Journals Master List database , the number of journals that do not
fulfil criteria necessary for positive completion of indexation process was an inspiration to
create global scientific journals database ICI World of Journals. ICI World of Journals is the third
largest international database. In 2014 the number of registered journals amounted to about 22
thousand. Since then, more and more Editorial offices have decided to present their publication
achievements to the scientists from all over the world. Currently, there are over 45 thousand
journals that are registered in the database and the number of users visiting our website
exceeds 70 thousand from 150 countries every month.
4. — Purposes
The ICV index has been recognised by e.g. public administration
authorities, scientific units and other subject associated with
science. The index is used in the activity of:
• scientific journals publishers – to familiarise one with
evaluation of a scientific journal, its weaknesses and strengths,
to make a move that may increase a journal impact,
• researchers – who want to obtain information in which journals
should they publish scientific papers, and which are worthy to
be read in order to gain reliable information needed for
research,
• scientific units – that are interested in gaining information on
weaknesses and strengthens of journals that are published in a
given scientific unit. This matters in the periodic assessment of
researchers.
5. Measure of ICV
The higher the value of ICV is, the higher probability that a journal in the future will:
• Increase the citation rate of published papers,
• Receive higher evaluations within journals assessments that are carried out,
• Get more interesting manuscripts with great potential to be noticed by the scientific
community,
• Attract recognised authors and reviewers.

7. The Scoring Method
In the final parametric assessment in the ICI Journals Master List database, it is assumed that
the sum of points awarded for the entire “Journal quality” criterion cannot exceed 100 points. A
journal can also receive negative points (e.g. for delays in publishing or publishing combined
issues) – maximum 4 points. It indicates problems in the editorial-management activity of
editorial team.
A journal can acquire more than 100 ICV points due to “Impact” criterion if it is currently
indexed in ISI Web of Science or/and Scopus database. It consists of the following elements:
• Journal citation rate – calculated based on current IF and SJR indices,
• Dynamics of the citation rates – enumerated based on changes of IF and SJR indices values
and the number of citations identified by Journal Citation Reports and Scimago Journal &
Country Rank databases.
8. Data Verification

information on scientific journals from all around the world. After sending completed
evaluation questionnaire by Editorial office, provided information is then verified in three
steps. The first step has a systemic character – a specially prepared algorithm is aimed at
indicating which provided information may turn out to be false. The second step consist in
verification of information that may be wrong. Data provided in the current questionnaire are
compared to date from previous years. The last step is manual data verification, that is
checking whether they are in compliance with actual journal functioning. At this step, for
instance, the following elements are verified:
• assigning DOI numbers to publications,
• using electronic publishing and editing system,
• keeping statistics of downloading articles from the journal website,
• indexation in databases,
• publishing publications in the “ahead of print” mode.
