The Taliban seized two more
provinces on Saturday and
approached the outskirts of
Afghanistan’s capital while also
launching a multi-pronged
assault on a major northern city
defended by former warlords,
Afghan officials said.
The insurgents have cap-
tured much of northern, west-
ern and southern Afghanistan
in a breakneck offensive less
than three weeks before the
United States is set to withdraw
its last troops, raising fears of
a full militant takeover or
another Afghan civil war.
However, Afghan President
Ashraf Ghani delivered a tele-
vised speech on Saturday, his
first public appearance since
the recent Taliban gains, in
which he vowed not to give up
the “achievements” of the 20
years since the US toppled the
Taliban following the 9/11
attacks.
The Taliban captured all of
Logar province, just south of
the capital, Kabul, and detained
local officials, said Hoda
Ahmadi, a lawmaker from the
province. She said the Taliban
have reached the Char Asyab
district, just 11 kilometers (7
miles) south of Kabul.
The insurgents also cap-
tured the capital of Paktika,
bordering Pakistan, according
to Khalid Asad, a lawmaker
from the province. He said
fighting broke out in Sharana
early on Saturday but ended
after local elders intervened to
negotiate a pullout. He said the
governor and other officials
surrendered and were on their
way to Kabul.
Sayed Hussan Gerdezi, a
lawmaker from the neighbor-
ing Paktia province, said the
Taliban seized most of its local
capital, Gardez, but that battles
with Government forces were
still underway. The Taliban
said they controlled the city
completely.
The Taliban meanwhile
attacked the northern city of
Mazar-e-Sharif from several
directions, setting off heavy
fighting on its outskirts,
according to Munir Ahmad
Farhad, a spokesman for the
provincial governor.
The Taliban have made
major advances in recent days,
including capturing Herat and
Kandahar, the country’s second
and third-largest cities.
They now control 19 of
Afghanistan’s 34 provinces,
leaving the Western-backed
government in control of a
smattering of provinces in the
center and east, as well as
Kabul and Mazar-e-Sharif.
The US has continued
holding peace talks between
the government and the
Taliban in Qatar this week, and
the international community
has warned that a Taliban
Government brought about by
force will not be accepted.

interim stay to the operation of
parts of the Information
Technology Rules, 2021 which

greeted the citizens on the
occasion of Independence Day.
Maurya paid tribute to the
martyr soldiers and expressed
gratitude to all freedom fight-
ers and martyrs who made the
supreme sacrifice for the free-
dom of the country.
In her message, the gover-
nor said that India is entering
in the 75th year of indepen-
dence which is being celebrat-
ed as Amrit Mahotsav. After
independence India has been
setting up new dimensions in
every sector as a progressive
nation. Uttarakhand has also
contributed remarkably to the
development of the country.
There are many challenges
before the state due to Covid-
19 and natural disasters. “We
should all be determined to
provide better health, educa-
tion and employment facilities
to the citizens of the State,” she
said.
Chief Minister Dhami paid
tributes to martyrs and free-
dom fighters and stressed that
all citizens will have to do
their bit to build the new India
which Prime Minister
Narendra Modi is committed
to. He said that the state gov-
ernment has made provision
to provide one family member
of martyr soldiers a govern-
ment job according to quali-
fication. He also listed other
measures taken for the welfare
of ex-servicemen and their
families. The Uttarakhand
Government is committed to
ensuring corruption-free gov-
ernance. There has been qual-
itative improvement in the
government’s functioning with
measures like e-cabinet, e-
office, CM dashboard Utkarsh,
CM helpline 1905, Right to
Service and Transfer Act.
The Government has
decided to fill about 24,000
vacancies in all the depart-
ments.
Not just Government jobs,
the Government is also
encouraging the youth
towards self employment with
measures like Mukhyamantri
Swarozgar Yojana and
Mukhyamantri Nano Udyam
Yojana. Dhami also referred to
steps like hiking the salary of
guest teachers, increasing the
stipend of MBBS intern doc-
tors of government medical
colleges and financial aid pro-
vision for candidates who
pass the UPSC, PCS, NDA,
CDS or equivalent competi-
tive written exams. He reiter-
ated that with the cooperation
of the people, the state gov-
ernment has taken various
measures to tackle Covid-19.
The state will be fully vacci-
nated in the next four months,
he added.
Regarding steps taken to
provide relief to people in the
tourism and transport sectors
affected by Covid, he said
that the state government is
providing a package of about
Rs 200 crore which will ben-
efit about 1.64 lakh people.
A package of Rs 205
crore is being given for
encouragement to health work-
ers and enhancing health ser-
vices. The Government is also
committed to doubling the
income of farmers with various
measures including boosting
the cultivation of aromatic and
medicinal plants. The approx-
imately 650 food processing
plants in the state are also
being increased in number.
The Centre is fully sup-
porting Uttarakhand in execu-
tion of various major infra-
structural and development
projects.
Dhami also requested the
people to take a resolve on this
Independence Day to con-
tribute fully to nation building
and serving the nation. The
government is working with
the aim of ensuing the benefit
of development to the last per-

Despite his age, 99-year old
Ram Singh Chauhan of
Paastoli village of Garud tehsil
in Bageshwar district has con-
siderable enthusiasm. A veter-

country is progressing a lot
after independence. Now the
time has come that reservation
should be provided on an eco-
nomic basis, so that the poor
can get their due.
The freedom fighter was
born on June 21, 1922. He
studied only till class II in the
village primary school. His
father Havildar Tara Singh
Chauhan was posted in the
Garhwal Rifles and two elder
brothers held the rank of
Captain and Subedar. Recalling
the times of the freedom move-
ment, he said that at that time
people were agitating every-
where to make India indepen-
dent.
He used to get to hear sto-
ries about them in his house.
The school was also closed due
to the freedom movement, so he
too started going in the proces-
sion of the agitators. On January
9, 1941, at the age of 19, he
joined the Garhwal Rifles. His
training was just completed
when heeding the call given by
Subhas Chandra Bose, he joined
Netaji's army with his compan-
ions on February 15, 1942.
Now nearing 100 years,
Chauhan retains energy and
enthusiasm.Afterwalkinginthe
morning, he also recites the
Ramayana and Geeta regularly
without skipping a day. The only
surviving freedom fighter of the
district, Ram Singh Chauhan,
had four sons and four daugh-
ters. Three of his sons are no
more.

Nineteen new cases of
Covid-19 were reported
in the State on Saturday while
24 patients recovered from
the disease on the same day.
No deaths of Covid patients
were reported in the state on
Saturday.
The State currently has
396 active cases while the
recovery percentage is 95.97.
According to information
provided by the health
department, total cumulative
positive Covid cases detected
so far in the state are 3,42,572
out of which 3,28,759 have
recovered and 7,370 have

Security has been scaled up
across the Capital on the
occasion of Independence Day
with thousands of personnel
keeping strict vigil at strategic
locations, including the Delhi-
borders where farmers have
been on a sit-in for over eight
months to protest the Centre's
new agri laws, officials said on

has been put at the Red Fort
from where Prime Minister
