to be delayed
by 4 days: IMD
New Delhi: The IMD
on Friday predicted
that the onset of south-
west monsoon over Ker-
ala this year is likely to
be delayed slightly.
“This year, the onset
of SW monsoon over
Kerala is likely to be
slightly delayed and is
likely to be on June 5
with a model error of
plus or minus 4 days,”
IMD’s bulletin said.
It added, “Monsoon is
likely to reach Anda-
man and Nicobar archi-
pelago around May 16,
nearly six days before
its normal onset date.”
SC STAYS HC ORDER, GUJARAT
LAW MINISTER GETS RELIEF
New Delhi: The Supreme Court has stayed
the Gujarat high court’s order cancelling the
election of Bhupendrasinh Chudasama to the
Legislative Assembly in 2017. This brings
relief to Chudasama, the state’s Law and
Parliamentary Affairs minister who also holds
the Education portfolio. It has also issued
notices to the Congress candidate and Election
Commission of India. P2
CAN’T MONITOR MIGRANTS’
MOVEMENT ON ROADS: SC
New Delhi: Supreme Court Friday rejected a
plea seeking a direction to the Centre to ask
all District Magistrates to identify stranded
migrant workers walking on roads, and
provide shelter and food to them before
ensuring their free transportation to native
places. It observed that it is impossible for
courts to monitor or stop the movement of
migrant workers across the country.
NO ACTION AGAINST EMPLOYERS FOR NOT PAYING WAGES: SC
New Delhi: The Supreme Court Friday asked the government not to take any coercive
action till next week against the companies and employers who are unable to pay full
wages to their employees during the nationwide lockdown due to the coronavirus
pandemic. There may be small companies which are not earning and therefore unable
to pay, the top court observed. A bench of Justices L N Rao, S K Kaul and B R Gavai,
hearing multiple petitions on the issue through the video conferencing, observed
that the Ministry of Home Affairs (MHA) circular of March 29, directing companies to
make payment of full wages to workers, was an omnibus order and there was a larger
question involved which needs to be answered. P5

Finance Minister Nirmala Sitharaman and MoS Finance Anurag Thakur.
Finance Minister Nirmala Sitharaman on Friday proposed
amendments to the Essential Commodities Act to enable better
price realisation for farmers, and said no stock limit should
apply to processors or value chain participants. The EC Act 1955
was enacted in days of scarcity. The government will amend it.
Agriculture food stuff including cereals, edible oils, oilseeds,
pulses, onions and potatoes will be deregulated and stock limits
will be imposed under exceptional circumstances, she said.

Education portfolio.

han M Shantanagoudar
and Justice Subhash R
Reddy took the decision
after hearing the pri-
mary submission from
Harish Salve—the sen-
ior advocate for peti-
tioner Bhupendrasinh
Chudasama—and Kapil
Sibbal—senior advo-
cate for the plaintiff,
Congress candidate
Ashwani Rathod. It has
also issued notices to
the Congress candidate
and Election Commis-
sion of India.
During the hearing,
Chudasama’s lawyers
argued that the Guja-
rat High Court should
have called for the
429 postal ballots that
had been “illegally
rejected” during the
counting process to
see if their rejection
was in accordance
with the rules.
On behalf of the Con-
gress candidate, his
senior advocate Kapil
Sibal submitted that if
the votes had not been
counted in the first
place, they could not be
declared as rejected.
After the primary
hearing, which oc-
curred through a vid-
eo conference, the
Court stayed the high
court’s order. This
was then opposed by
the Congress candi-
date’s advocate. Over-
ruling the objection,
the Court observed,
“In many such cases,
we stay the High
Court’s order.”
Pronouncing the
high court’s judgement
through video confer-
ence on Tuesday, the
single-judge bench of
Justice Paresh Upad-
hyay had observed: “Il-
legal procedure was fol-
lowed in violation of
the Election Commis-
sion’s rules. So the elec-
tion result is declared
null and void. And there
were irregularities in
the counting process (as
well).”
The high court had
further observed that,
“Returning officer
(Dhaval Jani) has ma-
nipulated the election
records and had illegal-
ly excluded counting of
postal ballot votes,
keeping all seniors and
observers in the dark.”
The 2017 Assembly
election result of the
Dholka constituency
had been challenged
in the High Court by
the defeated Congress
candidate Ashwin
Rathod on the
grounds that Chu-
dasama had won the
election with a thin
margin of 327 votes
and that the return-
ing officer did not
count 429 postal bal-
lot votes. If those had
been counted, the re-
sult would change. He
had also alleged in
the petition that the
returning officer had
not counted 29 votes
from the electronic
voting machines.

Jaipur: A big hurdle in
way of infrastructure
projects will soon be re-
moved. The state gov-
ernment is going to
bring in a land pooling
act that will make it
easy to arrange the land
for these projects.
The law department
has approved the draft
of rules for his actions
and the file has been
sent to UDH minister
for his approval. Once
he approves notifica-
tion will be issued to
implement this act.
The land pooling act
had been brought by the
erstwhile Vasundhara
Raje government to
skip the cumbersome
process of land acquisi-
tion. Instead, the land is
to be taken with the
consent of landowners.
However, the union
government sat on it for
far too long before ap-
proving it in 2018. The
law came into existence
but could not be imple-
mented because rules
had not been framed.
After Ashok Gehlot’s
govt came, work began
on finalizing rules. The
UDH department is
likely to issue a notifi-
cation soon.
A big portion of land
would be notified. The
concerned body can use
15% land for a develop-
ment project, 15% will
be reserved for road,
15% will be reserved for
parks & community fa-
cilities & the rest will be
given back to landown-
ers. By circumventing
the land acquisition act,
it would be easy to avail
land for projects. Long
pending sector and zon-
al plans in the city
would be implemented
soon. It would reduce
the cost of projects. The
landowners would get
more developed land.

the release of Abhishek
Joshi, the mastermind
accused of the Alwar
Cooperative Bank
scam, on conditional
bail. In the state’s big-
gest scam of Rs 16 crore
after demonetization, 5
people, including the
chairman of the bank,
were arrested by the po-
lice, and Abhishek
Joshi was told to be the
mastermind.
On behalf of Joshi,
Advocate Anil Upman
filed the 5th bail plea in
the High Court and in-
formed the court that
bail has been granted to
Joshi and others ac-
cused in the money
laundering case.

has increased the sur-
charge on stamp duty
by 10%. The finance de-
partment released an
order to the effect in
anticipation of large
revenue which will help
the govt to cope with the
current fiscal crisis.
The new surcharge
will be 20% compared to

es in last three days.

deaths from corona

48 new cases were re-
ported from Kota fol-

Jodhpur, 23 from Jaipur,
13 from Pali, 9 each
from Chittorgarh, 7
from Sikar, 6 from Jais-

ago. It seems the state
govt too remembers the
financial blackmail it
was subjected to by
some companies in sup-
plying masks.
RMSCL has swung
into action and is in
process of black listing
three companies Life-
line Surgichem, Saa
Healthcare (P) Ltd and
AMKAY product (P) Ltd
who were selling masks
at .88 paise per piece be-
fore the corona crisis
and stopped the govt
supply citing short sup-
ply as soon as the de-
mand for masks surged.
State govt was forced
to go for tenders of 20
lakh masks at that time.
These companies then
collided with the compa-
nies who had received
the tender and thus arti-
ficially raising the price
per piece to Rs 6.50.
RMSCL has decided
to act on this conspira-
cy by recovering up to
Rs 1 crore from these
companies. It is note-
worthy that apart from
undue profit making
these companies also
subjected the market to
a situation of artificial
shortage of masks
when they were most
needed. Ethically there
has to be difference in
selling cakes & choco-
lates and medical
equipment.

n these difficult times of in-
fections and deaths due to the
Covid-19 crisis, I have been
hard put to gain accurate in-
formation on numbers for
places such as Dharavi in
Mumbai. Quite often, there
are conflicting figures ema-
nating from different sources
for the same day’s data.
This is symptomatic of a
larger chronic issue that is
affecting India for quite some
time. This data-ignorance is
getting exposed during the
coronavirus pandemic more
than ever.
Indianshavebecomealarm-
ingly indifferent — and often
inefficient — when it comes to
dealing with data and its use.
It is ironic that this is happen-
ing in the land where
Chanakya — much before the
timeof Christ—pioneeredthe
use of statistical analysis for
better governance. One would
thus have expected that India
would be better able to model
the global data on Covid-19.
DHARAVI AND BCG
VACCINATION
Take this interesting data-
based insight that has
emerged from the Texas Med-
ical Centre in Houston on the
correlation between low
death rates and nations that
have had a vigorous Bacille
Calmette-Guérin — BCG —
vaccination programme.
Given that India has had
mandatory BCG vaccina-
tions since 1978, it seems a
given that this study should
have been undertaken fur-
ther to check the situation in
a closed environment — such
as Dharavi — to see if the
correlation gets any stronger.
Unfortunately, I have not
seen any such study. In fact, I
have not seen any data-based
analysisdoneinameaningful
manner for any aspect of the
pandemic in India. A great
deal can be achieved by exam-
iningthedataviasourcesthat
are freely available on the
web. As per my understand-
ing, Dharavi has had declin-
ingnumbersof infectionsand
declining rates of infections
for the past few days. Accord-
ing to my calculations, the
average rate of increase of
infections for the past week
has been 5.7 per cent and it
has been hovering around 3
percentforthelastthreedays.
This data is in stark contrast
with what was happening a
few days ago when Dharavi
clocked a weekly average in-
fection rate of 9.6 per cent.
In fact, the projections for
Maharashtra are also defi-
nitely getting better. The
hype is all about the spike in
the absolute numbers of dai-
ly infections in Maharashtra.
What we are missing is that
the rate of infections has
been steadily declining.
Theaveragerateof increase
ininfectionsinthestateinthe
past week, as per my calcula-
tion,is7percent.Ontheother
hand the average for a week,
inthemiddleof April,stoodat
nearly 21 per cent.
Keeping in mind the model
proposed by the eminent Is-
raeli scientist Isaac Ben Isra-
el, it seems safe to predict that
Dharavi shall be out of the
woods by the end of May and
Maharashtra by 10 June. Ben
Israel suggests — through
very rigorous data analysis
— that the coronavirus will
lose steam in about 70 days.
One must remember that
theseinferencesarenotmath-
ematical laws like the law of
gravitation but are reasona-
bly accurate approximations.
Along these lines, it would
have been very productive to
examine if Dharavi has a vig-
orous BCG vaccination pro-
gramme. Given its very low
death rates and its low num-
bers of infections, this aspect
needs close statistical exami-
nation.
ABSENCE OF
ACCURATE DATA
There is one other statistical
opportunity that Dharavi of-
fers but once again I see no
effort to undertake this exer-
cise. Given that the coronavi-
rus infects a significant num-
ber of individuals who re-
main asymptomatic, a simple
and effective random experi-
ment can be undertaken to
determine the true numbers
of those infected in Dharavi.
One could then extrapolate
this data for the entire coun-
try. The other advantage that
accrues in the context of the
crisis is that one can use da-
ta-based inferences for devis-
ing strategies and also help
alleviate public anxiety.
The disappointing part is
that these matters would have
been very interesting projects
for school and college stu-
dents who are worried about
their studies and are spend-
ing time at home. But the lack
of connection between what
students are taught and what
is going on in the real world is
worrisome.
Nothing bears this out with
greaterclaritythanmyrecent
interaction with a bunch of
college teachers — drawn
from the discipline of mathe-
matics — for an online semi-
nar on some facets of the
Covid-19 crisis. This worthy
groupturnedouttobeclueless
on devising an experiment to
estimate their chances of con-
tractingthecoronavirus.How-
ever, the problem was in the
realm of elementary data
analysis and within the grasp
of a grade nine student.
I have also been searching
fordatarelatedtotheCovid-19
cases for different regions of
India. It has become an exer-
cise in confusion, since very
often, different sources offer
different figures for the same
situation. It is hard to find a
onepointauthenticsourcefor
aspects of data.
It seems that the value of
dataanddata-relatedinforma-
tion is lost on us as a nation.
Such a situation is rooted in
thechronicinabilityof India’s
educational institutions to of-
feranyworthwhiletrainingin
basic data analysis. This has
resulted in a culture that ab-
hors the value of data and
shunsanyengagementwithit.
Whatsortof harmisthiscaus-
ing the nation? All our institu-
tionsthatdealwithdisciplines
such as medicine, the life sci-
ences, the social sciences and
thehumanitieshaveverylittle
to do with any training in data
or in quantitative thinking.
This begins at the level of
schoolsandrunsrightthrough
almost all educational institu-
tions, barring a very small
number of exceptions.
DATA TRAINING IN
UNIVERSITIES
Take a venerable institution
like the All India Institute of
Medical Sciences — AIIMS.
As far as I can tell, it does not
have any worthwhile statis-
tics or probability theory ex-
perts. The same is true of the
much-vaunted National In-
stitute of Immunology. Con-
trast this with the highly re-
garded MD Anderson Cancer
Centre at Houston, Texas,
which has as many statisti-
cians, probability and math-
ematics experts, as the num-
ber of medical scientists.
How else can one under-
stand genome data and ge-
nome sequencing? And with-
out these, there is not much
one can do when it comes to
understanding the genetic
basis of disease and therapy.
For instance, genome se-
quencing is proving to be ad-
vantageous in treating new-
borns and infants for various
diseases. It is just as useful in
drug trials and pharmacog-
enomics. The list goes on.
What many of us in India
do not realise is that the same
data analysis that works for
genome research, works just
aswellforfinancialdataorfor
myriad of other needs. I am
ready to forego such ambi-
tious goals for most of our
young students. Instead, I just
ask for very basic training in
data such as what Delhi Uni-
versity had mandated in 2013
for undergraduates under the
Four Year Undergraduate
Programme, regardless of
their disciplines of study. The
course was very practical in
natureandquiteusefulforthe
students in all kinds of situa-
tions and for their careers. It
also proved to be very popular
as well as effective in creating
a new culture on campus. For
instance, students of litera-
ture were also gaining new
insights into language and
literature through it.
Unfortunately, it was taken
off the menu when the entire
package of reforms was
rolled back without any rea-
son by the University Grants
Commission (UGC), under
the influence of the HRD
ministry in June 2014. This
thoughtless action caused in-
calculable harm to the nation
and set us back by many,
many, years.
A few days ago, Amitabh
Bachchan tweeted with de-
light what he thought was an
amazing fact, peculiar only
to the year 2020. He pointed
out that if one were to add
her/his birth year to one’s
age, she/he would end up
with 2020. It is painfully obvi-
ous that Bachchan has over-
looked a simple arithmetical
truth that renders his obser-
vation valid for each calen-
dar year and not just for 2020.
What is even more painful is
that within a short span of
his tweet, there were more
than fifty thousand likes and
several thousands of re-
tweets. Thousands of Indi-
ans had missed a simple ar-
ithmetical flaw in his asser-
tion. I rest my case.

“comedy is
tragedy plus
time”. This has
been true for many terrible
events, when after periods
of shock and sadness, hu-
mour and laughter are
eventually restored.
But the current pandem-
ic seems different. People
haven’t stopped joking
about it. Memes and funny
videos are all over social
media, even while an in-
creasing number of people
across the world get sick
and die. So why is this hap-
pening? Why is there no
gap between the disaster
and the humour created
around it?
One thing that makes
the current situation
unique is that it is not a
single event in a specific
place and time. It is a roll-
ing and continuous crisis,
spreading endlessly across
continents with no end in
sight. The shock factor is
therefore reduced, com-
pared to a single terror at-
tack, for example.
This enables people to
adjust more easily to what
is happening – and humour
may be one of the best
ways to do just that. Of
course, many people will
feel uncomfortable laugh-
ing in these dire times, es-
pecially if they know
someone who has been di-
rectly affected.
But for others, it is not
only acceptable to use hu-
mour in the face of the pan-
demic – it may even be a
necessity. Obviously, we do
not laugh at the tragedy it-
self, the victims of the vi-
rus or the people who are
suffering from it. But we
can take aim at the seem-
ingly absurd situation we
are all in.
This is because from a
psychologicalpointof view,
humour is a great defence
mechanism which helps us
deal with emotionally chal-
lenging situations, espe-
cially ones which are over-
whelming and unpredicta-
ble. Many cancer patients
and their doctors, for exam-
ple, routinely tell jokes and
laugh about the disease, in
an attempt to cope and dis-
tract themselves from the
serious situation.
COPING STRATEGY
On top of this, the unique
circumstances surround-
ing the pandemic may
make humour more preva-
lent, not less. First, many
people now have an unu-
sual amount of time on our
hands. Being stuck at home
with not much to do forces
people to find ways to be
more creative. And while
the situation is serious, in
our daily activities we are
mostly preoccupied with
more mundane tasks, such
as what to do all day, how to
entertain children, how not
to eat too much, and how to
stay sane in general.
Second, being a bit
scared, tense, and in a state
of alert is actually a good
thing for humour to devel-
op. These states of physio-
logical and emotional
arousal serve as driving
forces in creating and en-
joying humour.
Usually, intermediate
levels of arousal are best.
With too little, you are
bored, and with too much,
you are too excited to enjoy
humour. Right in the mid-
dle is perfect. The laughter
after hearing a good joke
serves as a release of all
the physiological and emo-
tional energy that was
built up, and that’s what
makes us feel good.
Another important ele-
ment of humour that is
prominent during the pan-
demic is what humour re-
searchers call “incongrui-
ty”. For something to be
funny, there needs to be
something odd or surpris-
ing in the situation. The
current situation reveals
plenty of such oddities.

New Delhi: The Con-
gress has asked the gov-
ernment to spell out a
roadmap for exiting the
lockdown two days
ahead of the expiry of
lockdown-3 and follow-
ing Prime Minister
Modi seeking the
states’’ suggestions for
lifting the restrictions.
“Where is the nation-
al exit plan,” asked
Manish Tewari, Con-
gress spokesperson on
Friday.
“India announced a
lockdown when the
case count was 181 and
now when you are lift-
ing the lockdown, the
number of cases has
crossed 80,000. India is
the first country apart
from the US to be doing
so,” said Tewari.
He said when the gov-
ernment can announce
putting into effect the
miscellaneous clause in
the Disaster Manage-
ment Act, then it can
also come out with the
exit plan.
“The Prime Minister
is playing a unique
game as he announced
lockdown;andnowwhen
things are out of hands,
then the onus is put on
the states to suffer the
wrath of people. Finance
Minister Nirmala Si-
tharaman too has put the
onus of migrants on the
states,” said Tewari.
The Congress said
since states have to face
people, no government
can allow anarchy.
“Therefore, states
should be given more
flexibility.”

this juncture,” the min-
ister told ANI.
Pradhan was re-
sponding to Congress’

gress’ claims that under
the Centre’s scheme mi-

get anything, he said,
“The two-month free ra-
tion packages, is it not
going to migrant labour-
ers? Reverse migration
has started in some

The petitioners ar-
gued that Government
has not taken any steps
for workforce and in-
stead put the entire bur-
den on the employers/

es. The petitioners sub-
mitted before the court
that organisations
should be completely
exempted from paying
their workforce during
the lockdown imple-
mented in the wake of
the coronavirus pan-
demic. The petitions
were filed by a Mum-
bai-based textile firm
and a Punjab-based col-
lective of 41 small scale
firms, urging the court
to set aside the March
29 order of MHA direct-
ing private establish-
ments to pay full wages
to the workers during

New Delhi: The national capital was hit by an
earthquake on Friday, informed the National
Center for Seismology (NCS). Notably, this
is the fourth quake in the national capital in a
month.”An earthquake with a magnitude of 2.2
on the Richter Scale hit 13km NW of New Delhi
today at 11:28 am,” read the statement from
the National Center for Seismology.Earlier in the
month, a medium-intensity earthquake of mag-
nitude 3.4 had hit capital with an epicentre near
Northeast Delhi’s Wazirpur area.
57 MORE COVID-19 CASES IN
ANDHRA, STATE TALLY @ 2,157
Amaravati: 57 more COVID-19 cases have been
reported from Andhra Pradesh, taking the total
number of coronavirus cases in the state to
2,157, the state COVID-19 Nodal Officer said.
In the last 24 hours, 9038 samples have been
tested. “The total cases in Andhra Pradesh has
increased to 2,157. Of them, 857 are active
cases. In past 24 hours, 60 persons have been
discharged. No COVID-19 related death has been
reported during this period. The death toll in the
state stands at 48,” the officer added.

be launched with an

hectares will be cov-

years with an outlay of
Rs 4,000 crore. This

FM also announced a
Rs 500 crore bee-keep-
ing initiative to in-
crease yield and quali-
ty of crops through
pollination. This will
increase the income of
nearly two lakh
bee-keepers.
FM added that since
the demand for milk
reduced by 20-25%
amid the Covid lock-
down, the government
has brought a new
scheme to provide in-
terest subvention at 2%
per annum to dairy co-
operatives for 2020-21.
Speaking to media,
she informed that in
the last two months
several measures have
been taken to support
farmers, including
minimum support
price (MSP) purchases
of Rs 73,300 crore
during the two months
of lockdown.
Also, Rs 18,700 crore
in cash dole out under
the PM Kisan Fund
transfers have been
done and Rs 6,400 crore
of payment in crop in-
surance have been
made. FM said during
the lockdown period,
560 lakh litre per day of
milk was procured by
cooperatives against
daily sale of 360 lakh
litres per day.

talk about food ration
then what is the out-
flow? It is just for two
months there is no uni-

turned back,” he said.

coordination. Migrants
are not objects of pity,
they are equal citizens of
India. They have their le-
gal and constitutional
rights. Right to food is
guaranteed to them by

hlot made announce-
ments for farmers
from state’s quota as
well. The Chief Min-
ister gave approval to
various proposals
like providing loans
at low interest rates
to farmers, decentral-
ized sale of produce
and better purchase
price of produce.
Gehlot has ap-
proved a grant of fifty
crore rupee per year
in the Sehkar Kissan
Kalyan Yojna. “With
this, farmers will be
able to take loan at
just three percent in-
terest rate while the
state government will
bear the remaining
ten percent through
Krishak Kalyan
Kosh/ earlier only
two percent loan was
borne by state govern-
ment” Gehlot said.
Under the scheme,
farmers will be as-
sessed on the basis of
market value or sup-
port price of the pro-
duce they hold, which-
ever is lower, and 70
percent of the as-
sessed amount will be
made available as
loan. “Small and mar-
ginal farmers will be
able to get loan upto
1.5 lakh rupees while
big farmers will be
able to get loans upto 3
lakh rupees at a rate
of only 3 percent. The
farmer will get this
loan for a period of 90
days. In special cir-
cumstances this limit
will be up to 6 months.
If the loan is repaid
within the stipulated
time, the farmer will
get an interest grant.
In order to secure the
yield of farmers, this
scheme will be imple-
mented in those ‘A’ and
‘B’ category village
service cooperatives
which are regularly
audited, running in
profit, NPA level is
less than 10 percent ,
where surplus re-
sources are available
and full-time adminis-
trator or assistant ad-
ministrator is em-
ployed,” he said.
The Chief Minister
has also given great
relief to various Man-
di Committees of the
State by providing an
opportunity to restore
the allotments to the
allottees who were not
able to construct the
plots allotted on 99-
year lease pattern.
Gehlot has also ap-
proved the proposal to
provide plots and va-
cant built-up assets in
200 agricultural pro-
duce market complex-
es of the state to the
Rajasthan State Seed
Corporation to set up
seed distribution out-
lets. Similarly, the
chief minister has
also relaxed the provi-
sions related to securi-
ty amount and land
requirement in re-
spect of declaration of
private warehouse as
registered by Ware-
house Development
Regulatory Authority

approach towards de-
velopment also needed
reorientation to adjust
to the dynamic varia-
bles in the post COVID
environment. Prime
Minister’s address to
the nation on the May
12th highlights the
structure of the reori-
entation of the devel-
opment approach it-
self. Discussions in the
last two days on elec-
tronic and print media
were focused on find-
ing the contours of the
Atmanirbhar Bharat.
Most analysts did the
common error of com-
prehending the struc-
ture of the develop-
ment approach
through the relief
package numbers. Ac-

development model of

realities, enterprise,

grossly failed in the

has emerged now by
reversed migration is
a result of the Nehru-
vian model only.

demography and de-
cides to use technolo-
gy systems, infrastruc-
ture to address its lo-
cal strengths and con-

package numbers in
the light of the above.
A package of 20 lakh
crores, 10% of the
GDP approximately,
and about 70% of the
national budget itself

nouncement had its

May 13th which was
dedicatedtotheMSME
sectoralongwithsome
announcements for
the NBFC sector and
others on tax rate re-
lief and contract re-
lated relief. A key fea-
ture was to combine
reforms with relief for
further relief. A strong
effort has been made
to strengthen ‘enter-
prise’ and thus em-
ployment. Revising
the definition of
MSME, micro, and
other units with a revi-
sion of investment cri-
teria itself was a long-
standing demand.
This is a significant
reform that will bring
competitiveness, effi-
ciency, and productiv-
ity and in turn quality
improvement for fur-
ther competitiveness.
With this 3lakh crores,
collateral-free auto-
matic loans for busi-
ness including MS-
MEs, 50000 cr equity
infusion through
funds of funds, and
20000 subordinate debt
for stressed MSMEs
makes a completely
virtuous circle of re-
covery and growth for
this sector. Corre-
sponding reform and
credit inclusion in the
NBSC sector are to
support the defective
liquidity to ensure the
supply side.
The most remarka-
ble element of Aat-
manirbhar Bharat
through MSME is the
announcement that no
global tenders are nec-
essary up to 200 crores.
This is not only open-
ing a new range of op-
portunities for the lo-
cal manufacturing sec-
tor but also is provid-
ing an incentive for
quality and competi-
tiveness. So there is
demandboostersalong
with the removal of
supply bottlenecks. So
a virtuous circle is
again instituted.
Swadeshi in this
was not restricted
or inward-looking, but
it is rational and fa-
cilitating, for exam-
ple, the definition
change of MSME is to
bring competition and
quality up-gradation
for international com-
petitive standards.
Some criticized say-
ing that it is just a rep-
etition of Make in In-
dia. No, it is not! As it
speaks about the de-
mand sides forcefully.
Make in India is just
concentrating on the
supply side. So Aatm-
nirbhar Bharat is tak-
ing a comprehensive
view and using the de-
mography of India as
a demand creating a
variable for strong
markets rather than a
liability.
Giving an emphatic
commitment to upcom-
ing labour reforms, all
the announcements re-
lated to food, rental
housing, and one na-
tion one ration card
clearly depicts the evi-
dent script of Antyo-
daya with social secu-
rity and enhanced pro-
ductivity with an up-
graded version of
technology-based sys-
tems. It’s not a coinci-
dence that FM present-
ed all the earlier steps
taken for immigrant
workers including 1100
cr fund release from
disaster fund to the job
registration under
NREGA in the last two
months. It was a delib-
erate attempt to high-
light the consistency
of the government’s
intentions and efforts
to work for the poor in
the last 6 years which
is now being done
along with structural
reforms and a huge in-
fusion of funds.
In this package
where agriculture, mi-
grant labourers and
some portion of the
housing sector has cov-
ered the emphasis
again is on relief
measures which are
boosting demand by
enhancing the disposal
income on one hand
and creating demand
in the manufacturing
and construction sec-
tor on the other. 2.33
crores job opportuni-
ties for the migrant la-
bourers on a revised
daily wage with a
package of 10 thou-
sand crores or middle-
class housing or Cam-
pa fund, meticulous
work has been done to
obtain the Twin objec-
tives of employment
creation and demand
expansion in almost
all sectors of the rural
economy. Similarly, for
the Street vendors,
5,000 crores will be in-
fused to give them
small loans to restart
the business. This
again will boost em-
ployment and demand
and at the same time
will create an environ-
ment of relief for the
small vendors. The de-
sign of the entire pack-
age is impressive be-
cause it is not just pro-
viding relief but is si-
multaneously obtain-
ing and achieving the
objectives of boosting
demand and Employ-
ment creation. On the
other hand to respond
to this demand an ap-
propriate liquidity en-
vironment is being cre-
ated with correspond-
ing efforts. All the an-
nouncements made in
the last 2 months and
in this package thus
show that the Virtuous
cycle of substantial de-
mand with significant
supply is well crafted
and has no gaps. Thus
a blueprint of dynamic
equilibriums is visible
and clear.
So the actual story
of the package is not
confined to numbers
only. But it goes be-
yond by instituting a
fresh approach to eco-
nomic development,
where virtuous cycles
of investment, em-
ployment, demand,
Savings, and further
investments are insti-
tutionalized through
innovative disrupt
based on local
strengths and global
technology and invest-
ment. ANB is all about
an endogenous model
of development based
on the Indian ethos of
humanitarian globali-
sation for develop-
ment or Vasudhaiva

bureaucracy, under
the leadership of
Chief Secretary DB
Gupta, is doing its
best in the fight
against coronavirus
from the very first
day. But the issue of
lack of coordination
andegoclashesamong
various departments
and top officials is
causing problems.
Inthelasttwomonths,
more than a dozen com-
mittees have been
formed in different mat-
ters, but the justification
of these committees
could not be understood.
Similarly, more than 30
IAS officers have been
entrusted with various
responsibilities. In both
cases, an unnecessary
dispute has taken place
on the orders issued
from time to time. The
mostrecentsuchdispute
pertains to this week.
For arrangements
of the 14-day quaran-
tine for the migrants
coming to the state, a
committee of half a
dozen senior officers,
led by ACS (PWD)
Veenu Gupta, was
formed after an order
issued by ACS Medical
Rohit Kumar Singh to
this effect. But a new
order of the forming
of this committee was
issued by the Home
Department after 24
hours signed by CS DB
Gupta. When a similar
order had been issued
by ACS medical, the
HomeDepartmenthad
no need to ‘re-issue’
the same order, since it
was not its ‘area’.
Insuchascenario,the
order issued by Rohit
Kumar Singh was of no
use. According to the
committee officers,
Singh is a senior of-
ficer and the order
should have been is-
sued with the signa-
ture of the CS. Then
why did the ACS Med-
ical not coordinate
with other officers be-
fore issuing the order?
The lack of uniformity
in which department
has to issue what orders
has also been seen in
other matters as well.
In the beginning,
the Medical Depart-
ment had first issued
an order regarding the
lockdown, but later
the Home Department
issued the same order
with new details. It
happened due to the
lack of coordination
among the two depart-
ments. Similarly, the
order of appointment
of state-wise nodal of-
ficers for migrant
workers was first is-
sued by DOPT, but lat-
er CS Gupta issued the
same order by making
some amendments.
In fact, the nodal de-
partment of dealing
withtheproblemrelated
tocoronavirusistheDis-
aster Management De-
partment and CS Gupta
hasalltherightstoissue
the orders as the SEC
and CEO of the Disaster
Management Authority.
. But, due to lack of coor-
dination and clarity, the
situation has become
like “free for all”.
Any department, in-
cluding DOPT, Home,
IT, Medical and Indus-
tries, is issuing or-
ders, which is not only
causing duplicacy, but
also resulting in con-
fusion in the field.

have hit back strongly

al. Most vocal om the
issue has been Ra-
jasthan Chief Minis-
ter Ashok Gehlot, who
took to micro-blog-
ging site twitter to de-
bunk Goyal’s claims.
Responding to the Un-
ion Minister’s claim
that several states were
not giving permission
for ‘Shramik special
trains’ to enter their ter-
ritory, Chief Minister
Ashok Gehlot said
there is no permission
pending for any train
with his government.
Moreover, Rajasthan
Transport Minister
Pratap Singh Khacha-
riyawas also hit out at
the union government
claiming that the cen-
tre was trading lies on
the matter.
“There is no permis-
sion pending for any
train with govt of Ra-
jasthan. In fact Ra-
jasthan was in strong
favour that Railways
should be allowed for
the commute of mi-
grants. But I am not sur-
prised to see statement
by Railway minister,
they are skilled in pass-
ing their failure on to
state governments,” Ge-
hlot posted on his Twit-
ter account. The chief
minister was respond-
ing to a statement by
Goyal that “several
states such as West
Bengal, Rajasthan,
Chhattisgarh and
Jharkhand, are not
giving enough permis-
sions for ‘Shramik
special trains’ to enter
their states.”
Gehlot, who has
carved niche across the
political arena of doing
an exemplary work in
management of not just
Corona but even guiding
the state through these
turbulenttimes,haseven
been praised by PM for

said, “Indian Railways
has provided 1,200 trains

gress party has already
announced that it would
be providing journey
fare to labours and mi-
grants heading home.
On Friday, a review
meeting was chaired
by senior Congress
leader KC Venugopal
on the troubles faced
by labours, with PCC
Chiefs and In-charge
of states. Rajasthan
was represented by
AICC General secre-
tary and Incharge Avi-
nash Pande and PCC
Chief Sachin Pilot.
Pande lauded Gehlot
government’s efforts in
handling the troubles
faced by labours. The
Rajasthan incharge
also played a presenta-
tion highlighting how
the Gehlot govern-
ment achieved what it
did in this hour of cri-
sis. “The satta (power)
andorganisationworked
intandemtobringrelief
to people. District ad-
ministration has been
directed to ensure that
migrant labour does not
face any trouble,” Pande
said. Rajasthan was also
lauded by members in
the meeting for holding
first place in providing
jobs under MNREGA.
Notably, Congress
President Sonia Gan-
dhi’s directions were
also shared in the
meeting wherein
members have been
asked to prepare a
data of all migrant la-
bours and contact
them for any help. It
was also discussed to
start a national level
helpline which would
coordinate with the
state level helplines so
that labours do not have
to walk to their destina-
tion. Representatives
from Maharashtra and
MP complained that
there not getting any re-
sponse from UP, Gujarat
andBihargovernments.
Meanwhile, during
the meeting, Pande
suggested, as a meas-
ure to keep the mo-
rale of the party
workers high, “PCC
that performs better
than other PCCs
should be awarded by
Congress President
Sonia Gandhi.”

nounced for strengthen-
ing food givers that are
bound to benefit them
and further propel the
economy,” he said.
Talkingabouttheben-
efits that the govern-
ment has provided to
farmers, he said, “The
new scheme to provide
interest subvention at
2 per cent per annum
to dairy cooperatives
for 2020-21 and an ad-
ditional 2 per cent p.a.
interest subvention on
prompt payment/in-
terest servicing will
unlock 5000 Cr addi-
tional liquidity, bene-
fiting 2 Crore farmers.
Rs 1 lakh crore for fund-
ing Agriculture Infra-
structure Projects at
farm-gate&aggregation
points will add impetus
towards developing
farm-gate and aggrega-
tion point, affordable
and financially viable
Post Harvest Manage-
ment infrastructure.”
During his finance
ministry tenure, this
was his first major
media challenge but
with his oratory skills
and smiling face,
Thakur has converted
this challenge into an
opportunity.
The minister, who
has a panache for sim-
plistic oration, briefed
about ‘vocal for local’,
and explained “In or-
der to promote the vi-
sion of PM of ‘Vocal
for Local with Global
outreach’, Rs 10,000
crore scheme for for-
malization of Micro
Food Enterprises
(MFE) is of extreme
significance. This
schemewillbelaunched
to help 2 lakh MFEs in
attaining FSSAI food
standards, building
their brand whilst mar-
keting the same for
greater benefit.”
“Each important as-
pect has been duly un-
dertaken while drafting
these measures in order
to ensure that each one
in the gamut gets bene-
fited through the eco-
nomic stimulus pack-
age,” he said.

airlifted to Medanta
hospital in Gurgaon
early in the morning
on Friday. CM Ashok
Gehlot reached the air-
port after a two month
gap. Gehlot appeared
more like a senior fam-
ily member of Megh-
wal rather than CM of
the state. CM Gehlot
saw daughter Banarsi
and son Mohit off with
Meghwal in the air am-
bulance for Gurgaon.
Health Minister Dr
Raghu Sharma was
also present at the
airport. Dr Virendra

It added, “Monsoon is likely to reach Anda- man and Nicobar archi- pelago around May 16, nearly six days before its normal onset date.” SC STAYS HC ORDER, GUJARAT LAW MINISTER GETS RELIEF New Delhi: The Supreme Court has stayed the Gujarat high court’s order cancelling the election of Bhupendrasinh Chudasama to the Legislative Assembly in 2017. It has also issued notices to the Congress candidate and Election Commission of India. It observed that it is impossible for courts to monitor or stop the movement of migrant workers across the country. NO ACTION AGAINST EMPLOYERS FOR NOT PAYING WAGES: SC New Delhi: The Supreme Court Friday asked the government not to take any coercive action till next week against the companies and employers who are unable to pay full wages to their employees during the nationwide lockdown due to the coronavirus pandemic. There may be small companies which are not earning and therefore unable to pay, the top court observed. A bench of Justices L N Rao, S K Kaul and B R Gavai, hearing multiple petitions on the issue through the video conferencing, observed that the Ministry of Home Affairs (MHA) circular of March 29, directing companies to make payment of full wages to workers, was an omnibus order and there was a larger question involved which needs to be answered. It has also issued notices to the Congress candidate and Election Commis- sion of India. During the hearing, Chudasama’s lawyers argued that the Guja- rat High Court should have called for the 429 postal ballots that had been “illegally rejected” during the counting process to see if their rejection was in accordance with the rules. On behalf of the Con- gress candidate, his senior advocate Kapil Sibal submitted that if the votes had not been counted in the first place, they could not be declared as rejected. After the primary hearing, which oc- curred through a vid- eo conference, the Court stayed the high court’s order. This was then opposed by the Congress candi- date’s advocate. Over- ruling the objection, the Court observed, “In many such cases, we stay the High Court’s order.” Pronouncing the high court’s judgement through video confer- ence on Tuesday, the single-judge bench of Justice Paresh Upad- hyay had observed: “Il- legal procedure was fol- lowed in violation of the Election Commis- sion’s rules. So the elec- tion result is declared null and void. And there were irregularities in the counting process (as well).” The high court had further observed that, “Returning officer (Dhaval Jani) has ma- nipulated the election records and had illegal- ly excluded counting of postal ballot votes, keeping all seniors and observers in the dark.” The 2017 Assembly election result of the Dholka constituency had been challenged in the High Court by the defeated Congress candidate Ashwin Rathod on the grounds that Chu- dasama had won the election with a thin margin of 327 votes and that the return- ing officer did not count 429 postal bal- lot votes. If those had been counted, the re- sult would change. He had also alleged in the petition that the returning officer had not counted 29 votes from the electronic voting machines. RMSCL has decided to act on this conspira- cy by recovering up to Rs 1 crore from these companies. Quite often, there are conflicting figures ema- nating from different sources for the same day’s data. This is symptomatic of a larger chronic issue that is affecting India for quite some time. This data-ignorance is getting exposed during the coronavirus pandemic more than ever. Indianshavebecomealarm- ingly indifferent — and often inefficient — when it comes to dealing with data and its use. It is ironic that this is happen- ing in the land where Chanakya — much before the timeof Christ—pioneeredthe use of statistical analysis for better governance. One would thus have expected that India would be better able to model the global data on Covid-19. DHARAVI AND BCG VACCINATION Take this interesting data- based insight that has emerged from the Texas Med- ical Centre in Houston on the correlation between low death rates and nations that have had a vigorous Bacille Calmette-Guérin — BCG — vaccination programme. Given that India has had mandatory BCG vaccina- tions since 1978, it seems a given that this study should have been undertaken fur- ther to check the situation in a closed environment — such as Dharavi — to see if the correlation gets any stronger. Unfortunately, I have not seen any such study. In fact, I have not seen any data-based analysisdoneinameaningful manner for any aspect of the pandemic in India. A great deal can be achieved by exam- iningthedataviasourcesthat are freely available on the web. As per my understand- ing, Dharavi has had declin- ingnumbersof infectionsand declining rates of infections for the past few days. Accord- ing to my calculations, the average rate of increase of infections for the past week has been 5.7 per cent and it has been hovering around 3 percentforthelastthreedays. This data is in stark contrast with what was happening a few days ago when Dharavi clocked a weekly average in- fection rate of 9.6 per cent. In fact, the projections for Maharashtra are also defi- nitely getting better. The hype is all about the spike in the absolute numbers of dai- ly infections in Maharashtra. What we are missing is that the rate of infections has been steadily declining. Theaveragerateof increase ininfectionsinthestateinthe past week, as per my calcula- tion,is7percent.Ontheother hand the average for a week, inthemiddleof April,stoodat nearly 21 per cent. Keeping in mind the model proposed by the eminent Is- raeli scientist Isaac Ben Isra- el, it seems safe to predict that Dharavi shall be out of the woods by the end of May and Maharashtra by 10 June. Ben Israel suggests — through very rigorous data analysis — that the coronavirus will lose steam in about 70 days. One must remember that theseinferencesarenotmath- ematical laws like the law of gravitation but are reasona- bly accurate approximations. Along these lines, it would have been very productive to examine if Dharavi has a vig- orous BCG vaccination pro- gramme. Given its very low death rates and its low num- bers of infections, this aspect needs close statistical exami- nation. ABSENCE OF ACCURATE DATA There is one other statistical opportunity that Dharavi of- fers but once again I see no effort to undertake this exer- cise. Given that the coronavi- rus infects a significant num- ber of individuals who re- main asymptomatic, a simple and effective random experi- ment can be undertaken to determine the true numbers of those infected in Dharavi. One could then extrapolate this data for the entire coun- try. The other advantage that accrues in the context of the crisis is that one can use da- ta-based inferences for devis- ing strategies and also help alleviate public anxiety. The disappointing part is that these matters would have been very interesting projects for school and college stu- dents who are worried about their studies and are spend- ing time at home. But the lack of connection between what students are taught and what is going on in the real world is worrisome. Nothing bears this out with greaterclaritythanmyrecent interaction with a bunch of college teachers — drawn from the discipline of mathe- matics — for an online semi- nar on some facets of the Covid-19 crisis. This worthy groupturnedouttobeclueless on devising an experiment to estimate their chances of con- tractingthecoronavirus.How- ever, the problem was in the realm of elementary data analysis and within the grasp of a grade nine student. I have also been searching fordatarelatedtotheCovid-19 cases for different regions of India. It has become an exer- cise in confusion, since very often, different sources offer different figures for the same situation. It is hard to find a onepointauthenticsourcefor aspects of data. It seems that the value of dataanddata-relatedinforma- tion is lost on us as a nation. Such a situation is rooted in thechronicinabilityof India’s educational institutions to of- feranyworthwhiletrainingin basic data analysis. This has resulted in a culture that ab- hors the value of data and shunsanyengagementwithit. Whatsortof harmisthiscaus- ing the nation? All our institu- tionsthatdealwithdisciplines such as medicine, the life sci- ences, the social sciences and thehumanitieshaveverylittle to do with any training in data or in quantitative thinking. This begins at the level of schoolsandrunsrightthrough almost all educational institu- tions, barring a very small number of exceptions. DATA TRAINING IN UNIVERSITIES Take a venerable institution like the All India Institute of Medical Sciences — AIIMS. As far as I can tell, it does not have any worthwhile statis- tics or probability theory ex- perts. The same is true of the much-vaunted National In- stitute of Immunology. Con- trast this with the highly re- garded MD Anderson Cancer Centre at Houston, Texas, which has as many statisti- cians, probability and math- ematics experts, as the num- ber of medical scientists. How else can one under- stand genome data and ge- nome sequencing? And with- out these, there is not much one can do when it comes to understanding the genetic basis of disease and therapy. For instance, genome se- quencing is proving to be ad- vantageous in treating new- borns and infants for various diseases. It is just as useful in drug trials and pharmacog- enomics. The list goes on. What many of us in India do not realise is that the same data analysis that works for genome research, works just aswellforfinancialdataorfor myriad of other needs. I am ready to forego such ambi- tious goals for most of our young students. Instead, I just ask for very basic training in data such as what Delhi Uni- versity had mandated in 2013 for undergraduates under the Four Year Undergraduate Programme, regardless of their disciplines of study. The course was very practical in natureandquiteusefulforthe students in all kinds of situa- tions and for their careers. It also proved to be very popular as well as effective in creating a new culture on campus. For instance, students of litera- ture were also gaining new insights into language and literature through it. Unfortunately, it was taken off the menu when the entire package of reforms was rolled back without any rea- son by the University Grants Commission (UGC), under the influence of the HRD ministry in June 2014. This thoughtless action caused in- calculable harm to the nation and set us back by many, many, years. A few days ago, Amitabh Bachchan tweeted with de- light what he thought was an amazing fact, peculiar only to the year 2020. He pointed out that if one were to add her/his birth year to one’s age, she/he would end up with 2020. It is painfully obvi- ous that Bachchan has over- looked a simple arithmetical truth that renders his obser- vation valid for each calen- dar year and not just for 2020. What is even more painful is that within a short span of his tweet, there were more than fifty thousand likes and several thousands of re- tweets. Thousands of Indi- ans had missed a simple ar- ithmetical flaw in his asser- tion. I rest my case. This has been true for many terrible events, when after periods of shock and sadness, hu- mour and laughter are eventually restored. But the current pandem- ic seems different. People haven’t stopped joking about it. Memes and funny videos are all over social media, even while an in- creasing number of people across the world get sick and die. So why is this hap- pening? Why is there no gap between the disaster and the humour created around it? One thing that makes the current situation unique is that it is not a single event in a specific place and time. It is a roll- ing and continuous crisis, spreading endlessly across continents with no end in sight. The shock factor is therefore reduced, com- pared to a single terror at- tack, for example. This enables people to adjust more easily to what is happening – and humour may be one of the best ways to do just that. Of course, many people will feel uncomfortable laugh- ing in these dire times, es- pecially if they know someone who has been di- rectly affected. But for others, it is not only acceptable to use hu- mour in the face of the pan- demic – it may even be a necessity. Obviously, we do not laugh at the tragedy it- self, the victims of the vi- rus or the people who are suffering from it. But we can take aim at the seem- ingly absurd situation we are all in. This is because from a psychologicalpointof view, humour is a great defence mechanism which helps us deal with emotionally chal- lenging situations, espe- cially ones which are over- whelming and unpredicta- ble. Many cancer patients and their doctors, for exam- ple, routinely tell jokes and laugh about the disease, in an attempt to cope and dis- tract themselves from the serious situation. COPING STRATEGY On top of this, the unique circumstances surround- ing the pandemic may make humour more preva- lent, not less. First, many people now have an unu- sual amount of time on our hands. Being stuck at home with not much to do forces people to find ways to be more creative. And while the situation is serious, in our daily activities we are mostly preoccupied with more mundane tasks, such as what to do all day, how to entertain children, how not to eat too much, and how to stay sane in general. Second, being a bit scared, tense, and in a state of alert is actually a good thing for humour to devel- op. These states of physio- logical and emotional arousal serve as driving forces in creating and en- joying humour. Usually, intermediate levels of arousal are best. With too little, you are bored, and with too much, you are too excited to enjoy humour. Right in the mid- dle is perfect. The laughter after hearing a good joke serves as a release of all the physiological and emo- tional energy that was built up, and that’s what makes us feel good. Another important ele- ment of humour that is prominent during the pan- demic is what humour re- searchers call “incongrui- ty”. For something to be funny, there needs to be something odd or surpris- ing in the situation. The current situation reveals plenty of such oddities. New Delhi: The Con- gress has asked the gov- ernment to spell out a roadmap for exiting the lockdown two days ahead of the expiry of lockdown-3 and follow- ing Prime Minister Modi seeking the states’’ suggestions for lifting the restrictions. “Where is the nation- al exit plan,” asked Manish Tewari, Con- gress spokesperson on Friday. “India announced a lockdown when the case count was 181 and now when you are lift- ing the lockdown, the number of cases has crossed 80,000. India is the first country apart from the US to be doing so,” said Tewari. He said when the gov- ernment can announce putting into effect the miscellaneous clause in the Disaster Manage- ment Act, then it can also come out with the exit plan. “The Prime Minister is playing a unique game as he announced lockdown;andnowwhen things are out of hands, then the onus is put on the states to suffer the wrath of people. Finance Minister Nirmala Si- tharaman too has put the onus of migrants on the states,” said Tewari. The top court has asked for a response from the Centre on a bunch of petitions filed by industrial units, which moved the court claiming that they have no means to pay wages since there is no pro- duction. The petitioners sub- mitted before the court that organisations should be completely exempted from paying their workforce during the lockdown imple- mented in the wake of the coronavirus pan- demic. Sitharaman said that an animal hus- bandry development fund worth Rs 15,000 crore will be set up to support private invest- ment in dairy process- ing, value addition and cattle feed infrastruc- ture. The National Medic- inal Plant Board has supported 2.25 lakh hectare area under cul- tivation of medicinal plants. Nearly one lakh hectares will be cov- ered under herbal cul- tivation in the next two years with an outlay of Rs 4,000 crore. This will generate Rs 5,000 crore of income for farmers FM also announced a Rs 500 crore bee-keep- ing initiative to in- crease yield and quali- ty of crops through pollination. This will increase the income of nearly two lakh bee-keepers. FM added that since the demand for milk reduced by 20-25% amid the Covid lock- down, the government has brought a new scheme to provide in- terest subvention at 2% per annum to dairy co- operatives for 2020-21. Speaking to media, she informed that in the last two months several measures have been taken to support farmers, including minimum support price (MSP) purchases of Rs 73,300 crore during the two months of lockdown. Also, Rs 18,700 crore in cash dole out under the PM Kisan Fund transfers have been done and Rs 6,400 crore of payment in crop in- surance have been made. FM said during the lockdown period, 560 lakh litre per day of milk was procured by cooperatives against daily sale of 360 lakh litres per day. FROM PG 1 New Delhi: Hitting out at the Centre over Rs 20 lakh crore economic package which is nearly 10% of gross domestic product, senior Con- gress leader Anand Sharma on said it was just a 'dramatic' an- nouncement by PM Narendra Modi, claim- ing that the package not even amounts to 1.5 per cent of GDP. “We have to make a distinction between fis- cal stimulus, economic package and easing of liquidity. Around 95 per cent of what we are see- ing is easing of liquidi- ty. It would be an eco- nomic package if there was cash, income sup- port for those who lost wages and livelihood that has not come from the government,” Shar- ma said. Under the scheme, farmers will be as- sessed on the basis of market value or sup- port price of the pro- duce they hold, which- ever is lower, and 70 percent of the as- sessed amount will be made available as loan. “Small and mar- ginal farmers will be able to get loan upto 1.5 lakh rupees while big farmers will be able to get loans upto 3 lakh rupees at a rate of only 3 percent. The farmer will get this loan for a period of 90 days. In special cir- cumstances this limit will be up to 6 months. If the loan is repaid within the stipulated time, the farmer will get an interest grant. In order to secure the yield of farmers, this scheme will be imple- mented in those ‘A’ and ‘B’ category village service cooperatives which are regularly audited, running in profit, NPA level is less than 10 percent , where surplus re- sources are available and full-time adminis- trator or assistant ad- ministrator is em- ployed,” he said. The Chief Minister has also given great relief to various Man- di Committees of the State by providing an opportunity to restore the allotments to the allottees who were not able to construct the plots allotted on 99- year lease pattern. LIQUIDITY FOR MSMES, A GOOD PART OF THE STIMULUS PACKAGE STRENGTH OF ITS OWN DEMAND BY DEMOGRAPHY AATMNIRBHAR BHARAT IS A COMPREHENSIVE VIEW In ANB India high- lights the strength of its own demand by demography and de- cides to use technolo- gy systems, infrastruc- ture to address its lo- cal strengths and con- vert it into ‘global brands. Vocal for glob- al is not just a slogan but a mindset change like ‘Swacch- Bharat. Let us now analyse the package numbers in the light of the above. A package of 20 lakh crores, 10% of the GDP approximately, and about 70% of the national budget itself is certainly a volumi- nous number. The phased an- nouncement had its first installment on May 13th which was dedicatedtotheMSME sectoralongwithsome announcements for the NBFC sector and others on tax rate re- lief and contract re- lated relief. A key fea- ture was to combine reforms with relief for further relief. A strong effort has been made to strengthen ‘enter- prise’ and thus em- ployment. Revising the definition of MSME, micro, and other units with a revi- sion of investment cri- teria itself was a long- standing demand. This is a significant reform that will bring competitiveness, effi- ciency, and productiv- ity and in turn quality improvement for fur- ther competitiveness. With this 3lakh crores, collateral-free auto- matic loans for busi- ness including MS- MEs, 50000 cr equity infusion through funds of funds, and 20000 subordinate debt for stressed MSMEs makes a completely virtuous circle of re- covery and growth for this sector. Corre- sponding reform and credit inclusion in the NBSC sector are to support the defective liquidity to ensure the supply side. The most remarka- ble element of Aat- manirbhar Bharat through MSME is the announcement that no global tenders are nec- essary up to 200 crores. This is not only open- ing a new range of op- portunities for the lo- cal manufacturing sec- tor but also is provid- ing an incentive for quality and competi- tiveness. So there is demandboostersalong with the removal of supply bottlenecks. So a virtuous circle is again instituted. Swadeshi in this was not restricted or inward-looking, but it is rational and fa- cilitating, for exam- ple, the definition change of MSME is to bring competition and quality up-gradation for international com- petitive standards. Some criticized say- ing that it is just a rep- etition of Make in In- dia. No, it is not! As it speaks about the de- mand sides forcefully. Make in India is just concentrating on the supply side. So Aatm- nirbhar Bharat is tak- ing a comprehensive view and using the de- mography of India as a demand creating a variable for strong markets rather than a liability. Giving an emphatic commitment to upcom- ing labour reforms, all the announcements re- lated to food, rental housing, and one na- tion one ration card clearly depicts the evi- dent script of Antyo- daya with social secu- rity and enhanced pro- ductivity with an up- graded version of technology-based sys- tems. It’s not a coinci- dence that FM present- ed all the earlier steps taken for immigrant workers including 1100 cr fund release from disaster fund to the job registration under NREGA in the last two months. It was a delib- erate attempt to high- light the consistency of the government’s intentions and efforts to work for the poor in the last 6 years which is now being done along with structural reforms and a huge in- fusion of funds. In this package where agriculture, mi- grant labourers and some portion of the housing sector has cov- ered the emphasis again is on relief measures which are boosting demand by enhancing the disposal income on one hand and creating demand in the manufacturing and construction sec- tor on the other. 2.33 crores job opportuni- ties for the migrant la- bourers on a revised daily wage with a package of 10 thou- sand crores or middle- class housing or Cam- pa fund, meticulous work has been done to obtain the Twin objec- tives of employment creation and demand expansion in almost all sectors of the rural economy. Similarly, for the Street vendors, 5,000 crores will be in- fused to give them small loans to restart the business. This again will boost em- ployment and demand and at the same time will create an environ- ment of relief for the small vendors. The de- sign of the entire pack- age is impressive be- cause it is not just pro- viding relief but is si- multaneously obtain- ing and achieving the objectives of boosting demand and Employ- ment creation. On the other hand to respond to this demand an ap- propriate liquidity en- vironment is being cre- ated with correspond- ing efforts. All the an- nouncements made in the last 2 months and in this package thus show that the Virtuous cycle of substantial de- mand with significant supply is well crafted and has no gaps. Thus a blueprint of dynamic equilibriums is visible and clear. So the actual story of the package is not confined to numbers only. But it goes be- yond by instituting a fresh approach to eco- nomic development, where virtuous cycles of investment, em- ployment, demand, Savings, and further investments are insti- tutionalized through innovative disrupt based on local strengths and global technology and invest- ment. ANB is all about an endogenous model of development based on the Indian ethos of humanitarian globali- sation for develop- ment or Vasudhaiva Kutumbakam.
  • 9. Rajendra Chhabra Jaipur: Rajasthan’s bureaucracy, under the leadership of Chief Secretary DB Gupta, is doing its best in the fight against coronavirus from the very first day. But the issue of lack of coordination andegoclashesamong various departments and top officials is causing problems. Inthelasttwomonths, more than a dozen com- mittees have been formed in different mat- ters, but the justification of these committees could not be understood. Similarly, more than 30 IAS officers have been entrusted with various responsibilities. In both cases, an unnecessary dispute has taken place on the orders issued from time to time. The mostrecentsuchdispute pertains to this week. For arrangements of the 14-day quaran- tine for the migrants coming to the state, a committee of half a dozen senior officers, led by ACS (PWD) Veenu Gupta, was formed after an order issued by ACS Medical Rohit Kumar Singh to this effect. But a new order of the forming of this committee was issued by the Home Department after 24 hours signed by CS DB Gupta. When a similar order had been issued by ACS medical, the HomeDepartmenthad no need to ‘re-issue’ the same order, since it was not its ‘area’. Insuchascenario,the order issued by Rohit Kumar Singh was of no use. According to the committee officers, Singh is a senior of- ficer and the order should have been is- sued with the signa- ture of the CS. Then why did the ACS Med- ical not coordinate with other officers be- fore issuing the order? The lack of uniformity in which department has to issue what orders has also been seen in other matters as well. In the beginning, the Medical Depart- ment had first issued an order regarding the lockdown, but later the Home Department issued the same order with new details. It happened due to the lack of coordination among the two depart- ments. Similarly, the order of appointment of state-wise nodal of- ficers for migrant workers was first is- sued by DOPT, but lat- er CS Gupta issued the same order by making some amendments. In fact, the nodal de- partment of dealing withtheproblemrelated tocoronavirusistheDis- aster Management De- partment and CS Gupta hasalltherightstoissue the orders as the SEC and CEO of the Disaster Management Authority. . But, due to lack of coor- dination and clarity, the situation has become like “free for all”.
