Thanksto this statistic, because we are not in the first position at present, that, does not mean we
are goingmaintainthe same inthe future also.Anotherpossibilityis most of the corrupt people are
veryintelligent and thus they might have escaped from these studies, and thus we might have got
lessstatisticsthanwhateverisexistinginreality.Whatevermaybe the corruptionrate andwhatever
may be the numberof incidences, even a single corruption incidence has to be condemned. This is
not the simple problem as we think. No one will be ready to accept the bribe or to give in the first
instances.Anyone whojoinsanyjob in the beginning will be very honest to their work and will not
accept anybribe may be for manymonthsor years.Many painful instancesinone lifemake the man
to accept the bribe.So,anynumberof people postedin the anticorruption team is not going to win
overthe processof corruption.We needtounderstandthe life of everyindividual in this world. Life
includesmarriage,dailyexpenses/monthlyexpenses,construction of house, making some property
to supportthe life whenthe individual becomesold,expensesfortheirchildren’sexpenses-marriage
and so on. Any person may be getting any amount of salary and increments, and he may be in the
service foranynumberof years.The total amount of money that the individual is going to get from
hiswhole service shouldmeetall theseexpensesasthatpersonthinks.The levelof thinking and the
lifestyle will be decidedbythe influencesfromhisrelatives, friends, and the environment, in which
the individual isgoingtogrow,sothe acceptance of lifestyleisdifferentfordifferentindividuals. For
example one individual may be happy with bicycle, another individual may not be happy with
Maruthi 800; he wants a better car than Maruthi 800 and so on. All these thinking’s is going to
influenceeitherdirectlyorindirectlythe process of corruption, violence, theft and so on. So, these
aspectslike corruption,violence,theftandsoon will notstopuntil we create a societywiththe mind
of satisfaction, equality, gets all the necessary requirements with whatever profession that he is
goinglead.Thislookssomething different and possible to achieve, but it is necessary to create the
society like this for good of the world and for the betterment of our children and the future. For
example asincere officerwhoisworkingdayandnightfor the bettermentof the society,one dayhe
suffersfrom some illnessandif he does not have the money to purchase the medicine at that time
(lateritmay come as reimbursement) andhe has to beg many of his friends to collect some money
for whichhe has to paylot of interest,orwhenhe doeshave nothave the money to pay the college
fee forhisson whoisintelligentandgota meritseat,will notbecome the same personasbefore.He
will start using all his intelligence to collect more and more money so that he will not have the
similardifficultiesinthe future,so,he utiliseshis power and makes the thing little complicated, for
example an ‘income certificate’ giving officer will not put the signature simply, he will ask 101
questionsforthe candidate,he will ask 101 documents for the same, and he will take his own time
to sign the certificate giving the reason pointing meters of files arranged on his table. The person
whogoesto the office for many days leaving his village early in the morning, giving lot of bus fare,
fasting or eating in the hotels for many a times spending lot of money (For an ordinary man these
expensesare reallyhuge),andreaching the home late night without getting the work done, makes
himto thinkto give some money and get the work done and many times the income of the person
will be defiantly more that whatever mentioned in the certificate (this may be another reason to
give the bribe) thus both the officer and individual are benefitted in this process, and thus the
corruption thrives very well.
Pointsat which the people are going to start their corruption: When the person suffers from some
economical crisis – during illness / surgery, for the sake of sons / daughter’s education / marriage,
duringthe planto construct some home /firm, for the purpose of savings to lead a comfortable life
whentheybecome oldatthe time of presentillnesses and so on. Sometimes the people start their
corruptionwhentheysee theirfriendbeingsufferingfromsome economiccrisislike not able to pay
the house rent-notsentthe son for medical collage even when the son of his friend took the merit
seat in some private collage-was not able to pay the bill of the hospital may be after some bypass
cardiac surgery,whentheirfriendconstructssome new building/buy’ssomethingnew and so on. It
may be because of the influence of the familymembers/friends/andthe society.Someof the people
may involve inhuge bribe whentheyare inpower to spend the same money to retain in the power
and to get the power again.
Most of us are corrupt. We donot showour income correctly.We have bettermanipulatorsto show
our income aslowand expense asmore, creating a negative balance and showing loss can be done
mostly by the intelligent people. An employ who is getting Rupees 10000 to 15000 salaries per
month(mayget Rs.14000 to the handafterdeductionforPF,IT, Insurance andso on) whofindshard
to lead the life by paying Rs.4000 as house rent, Rs.2000 for condiments, Rs.500 for milk, Rs.500 for
electricity, Rs.500 for school van for two children, Rs.500 for LPG cylinder, Rs.1000 for the parents
medicine, Rs. 2000 for the petrol of the two wheeler of the working man, Rs.3000 (average for 6
members) for the cloth, shoes, slippers, bus charges, railway charges, auto fares and so on during
travel and others, will not save any thing at the end of the month and if someone falls sick in the
house and if that consumes Rs 2000 or 3000 then he has to take that money as the loan. With all
these things he has to pay at least Rs.3000 to 5000 tax to the government, since it is accountable
money.If thisisthe case thenhowthispersonisgoingto construct a house inhislifetime,how he is
going to conduct his children’s marriage. Through this I am neither encouraging the people to
participate in the corruption nor supporting the people who involve in the corruption, my concern
here aboutthe practicality of life, that is the disparity between what we get as salary and what we
have spend for leading day to day life. Is people who are suffering from this disparity are
compensating the same with corruption or the try to get more than, what they want through this
corruptionisthe questiontobe answeredbyeveryindividual whoare directlyorindirectlyinvolvein
the process of corruption.
But a factory ownerwho earns millions of rupees may show the loss and ask for the compensation
from the insurance company or from the factory. Or a land lord who has 100 hectares of land and
earning millions of rupees will not at all come in to the picture of tax.
The person who gets Rs10000 to 15000 salarywhen he fells in economic crisis may become corrupt
and may take Rs 10 or 20 at the time of preparing the income certificate file, and if this person is
caught bythe anticorruptionteamhe will losehisjobandhe will come to the street with his family,
children,andthe oldparents.Whereasthe factory owner who is showing millions of rupees as loss
will be livinginthe bigbungalow and will be roaming in the luxurious car is a model for the society
and everyone respectshim.Inthis sense, who is more corrupt? How the society is running with all
these things.A personwhoisnotable to maintainthe familywithhissalaryaftermanyyearsof hard
work in his studies getting 10 or 20 rupees as bribe- is he corrupt? Or, the person who swallows
millions of rupees and show loss always in the records and get the compensation always from the
government instead of paying the tax-is he corrupt? You need to think.
Places (Examples) at which the corruption places a major role: Every where the corruption may be
playingamajor role,butinrealitynoone will accept the fact that he is corrupt. If someone asks me
to prove someone as corrupt at some place if I mention here, then I will defiantly fail to prove the
same.Thenthe readermay ask me,what is the necessity write about the corruption in this book at
thisjuncture?Inthe true sense Iam alsocorrupt inthe waythat “I alsogot some sponsorfromsome
company to attend some conference”. What we can expect is that corruption may be playing a
major role at the public and private offices when they give the job / work contract / certificates /
reports /while dispensing free medicines-equipments-materials and so on.
Who isnot goingto take any bribe?If chance permitseveryonetakes the bribe. It is very difficult to
say that whoisnot goingto accept the bribe.If someone isnotacceptingthe bribe means –he is not
normal in his attitude, or he is a real saint, or he may be in the fear that some will catch me while
taking the bribe.
Whenpeople startgivingbribe:Whenthe people come toknow that whatever work that they want
will notbe done onthe same day, then they will think spending money and another day is not nice
to get the same thing and there is no guarantee that they are going to get their work another day
also,or whateverthe requestthattheyare askingmaynot be the truth like they may be getting the
more income than whatever quoted in the certificate, or they may be helpless and they are not in
the positiontofightagainstthe corrupt system, orthe personwho is going to give the bribe may be
a personwhois goingto receive the bribe atthe otherendthus it may the chain of corruption like a
clerkreceivingthe bribe froman applicant and the share will be given to the higher officer and the
other colleges so that the entire system works with unity to share the corrupt money thus the
people who knew all these thinks will think nothing will be done even if we come for months
together because the entire system is corrupt thus let me get my work done with whatever bribe
they expect. Thus the people will start giving the bribe.
Why people start giving bribe: It is just to get their work done as early as possible. Delay in getting
the work done may further cause the loss to the applicant, and no one is sure that a non corrupt
personisgoingto occupythe seat.So,the people whostartgivingthe bribe will make the moneyfor
himself andforthe purpose of bribe fromthe workitself andthusthe quality of the work is going to
suffer.
Are all people givingbribeare happy?All the peoplewhoare givingbribe are not happy. The people
who give the bribe also know that, if I bribe, I will not be able do a good work for the society and I
will be cheatingthe nationinthe sense the life of the workdone withpoorqualitywill have less life
and durability. But, because of distribution and redistribution of money at various levels that was
supposedtobe usedonlyforthe work isnot used because of corruption from ‘Javan to diwan’, still
people withthisunhappymoodwill continue tobribe because theyneed some work on which their
life isdependentandif they do not bribe then the work may go to some other person who is ready
to bribe and that person is not at all bothered about the quality of the work. Many a times the
officer and the people who get the work may sit together and the plan the work and does the
estimation in such a way that the estimation of the work includes the bribe percentages also.
Are all people whoare receivingthe bribe are happy?Mostof the people who receive the bribe are
not happy.Buttheystill continue tobribe,theyalsoknow thatbybribingtheyare goingto cheat the
nationand the societybydoinglowqualitywork.Butthe people whoare receivingthe bribe are also
helpless because they may be getting very less salary from their institution and thus they are not
able to lead the life like their friends who were less intelligent and hard working than him
throughouttheireducation.Orthese officersmayhave to give the percentage of collected bribe to
the higher officer or to the in charge minister and so on. Thus anyone who gets in to the system of
corruptionhasto receive the bribe and give the bribe to sustain in the system and thus to lead the
life with that profession.
Is there anychain of bribe existing in the society? There is possibility that the ground level worker
receivingthe bribe andtransferringthe percentage tothe higherofficial,then the higher officials to
the district level officer and then to the state level/national level officers and leaders. All these
possibilitiesare presentandwiththeirfriendstheyshare their views in their own ways, giving their
own reasons. One way it may look right form their point of view sitting at the receiving end, but it
may look wrong when it is looked from the giving end.
Is the person who is not going to receive any bribe is he going to stay happy? The persons who are
not gettingthe bribe maybe veryrigidintheirlife andhe mayfeel asense of happinessthinkingthat
he is notdoinganythingwrongor theymay have an alternate source of income.If aperson does not
have an alternate source of income,thenmostof the time the personwill notbe able to make up all
the necessaryeventsinthe life especiallyanunexpected event in the family without any savings in
his accounts. So, during unexpected events the rigid person is going to suffer and this is going to
disturb his happiness.
Why corruption exists? Corruption exists because of inequality, endless dissatisfaction, over
ambition and so on. More than this the common cause for the existence of the corruption is the
disparitybetween whateverwe receive as salary (Income) and the present market rate to lead the
life (Expense).Same workdone attwodifferentplaceswillgenerate differentincomes.Andthus the
personwhogetslessincome may become corrupt and he may try to lead the life like his colleague
who is getting more income and leading a better life. If the salary of the person is not going to
suffice forall hisneedslike house rent,condiments, petrol, and other essential activities according
to his lifestyle then that person is more prone to involve in the corruption.
Are the people whoworksforAnti corruptionare they really good? All the people who are going to
work for the anticorruption may not be good, because they also have ambitions like a common
people.So they may start making the money with their profession. Apart from that they may have
some godfatheror the well wishers,sothese people mayuse theirpower to give trouble to people
whoare againsttheirgodfatherand the well wisher.Orthese people mayhave toworkaccordingto
the guidelinesgivenbytheirseniorofficersorthe concernedminister, thus they may not be able to
decide what is right or wrong and thus they have to work blindly as per the orders from the higher
officers.
Are the people who work for the Anticorruption are they going to lead a better life? Not always.
They may not be getting good salary, still they are forced to stay non corrupt because they are in
anticorruption team. There may be lots of threats from the people who are corrupt. There may be
lotsof pressure fromtheirseniorofficerorthe ministers.They may have the fear to lose their job if
they do the things that whatever they think it as right.
The moneythat isgoingto generate fromthe corruptionbyany means – how it isutilized?Isitgoing
to help the nation or the individual? The money that is going to generate from the corruption is
alwaysnonaccountable money(Blackmoney), so it is also used in non accountable way. When it is
not accountable moneythenthe people who are going to own this money are not going to pay any
state or central tax to the government,thusthe moneyisnotgoingtobe useful forthe development
of the nation.The personwhoownssuchtype of moneyis always a dangerous person to the nation
and thistype of money may be used for any type of activity including the process of disturbing the
peace of the nation.If suchtype of moneyexistswiththe personwith the evil mind then it can lead
to harmful effectsonthe commonpeoplesandthe nation.Since itisthe nonaccountable moneythe
money is not stored in a proper way, means it might have kept in some place as a dead capital and
thus the money is not going to be useful either for the nation or for himself during the course of
illegal storage of the money,butitmaybe usedfor underworldactivityduringhispersonnelcrisis,or
it maybe storedunderthe coverof charitable or religionthusthe people whom we respect as saint
may involve orparticipate inthe processof corruptioneitherdirectlyorindirectlyandthey may also
use the same moneyfortheirunderworldactivity.Many a times this type of corrupt money may be
storedin a huge and it remains stagnant and thus it becomes the dead capital and the nation faces
the economiccrisisbecause of lackof currency.Most of the moneygeneratedinthe illegal way may
not be stored in the nation or in the national banks and thus they may be stored in some
international bankandthusthe moneyof the nationandof the people will move out of this nation,
whenonce thismoneymovesoutof the nationthenthiscorrupt personutilize the same money in a
effective way sitting in this nation telling all big things to the people and making the people to
believethe same andthusgainingthe powereitherpoliticallyorreligiously and thus generating the
illegal moneycontinuouslyandshiftingthe same to some international bank and utilising the same
for his underworld activity. Thus the money of the people of this country will move out of this
countrythroughcorruptionand the nation remains developing or underdeveloped and the people
whowork sincerelyinthe nationwill notgetthe adequate salarybecause the national and the state
budgetare most of the time negative budget thus not able to do anything rational for the employs
or for the people who live in that nation thinking the nation as great and filled with faith and
prosperity.
When is the end for corruption? The corruption will not end “till all the money becomes
accountable, every individual knows-every individuals income, till the entire economic event
becomes transparent and visible to every individual, till we achieve the goal of equality, till we
respectall the profession equally”. It is essential to achieve the norms like ‘all working people are
going to get their share for their work’, ‘since all are working, all should be non corrupt-no one is
speciallyeligible forcorruptionsince all are working in their field equally for equal hours with their
physical and mental strength’, ‘the person who expects the bribe is not the only person who is
working,butthe personfromwhomhe expectsthe bribe isalsoworkingandcontributinghisenergy
for the growth of the nation’, ‘every speciality has its own skills, whether it is after a prolonged
formal educationornot’- inthe mindsof everyindividual toendthe corruption.Itisthe cunningness
of some of the people made the education costly and thus the educated class expecting more
returns to compensate the old deficits, if the education becomes completely free then we can
expect the educated population to serve without expecting the corruption since most of the
corruption is done only by the educated population.
What isuncoveredcorruption?Whatiscoveredcorruption?Anuncoveredcorruptionisaccountable
corruption, at least in the minds of two, that the person who gives the bribe and the person who
receive the same, in which there is the direct shift of material / money between these two
individuals. The coveredcorruptionwillnotbe visibletothe personwhoindirectly gives the money
but will be known only by the person who receives the money. The uncovered corruption is
amenable for enquiry by the anticorruption team. But the covered corruption is not visible for
anyone exceptthe personwhoreceivesthe corruptionmoney.Then what is uncovered corruption?
The uncoveredcorruptionisthe moneyormaterial askedfordoingsome workwhich is suppose d to
be done without expecting any returns for the service that is rendered or is the money or the
materials that offered by the person who needs the work to be done. There are laws and people
available to prevent this issue.
What is covered corruption? This is the corruption done by an individual or by the group of
individuals who run some office / organisation / industry / so on, sometimes under the cover of
charity / religion / social organisation / so on. In this type of corruption the individual gets lot of
moneyforhim though the sale of his products / through the students who joins his institution / so
on.In whichthe individual willbe sellinghisproductsforahighcost / collectsmore fee or donations
from the students, gives less salary to his employs, shows loss in the audit and thus gets the
compensation from the insurance or support from the government since it is a charity / religion /
social organisation and thus he becomes rich day by day and this corruption is not in terms
thousandsorlakhsbut in terms of millions and billions. Here no one will know that they are giving
bribe tosomeone – noone will knowthattheyare payingmore moneyforthe product that they are
buying (no one will know the exact money required for the manufacture of that material), no one
will know that they are paying more money for their education and so on. Thus, this is not coming
underthe law(because the lawisalsonot able to recognise the same), so it is not recognisable and
the extramoneywhateverthe persongetsis going to become the ‘black money’ it may or may stay
in our nation, it may reach the safe destination anywhere in the world. Everyone wants that that
product but no one knows the exact cost involved in the manufacture of that, thus everyone pay
more money for the product thus that person becomes rich. This will never end unless all of us
become intelligentaboutchoosingthe productaftergettingthe complete details about the same or
the governmentshouldanalyse the costinvolvedinthe manufacture of thatproductwithoutgetting
in to any bias. Thus we can prevent preparing the product for the low cost, and selling the same
product for the high cost keeping great margin (thus grabbing the money of the innocent people),
giving less salary for the employs that are going to prepare those products (thus utilizing the
helplessness of those employs). Is it necessary for us to decide whether such type of activity is
corruptionor not?If itis corruptionthen,isit necessary to stop the same or not? If so, who / when
/ how? And so on, without creating loss neither for the manufacturer nor for the customer nor for
the employs who work under the manufacturer.
Who are all the people,whoare goingtoinvolve inthe corruption?Mostlyeducatedofficial whohas
the power to give some certificates-registration, some of the officials who have the power to
distribute the materialslikeration,medicinesandsoon,those officialsandthe peopleinpowerwho
give the workcontract for the people,those peoplewhopassordersforthe appointmentsandso on
may be getting the bribe.
Why people start giving the bribe? Most of the people who need the things to be done fast, who
needs manipulation in the certificates and the registrations, who are confused about the
procedures, when they do not know where and how to get the work done, sometimes the people
may thinkthat is the government fee that they are paying, after prolonged waiting for the work to
be done, the people who are giving the bribe may be the bribe recipients on the other hand. Thus
many people offer bribe for many reasons.
When the people will start giving information about corruption? People will give the information
only when the corruption rates are high and not affordable, when the corruption taking person is
some enemy of the person for political, property, caste, love or other social reasons, when that
positionisoccupiedbyone corruptpersonwhichwassupposedtobe occupiedbyanotherpersonso
the enmity of losing the power may influence the person to give the information about the
corruption, rarely by the people who concern about the society really or by the people who make
moneythroughthe corrupt personbygivinginformationandtellingthe person that we are going to
repeat the same in the future also.
When the anticorruption team is going to catch the corrupted person? Most of the time the
anticorruption team is going to catch the person who is involved in the corruption as soon as they
get the information or when they identify some corruption provided when they are not under the
fear or influence of their higher officials or the leaders. So, depending upon this influence further
management of that corrupt man occurs and this may take any turn.
Whom the anticorruptionpeople are goingtocatch? If the personnel involved in anticorruption are
very much perfect then they may catch all the people who does corruption, but this will never
happen because they have lot of limitation like their jurisdiction, power, position of the so called
corrupt personandso on.So evenif theysee the corruptioninfrontof their eyes they have to think
it as nocorruption,when the corruption is done by the person who is powerful, who is not coming
undertheirjurisdiction,andthe personwhom they cannot question, because he is exempted from
enquiry, thus they escape from the probe for corruption.
The truth is these anticorruptionpersonsare givenfull power to catch the people who take 10 or 20
rupees,buttheydonot have the powerstocatch the people whodocorruptionintermsof millions.
So,the anticorruption team has to catch millions of people to make a million worth corruption but
not one case which involves millions of rupees.
If these people are under the influence of their senior people or some corrupt leaders then these
anticorruption team has to work (or used as) like an assistant to promote the corruption.
If thisisthe scenarioof the people who work for preventing the corruption then let us think about
the common people who see the corruption in every step of life. The common people should not
have any special senses working for seeing and listening about the corruption (Selective deafness
and selectiveblindnessforeventslikecorruption).If a person says, that I had seen some corruption
like one officerdemanded100rupeesfor giving some certificate, then the same person has to visit
the court at least 10 to 20 times, telling the truth, spending his own money, leaving his own
earnings, spending money for bus charge and for the food, overall it may cost 10000 to 20000
rupeesandwhatthe practical lessonthathe will learnforthe future is,he will neverspeakthe truth
inhis life time,because of the fearof goingtothe court andthe police station repeatedly to tell the
truth.Thus the people,becomesselectivelydeaf andselectivelyblindforthe events like corruption,
murders,theft,rape andso on.Sometimestheymayhave totake the loansto go to court to give the
witness and many a times they have to face the threat for being telling the truth for which the
common people is not going to get the protection continuously.
It isalso verydifficultforthe courtto decide the truthat the firstinstance,since the judgement may
come in favourof the person who has done the mistake. So to decide about the truth it may take a
prolonged enquiry. Thus the lawyer / police / court are not doing any wrong at any step in
identifying the truth and to give the judgement for the person who is correct and it is the natural
process that occurs in the identification of the truth, but on the other hand it may be the costlier
affairfora commonman,eventhe personwhoiscomingfor givingthe witnessneednotpayanyfee
for the lawyer or the court. So a wise common man exhibits selective deafness and selective
blindnesstosafe guardhimself andhisfamily,speaking about his helplessness with his friends and
well wishers casually. But, this is not going to give any solution for the person who suffered.
Since the person was not ready to give the bribe and he started fighting against the corruption in a
legal way the officer might have demanded many more records to come to a conclusion of that
person was coming under the poverty line or the officer might have told I need to conduct a spot
inspectionbefore issuing the certificate and the expense of the spot inspection has to be filled by
the applicant to the government as though he is generating more money for the government.
Because of all these delay,the applicant will get the certificate well after the recruitment and thus
he has not submittedthe income certificateintime,thushe mighthave lost the opportunity for the
job,and suchtype of opportunityhe maynotget inthe rest of the life and thus he will remain poor
throughouthislife.If the nationisfilledwith such type people whose intelligence goes waste with
gettingsuitable jobfollowingtheirprolongedformal studies, then how can we expect the nation to
become developed in the future at least.
Thus the common people will not give the information regarding the corruption, the people in
charge will notcatch the people if they not coming under their jurisdiction, not coming under their
power and so on. Even if they catch a person who comes under their power and jurisdiction
ultimately that money may become his personnel money in the court and the person who catches
the personnel moneyascorruptmoneywill be de promotedortransferredawayfromhisfamilyand
children as a punishment.
Shall we allow the corruption/ theft/violence to continue? This you have to answer by using your
commonsense.If we allowthe corruption to continue government is not going to get more money
and the people who work in the government sector will not get more legal money. If the people
working for the government get less salary as we consider the present market value then it is
practically not possible to lead a sensible life in the present world. If these corruption / theft /
violence continues then we will not be knowing who / when / how people is going to become the
victims of these process and who / when / how the group of people are going to be benefitted for
how long? And if this is the situation then everyone wants to become more and more rich and in
thisprocesssome of the people will startworkinglegallywhichisreally legal, working legally which
isnot legal inthe true sense,workingillegallywhichmaylooklegal,workingillegallywhich may look
illegal but practitioners are not at all bothered about the law except getting the money they want
and thisdependsonthe powerdue tohisposition,level of thinking,mindpower,bodypower, place
of work, influence andsoon, and some will win for ever, some will win for a while, some will lose
for some time and some will lose permanently.
I am not persontotell inwhat way the people has to live and if something happens to myself then
to certain extent the people may come for the support if I am right and the people who gives the
protection,maygive the protectioneitherforashort periodor forever. But the mental agony when
we come across some insultwill nevergooutof our mind,and this applies to every person who has

corruption in that nation and the nation rotten fast if there is more corruption in a nation. The
processof rottening will be directly proportional to the severity of the corruption. There are many
reasons why a nation with more corruption will not come up is mentioned here. Any nation’s
development depends on the development of the majority of the population, in any corruption
scenariothe people whoare able togetthe corruptionisthe minor and the major group who needs
the work to be done at the receiving end and thus they need to give the bribe to get their work

to maintainthe position,spending irrationally during events like public meetings, elections and so
on. Purchasing more and more properties so that their next two three generation gets adequate
propertiestoenjoy.Mostof the moneymaybe storedat various places illegally thinking that it will
helpwhen trouble arisesandthusitbecomesadeadamount.This dead amount will not participate
in the growth of the nation. Sometimes this black money may go and settle in some international
bankand thus itmovesoutof thiscountry.If there is more corruption itleadstogeneration of more
blackmoneyandthe nationisgoingto getless tax and the people who give bribe at every instance
becomes poor and poor day by day, their affordability goes down, their nutritional status goes
down,prone formany diseases thusagainthe governmenthas to spend more money on the health
sector with the scarification of the working days and thus the earning. On the other hand
governmentmaynotbe able to give bettersalaryforthe people whoworkinthe governmentsector
and thus the people who remain non corrupt will have to compromise in every step of life like
housing,diet,travel,cloth,childrenschooling(Ivisitedone of the CommonEntrance testcounselling
process after my uncles daughter completed her pre university course with my uncles daughter,
uncle,andwitha familyfriendwhoknew which are the colleges are better for academics, staff and
infrastructure so that we can choose a better college at the time counselling among the colleges
available forherrankand category. Just before the entry to the CET cell my uncle told his daughter
‘look,youselectonlythe seatwhichispurelygovernmentseatbutneverthe managementseateven
if you a geta goodcollege undermanagement (High fee) quota, I will not be able fulfil the fee and
the expenses’. He was a retired teacher and these are the words came out spontaneously from his

gets less salary throughout his service as compared to the present market value and their children
has to compromise in the selection of college and the subject. Since my uncle did not have the
chance for corruptionand thusremainedas non corrupt teacher, his children has to compromise in
theireducation.Ultimatelymyuncle’sdaughter got the subject of her choice but not the college of
her choice, but she was happy after she visited her college.
Many a timeschildrenof middle andlowerclassfamilymissing the college they want, subject they
want,and sometimesthe seatitself isacommonscenario.Theymaynotbe able togive the high fee
prescribed and thus they will miss the seat and thus they may remain poor throughout since their
parents were non corrupt and not made more money. People who pay more money will not be
happy with less salary, when they start working. And those who pay more fee presently, in the
future they will select either a place where they get more money (In which the larger segment of
poor people isnotgoingtoget the benefitfromthem) ortheymaychoose a job with less salary and
becomes corrupt (Thus the common people are going to be affected by giving the bribe). It is the
simple mathematics of investment and getting the income for the investment that graduate have
done. If such graduates are corrupt or if they expect more salary, on either the side the nation is
under the loss, but when we look at the individual he may be correct, if we consider the law of
mathematics. So, if there is no corruption then there is more income for the government, better
fundingtothe collegesandlessfee tothe studentsandthuslessexpense forthe educationformore
people and that we can expect a better service for a lesser salary and the nation will be at the
benefit in terms of education and productivity.
What is the effect of corruption on the people who are learned/educated/scientists and so on? A
nation’seconomybasicallydependsonwhatwe are importingandwhat we are exporting. If we are
exporting raw ore, raw food items, raw materials since we do not have the technology and the
skilled man power to convert those raw materials to ready to use materials, then we need to sell
those raw materials for a low cost and we need to buy the ready to use materials for the high cost
like steel, electronic gadgets, cars and so on. After the graduation these young minds will be
enthusiastic to work better with good principles. But at the entry itself they will lose all their
principles it is because at the entry itself they may be expected to give the huge bribe may be in
terms of lakhs which they may not have in their hands. May be in the beginning they may not be
knowingthere are many opportunities available for their qualification, if this is the case then they
may arrange any range of money possible necessary to give the bribe and bring all possible
influencestoget that job and this effort may be more if the candidate and his family feels that the
jobis secure,comfortable, givesmore salaryandthe place of work may be close to their properties
so that they can monitor their properties with ease. With all this intention the candidate may join
the job.If the candidate andhisfamilyfeelsthattheyare notgoingto the similar opportunity in the
future theymaytry all the possible routespossible by them and try to get the job so in that process
theymay start givingthe bribe frompeontoclerical manto the officerin charge to the minister and

corruption then they may remain non corrupt.
On the otherhand some of the educated or learned or scientists or doctors or engineers and many

like existence of the corruption,forbadroads,poorhousing areas, poor traffic sense of the people,
overcrowded roads, government which is not able give the jobs suitable for their education and

they may develop attraction toward better e governance, better roads, better housing, better
housing areas, better traffic sense of the people, getting better salary and facilities for their

people to sit in front of the internet and search for the job all over the world and if they get the
chance then immediately they will move to other developed nation and they may use all their
knowledge toachievesomethinggreatand thus the knowledge migration occur may be because of
the bribe expected at the first interview and that might have made those educated population to
hate every instance in the nation and start searching for the job outside the nation. Thus we lose
skilledpeoplewhowere supposedto convert this raw materials in to ready to use materials will go

brilliantpeople forgivingbetterseatsinthe highereducation but not experts in retaining the same
people in the nation, in fact they may have lot of enthusiasm to work in the nation and they may

to know that without giving bribe they are not going to get the job their entire love toward the

from these young people and may earn more but this is not going to bother these young minds
because theymayalsobe getting better salary and the facilities as compared to their native nation

nation and they were in financial crisis always, now whatever money they are getting in the other
nation is giving some relief for their financial crisis so their parents will also think let him live
anywhere in this world, let him lead a peaceful and happy life, let him not suffer as we suffere d
getting so less salary in this nation. These young people may also say ‘who told not to extract our
workingenergyandefficiencywhenwe are youngandto give goodreturns for the same, and in this
nationneitherourefficiency is used effectively nor we get a good salary, the person who does not
have the knowledge of ABCD is expecting me to give lacks of rupees to give the appointment and
thisblindgovernmenthasgivengoodcar, ban glow, one assistant for each finger, apart from giving
good salary and thus maintaining that corrupt, nation eating man at a high position to facilitate his
eatingandI have to give moneytoget the jobit seems,he thinks I will not get job if he is not giving
the job, why should I work under the dirty people like him after paying lakhs of rupees and so on’
and indirectly telling to his friends and relatives who stay in their native nation confirming his
decision of going to some other nation for the sake of is a right decision.

in the public transport or over a two wheeler, where as a person who receives bribe will not be
happyto move in the public transport or with two wheeler, instead he wants car to move and thus
he spendsmore and wantsto earnmore withcorruption.Commonpeople losemoneyateverystep,
still they may not feel that they are losing the money or they may think it as the normal.
What type of reactions that the people show for corruption? What are the after effects of reaction
againstcorruption? People mayshowvarieties of reaction for giving money as bribe, still they may
give toget theirworkdone fast, otherwise their personnel expense will exceed the bribe amount.
They may scold the corrupt officer for some time or they may price the officer for the sign that he
has put and they make more money than whatever they spent in the name of corruption and the

the Government salary when I was a ordinary government employ to full fill all the commitments
stickingtomy headat that time.There were twooptionsleftin front of me, number one take bribe
a unsafe methodof leadinglife andfull fill the commitments or search for a job which fetch money
legally.Ichose the secondone.If the commitments are more, then a ordinary government job may
not full fill the criteria’s.
My father may not had the chance to become corrupt, because of that I lost most of my precious
time(SinceIdependedontime consumingjobs,whichwere notuseful tomycompetitiveexams and
thusI did notget the chance to become an IASofficerorto get the mastersinmy profession,Icould
not achieve anythingmore withthe courtesy diploma course, except leading my life), so, I became
like this, I could not tell my idea’s to this world for a long time in this way (through my book), so I
alsoremainedasa middle classposition - ?The nationremaineddeveloping for many decades? The
world could not recognise my plans early and thus they might have spent more money on similar
projects,where myprojectwill workoutmore economical with better service (e.g. RCS, CRS, CRTS)
Corruptionisgoingto reachzero withthe establishmentof the MV.Everyindividual will know every
onespropertyand every ones income. Why we have to obscure our income and the property from
the eyesof thisworld.Tellingtruthandleadinglife isgoingtocreate far betterlife in the world than
telling lies and say I am under loss; I don’t have anything with me and so on. Such lies make the
violence andevil activity to persist in the society. Transparency in activity will prosper the society.

This is not the simple problem as we think. No one will be ready to accept the bribe or to give in the first instances.Anyone whojoinsanyjob in the beginning will be very honest to their work and will not accept anybribe may be for manymonthsor years.Many painful instancesinone lifemake the man to accept the bribe.So,anynumberof people postedin the anticorruption team is not going to win overthe processof corruption.We needtounderstandthe life of everyindividual in this world. Life includesmarriage,dailyexpenses/monthlyexpenses,construction of house, making some property to supportthe life whenthe individual becomesold,expensesfortheirchildren’sexpenses-marriage and so on. Any person may be getting any amount of salary and increments, and he may be in the service foranynumberof years.The total amount of money that the individual is going to get from hiswhole service shouldmeetall theseexpensesasthatpersonthinks.The levelof thinking and the lifestyle will be decidedbythe influencesfromhisrelatives, friends, and the environment, in which the individual isgoingtogrow,sothe acceptance of lifestyleisdifferentfordifferentindividuals. For example one individual may be happy with bicycle, another individual may not be happy with Maruthi 800; he wants a better car than Maruthi 800 and so on. All these thinking’s is going to influenceeitherdirectlyorindirectlythe process of corruption, violence, theft and so on. So, these aspectslike corruption,violence,theftandsoon will notstopuntil we create a societywiththe mind of satisfaction, equality, gets all the necessary requirements with whatever profession that he is goinglead.Thislookssomething different and possible to achieve, but it is necessary to create the society like this for good of the world and for the betterment of our children and the future. For example asincere officerwhoisworkingdayandnightfor the bettermentof the society,one dayhe suffersfrom some illnessandif he does not have the money to purchase the medicine at that time (lateritmay come as reimbursement) andhe has to beg many of his friends to collect some money for whichhe has to paylot of interest,orwhenhe doeshave nothave the money to pay the college fee forhisson whoisintelligentandgota meritseat,will notbecome the same personasbefore.He
  • 2. will start using all his intelligence to collect more and more money so that he will not have the similardifficultiesinthe future,so,he utiliseshis power and makes the thing little complicated, for example an ‘income certificate’ giving officer will not put the signature simply, he will ask 101 questionsforthe candidate,he will ask 101 documents for the same, and he will take his own time to sign the certificate giving the reason pointing meters of files arranged on his table. The person whogoesto the office for many days leaving his village early in the morning, giving lot of bus fare, fasting or eating in the hotels for many a times spending lot of money (For an ordinary man these expensesare reallyhuge),andreaching the home late night without getting the work done, makes himto thinkto give some money and get the work done and many times the income of the person will be defiantly more that whatever mentioned in the certificate (this may be another reason to give the bribe) thus both the officer and individual are benefitted in this process, and thus the corruption thrives very well. Pointsat which the people are going to start their corruption: When the person suffers from some economical crisis – during illness / surgery, for the sake of sons / daughter’s education / marriage, duringthe planto construct some home /firm, for the purpose of savings to lead a comfortable life whentheybecome oldatthe time of presentillnesses and so on. Sometimes the people start their corruptionwhentheysee theirfriendbeingsufferingfromsome economiccrisislike not able to pay the house rent-notsentthe son for medical collage even when the son of his friend took the merit seat in some private collage-was not able to pay the bill of the hospital may be after some bypass cardiac surgery,whentheirfriendconstructssome new building/buy’ssomethingnew and so on. It may be because of the influence of the familymembers/friends/andthe society.Someof the people may involve inhuge bribe whentheyare inpower to spend the same money to retain in the power and to get the power again. Most of us are corrupt. We donot showour income correctly.We have bettermanipulatorsto show our income aslowand expense asmore, creating a negative balance and showing loss can be done mostly by the intelligent people. An employ who is getting Rupees 10000 to 15000 salaries per month(mayget Rs.14000 to the handafterdeductionforPF,IT, Insurance andso on) whofindshard to lead the life by paying Rs.4000 as house rent, Rs.2000 for condiments, Rs.500 for milk, Rs.500 for electricity, Rs.500 for school van for two children, Rs.500 for LPG cylinder, Rs.1000 for the parents medicine, Rs. 2000 for the petrol of the two wheeler of the working man, Rs.3000 (average for 6 members) for the cloth, shoes, slippers, bus charges, railway charges, auto fares and so on during travel and others, will not save any thing at the end of the month and if someone falls sick in the house and if that consumes Rs 2000 or 3000 then he has to take that money as the loan. With all these things he has to pay at least Rs.3000 to 5000 tax to the government, since it is accountable money.If thisisthe case thenhowthispersonisgoingto construct a house inhislifetime,how he is going to conduct his children’s marriage. Through this I am neither encouraging the people to participate in the corruption nor supporting the people who involve in the corruption, my concern here aboutthe practicality of life, that is the disparity between what we get as salary and what we have spend for leading day to day life. Is people who are suffering from this disparity are compensating the same with corruption or the try to get more than, what they want through this corruptionisthe questiontobe answeredbyeveryindividual whoare directlyorindirectlyinvolvein the process of corruption.
  • 3. But a factory ownerwho earns millions of rupees may show the loss and ask for the compensation from the insurance company or from the factory. Or a land lord who has 100 hectares of land and earning millions of rupees will not at all come in to the picture of tax. The person who gets Rs10000 to 15000 salarywhen he fells in economic crisis may become corrupt and may take Rs 10 or 20 at the time of preparing the income certificate file, and if this person is caught bythe anticorruptionteamhe will losehisjobandhe will come to the street with his family, children,andthe oldparents.Whereasthe factory owner who is showing millions of rupees as loss will be livinginthe bigbungalow and will be roaming in the luxurious car is a model for the society and everyone respectshim.Inthis sense, who is more corrupt? How the society is running with all these things.A personwhoisnotable to maintainthe familywithhissalaryaftermanyyearsof hard work in his studies getting 10 or 20 rupees as bribe- is he corrupt? Or, the person who swallows millions of rupees and show loss always in the records and get the compensation always from the government instead of paying the tax-is he corrupt? You need to think. Places (Examples) at which the corruption places a major role: Every where the corruption may be playingamajor role,butinrealitynoone will accept the fact that he is corrupt. If someone asks me to prove someone as corrupt at some place if I mention here, then I will defiantly fail to prove the same.Thenthe readermay ask me,what is the necessity write about the corruption in this book at thisjuncture?Inthe true sense Iam alsocorrupt inthe waythat “I alsogot some sponsorfromsome company to attend some conference”. What we can expect is that corruption may be playing a major role at the public and private offices when they give the job / work contract / certificates / reports /while dispensing free medicines-equipments-materials and so on. Who isnot goingto take any bribe?If chance permitseveryonetakes the bribe. It is very difficult to say that whoisnot goingto accept the bribe.If someone isnotacceptingthe bribe means –he is not normal in his attitude, or he is a real saint, or he may be in the fear that some will catch me while taking the bribe. Whenpeople startgivingbribe:Whenthe people come toknow that whatever work that they want will notbe done onthe same day, then they will think spending money and another day is not nice to get the same thing and there is no guarantee that they are going to get their work another day also,or whateverthe requestthattheyare askingmaynot be the truth like they may be getting the more income than whatever quoted in the certificate, or they may be helpless and they are not in the positiontofightagainstthe corrupt system, orthe personwho is going to give the bribe may be a personwhois goingto receive the bribe atthe otherendthus it may the chain of corruption like a clerkreceivingthe bribe froman applicant and the share will be given to the higher officer and the other colleges so that the entire system works with unity to share the corrupt money thus the people who knew all these thinks will think nothing will be done even if we come for months together because the entire system is corrupt thus let me get my work done with whatever bribe they expect. Thus the people will start giving the bribe. Why people start giving bribe: It is just to get their work done as early as possible. Delay in getting the work done may further cause the loss to the applicant, and no one is sure that a non corrupt personisgoingto occupythe seat.So,the people whostartgivingthe bribe will make the moneyfor himself andforthe purpose of bribe fromthe workitself andthusthe quality of the work is going to suffer.
  • 4. Are all people givingbribeare happy?All the peoplewhoare givingbribe are not happy. The people who give the bribe also know that, if I bribe, I will not be able do a good work for the society and I will be cheatingthe nationinthe sense the life of the workdone withpoorqualitywill have less life and durability. But, because of distribution and redistribution of money at various levels that was supposedtobe usedonlyforthe work isnot used because of corruption from ‘Javan to diwan’, still people withthisunhappymoodwill continue tobribe because theyneed some work on which their life isdependentandif they do not bribe then the work may go to some other person who is ready to bribe and that person is not at all bothered about the quality of the work. Many a times the officer and the people who get the work may sit together and the plan the work and does the estimation in such a way that the estimation of the work includes the bribe percentages also. Are all people whoare receivingthe bribe are happy?Mostof the people who receive the bribe are not happy.Buttheystill continue tobribe,theyalsoknow thatbybribingtheyare goingto cheat the nationand the societybydoinglowqualitywork.Butthe people whoare receivingthe bribe are also helpless because they may be getting very less salary from their institution and thus they are not able to lead the life like their friends who were less intelligent and hard working than him throughouttheireducation.Orthese officersmayhave to give the percentage of collected bribe to the higher officer or to the in charge minister and so on. Thus anyone who gets in to the system of corruptionhasto receive the bribe and give the bribe to sustain in the system and thus to lead the life with that profession. Is there anychain of bribe existing in the society? There is possibility that the ground level worker receivingthe bribe andtransferringthe percentage tothe higherofficial,then the higher officials to the district level officer and then to the state level/national level officers and leaders. All these possibilitiesare presentandwiththeirfriendstheyshare their views in their own ways, giving their own reasons. One way it may look right form their point of view sitting at the receiving end, but it may look wrong when it is looked from the giving end. Is the person who is not going to receive any bribe is he going to stay happy? The persons who are not gettingthe bribe maybe veryrigidintheirlife andhe mayfeel asense of happinessthinkingthat he is notdoinganythingwrongor theymay have an alternate source of income.If aperson does not have an alternate source of income,thenmostof the time the personwill notbe able to make up all the necessaryeventsinthe life especiallyanunexpected event in the family without any savings in his accounts. So, during unexpected events the rigid person is going to suffer and this is going to disturb his happiness. Why corruption exists? Corruption exists because of inequality, endless dissatisfaction, over ambition and so on. More than this the common cause for the existence of the corruption is the disparitybetween whateverwe receive as salary (Income) and the present market rate to lead the life (Expense).Same workdone attwodifferentplaceswillgenerate differentincomes.Andthus the personwhogetslessincome may become corrupt and he may try to lead the life like his colleague who is getting more income and leading a better life. If the salary of the person is not going to suffice forall hisneedslike house rent,condiments, petrol, and other essential activities according to his lifestyle then that person is more prone to involve in the corruption.
