ADMINISTRATIVE DECISION
Procedures for preparation aud adoption of docnmeuts/decisious
in the Kimberley Process
I . Any Participant or Observer may draft a document/decision. The draft should be
accompanied by a corresponding justification in line with the established terms of
reference. The draft should then be forwarded to the appropriate working body or working
bodies of the KP for consideration.
2. Any working body may draft a document/decision of the KP independently or jointly with
other working bodies within their established terms ofreference.
3. Draft documents/decisions, with the exception of documents/decisions adopted in line
with the established procedures of the KP Chair, should be discussed in the cmTespond ing
working bodies within their terms of reference before they are considered at the Plenary.
4. If consensus has been reached, in the absence of any written objections to the draft, the
draft will be considered as approved for submission to the Plenary.
5. The Chair of the KP working body or the Chairs of the KP working bodies should advise
the KP Chair of the draft decision being considered and request that the KP Chair include
the corresponding issue in the agenda of the Plenary session or for consideration via
written procedure. The presentation of jointly designed draft decisions should be done by
one ofthe Chairs of the working bodies, as may be coordinated between them.
6. Wherever possible the draft decisions tabled for adoption on the agenda of the Plenary
should be available to all Participants and Observers in advance to the session.
7. Draft documents/decisions are normally considered confidential.
8. The steps outlined in paragraphs 1 - 6 also apply to consideration of drafts via written
procedure.
9. Any decision of the Plenary is to be adopted by consensus, as stated in Section VI,
paragraph 5 of the KP core document. Any such decision should be noted in the final
communique and in the corresponding UNGA Draft Resolution.
I 0. The adopted decisions should be posted in the KP working languages in the section of the
KP website for the documents of the working bodies.
