2. PREFACE
With loads of expectations hopefully the readers get a jist of the
enactments that can be done, proposals that can be initiated at
national and international level and also a preview of how the
different parties, including opposition can work harmoniously.
To strengthen the four pillars of democracy – legislature, executive,
media and judiciary, this mini book of proposals has been humbly
penned down….
Hoping that utmost innovation and harmony with true spirit of
democracy, within the basic structure of the Indian constitution is
envisioned by all….
3. Acknowledgements
I am as thankful to the people who shared their bad experiences, to
help mould problems to reforms as I am to the people who
considered it worthy of thought.
I have published the book exactly as I wrote down the proposals
and ideas…
Modifications have not been made to give a true and correct
account of what I envision and forwarded….
Hope that the scrutiny of masses remains on all authorities and thy
humble author is forgiven for any errors…

4. Introduction
This book of unified proposals, for national and international
development and evolution of democracy at world scale comes
from the heart…
Each time I thought I would write the last page for proposal,
something new happening around, forced my hands to pick the pen
again.
The motive of this Book of proposals is not to rule the legislature or
any world body, infact, I did not even have sufficient means to
make them reach the requisite persons.
I am thankful for the ones who helped reach this to the appropriate
authorities and personnel…
I personally never supported any particular party, but saw a vision,
which this book gives a glimpse of….
The sequencences and pages are jumbled up, as much as the
thoughts rushing to jot them down and give voice….
The future I saw, made me do my best to contribute to change it for
betterment….
The motive of this proposal book was never to earn money, but
only make the vision reach the authorities and masses at large….

these proposals have been considered….

7. Letter to dearest readers….
Dear readers, firstly thank you for making me reach till volume 3 of
these proposed reforms…
The vision had been to see things black and white, without any tint
of biasness…
I tried my level best to cover most of the areas requiring reforms.
I understand some of you may not agree with my vision, proposals
or suggestions…
But that is okay, i am just glad that this all made you ponder over
these issues and topics…
All three volumes are written in form of letters to Mr Hafiz Anwar
Ul Haq…
I never saw his political affiliations, but just a person who had
tirelessly worked only for reforms and goods, without caring about
religion, gender and even giving back seat to politics, when seen
unjustified….
All my best wishes and blessings to all parties and 2024 elections….
Hopefully the reforms are accepted too…

You've set the bars for women empowerment and support to many
causes throughout your political career….
I personally had a vision, i know no one to write this to except
you….
I wrote proposals for any winning party and Opposition as well….
It would be my dream come true to see you
Standing in Opposition of your husband, and questioning him on
political topics publically….
Still harmoniously maintaining the familial ties that you always
did…
I know not, if the proposition suits your personal opinions, but the
vision would definitely be a benchmark for our nation to see…

Dearest politicians, i know and understand that you have been
underrated for all your dedication and hardwork…
Some nasty ones in every profession malign the reputation of all….
I know i should have written this letter, in volume 1 itself, but i had
to create a vision first before I could humbly address you…
You people are irreplaceable, my ideas and thoughts are not meant
to guide, dictate or play any political game….
Sole motive for writing all these proposals, that too, for different
parties and opposition was to make you ponder over these and see
these widescope problems with microscopic lens of your voice and
power…..

- Bringing the benefits of international exchange programmes
for the nation
- Creation of new posts to join the heirarchy systems and
maintain system of checks and balances
- Bringing important subjects of education under union list
purview or alternatively addition of others in concurrent list
- Creation of publication centres owned by government with
motto of providing subsidized books of legal and other
important fields
- Proposal for innovative books with place for audio playing via
chip, to help researchers and entrepreneurs in development
11. - Providing of mechanism of orginal books of literary significace
in national library ( mentioned in previous volumes)
- Provision mechanism of parliamentary committee report
findings for study and scrutiny purposes of the public
- Main jist of the same to be incorporated into smaller
headnotes and easily comprehensive notes
- Creation of a statutory body of reforms and proposals, sent to
4 pillars of democracy ( mentioned in previous volume)
- Incentives to tobacco & cigrette manufacturers to mention
ingredients and quality checks on the same
12. - Provision of separate act for regulating the licensing
procedure for liquor shops and fines and punishments
accordingly
- Providing regular full body checkups of senior citizens and
children in elementary education stages at subsidized costs
- Provision of separate meals for the parliamentary and other
designated personnel to avoid undue expenditure and to
avoid time wastage in work hours and corruption
- Providing for reference to guidelines by the supreme court for
the acts wheresoever deemed necessary
13. - Providing of travel allowances commensurate to work profile
of the designated personnel
- Development of first Indian platform on lines of Google and
Yahoo, to provide authentic information to scholars and
people researching with mandatory provision of separate non
hacking sites softwares, compulsory disclaimer policies and
alike
- Providing of regulatory mechanism for universities, ( though
private), for deterring of the exorbitant fees and gaining
money from food centres of MNC chains and alike
- Mandatory provision for deterance of the builders/
construction agents, building societies and duping innocent
people on fake pretext and advances
14. - Provision for mandatory guidelines to the banks, by RBI
quarterly/ half yearly or annually along with report
submission of the debts and banking regulatory mechanism
- Separate convention to help natural disaster prone places and
victims of the same ( eg earthquake, floods etc)
- Providing mandatory training of students in graduation level
in their field of specialization to help literary system, avoiding
disillusionment and preventing the time wastage post
graduation
- Providing of regulatory mechanism for age and qualifications
verification, before issuing competitive examination cards
15. - Issuing guidelines for the states for conducting, time limit and
procedure with due information to aspirations for
government sector jobs
- Provision of system of checks and balances for foreign
accredited universities providing courses online and duping
innocent students with no weightage in either nation
- Providing for separate convention for the same and resultant
act for regulating it
- Convention for providing necessary guidelines for adherence
by chatting sites and resultant evidentiary value in evidence

- Providing of minimum land percentage for utilization of
fodder purposes of milch animals
16. - Provision of mandatory insurance guidelines for the insurance
regulatory bodies and provisions for spreading adequate
awareness of same to the masses
- Mechanism for providing penalties and liabilities to people
and companies duping innocent by promoting fake business

- Provision of mandatory research laboratories with adequate
provisions and safety measures in universities pursuing higher
research qualifications
- Providing of separate regulations and act for structures ercted
outside and alon national boundaries in such manner to deter
any boundaries enhancement
- Ensuring proper implementation and regulation of such
structures only for specified purposes ( mentioned in previous
volume)
17. - Ensuring request proposal to the SC for guidelines to HC for
regular guidelines for appointment of legal researchers
- Providing of SPSS/ Plagiarism check softwares to researchers
at subsidized costs
- Separate ministry/ department for regulating the scholarship
schemes already prevalent to ensure proper awareness and
transparency along with adequate regulation and alike
facilities
- Provision of adequate greivance redressal platforms, with toll-
free helplines to adress problem of citizens with complaint
registration and alike
18. - Also to make the ministries and departments accountable,
fixing of regulatory mechanism of time limit and procedure
for such grievance redressal
- Providing for the development of institutions of ombudsman
- Establishment of state level cooperative societies as per
article 243zh of constitution
- Inserting the powers, duties, functions and alike of panch,
sarchpanchas as per mandate of part 4 of constitution and
73rd and 74th amendment
19. - Revision and explanation of miscellaneous provisions of the
constitution in part 19 for easy comprehensiveness
- Mandatory addition of procedures in police act and rules and
relevant clauses to be added in CRPC
- Mandatory training of IAS officers in fields and posts related
to their designation
- Separate act for regulating the thekedars of construction of
buildings to prevent exploitation with guidelines, minimum
wage structure and alike provisions
- Mandatory compensation Provision for death and damages in
case of suicide bombers attacks (keeping in mind recent
pulwama attack)
20. - Appropriate mechanism for sending guidelines for new acts or
amendments penned down by honourable supreme court to
the lok sabha members
- Appropriate addition of punishments for anyone below 18
years of age driving any vehicle (with or without consent of
owner), as per recent supreme court guidelines
- Separate act for procedures to be followed by police in
remand and judicial custody, of accused, for medical tests of
complainants and culprits ( as per supreme court guidelines)
- Seperate act for medical negligence, as per supreme court
guidelines and relevant regulation, duties, punishments and
alike
- Mandatory examination before driving licence to test
knowledge of the traffic signals and driving mechanism
21. - Separate act for hacking, phishing and e- stalking and alike
offences , punishments, and relevant additions of clauses in IT
Act.
- Guidelines/ separate act for maintenance and interbreeding in
zoos, santuries and wildlife centres , with punishments for
abuse, negligence and alike
- Guidelines for exorbitantly charging artificial jewellery stores
online ( quality, rate and taxation)
- Provision of psychologist for students uptill 12th standard
22. - Provision of residential complexes and skill training for
prostitutes and their children ( in light of supreme court
guidelines and judgement on sex workers)
- Provision of free stalls/ small work equipment to help
generate income for the beggars
- Keeping proper records of the same
- Separate act for regulating the provisions of virtual offices and
spaces
- Seperate department/ministry for collective patents procured
at national level, via revision of convention ( mentioned in
previous volume)
23. - Token/ momento of recognition to the successors of princely
states post abolition of the privy purse to preserve and
remember the Indian heritage
- Ensuring separate act for their rights, liabilities, duties ( eg
maintaintence and presentation of antiques whensoever
required)
- Ensuring a separate central investigative team for political
figures, bollywood actors and other prominent figures who
died mysteriously
- In view of the recent multiple chopping and destroying of
dead bodies post murder, addition of relevant deterant
clauses in IPC
24. - Regulations of authenticity for so called "influencers",
deceiving and misguiding people online to earn views
- Fixing of percentage of trains for goods carrying as per Siliguri
corridor proposal ( mentioned in previous volume)
- In view of the multiple suicides by students owing to rebukes
and insults by teachers and professors, strict guidelines by
UGC for andherance of teaching facilities
- Provision of CCTV cameras outside orphanages, to identify
any parent anonymously leaving child…
- Addition of clauses to be added in IPC for offences relating to
drowning of children in water bodies as "chadhavas" or other
reasons
25. - In view of increasing social media "influencers", mandating
disclaimers and rules for them ( on lines of similar provision in
UK.)
- To prevent harm and duping of innocent viewers, also,
punishments for indirect advertisements through "memes
culture"
- Addition of clauses in parliamentary rules against "murdabad"
naras by any party
- To connect people and help learn all languages, translation
dictionaries of the officially recognised languages in Hindi and
English be promoted
- Separate act for regulating the illegal transport and carriage of
goods and drugs from foreign nations and vice- versa supply
- Declaration of yearly progress to the public by the
government, regarding any 5 year plans via gazzette or
electronic medium.
- Provision of separate act or guidelines for parliamentary
"gheraws" and "dharnas"
26. - Provision for information by the licensed religious protectors,
designated by any name,( referred to in volume 1) in case of
any emergency situations of criminal issues to local police (
refer request for additional clauses of IPC in volume 1)
- Provision for exchanged watching of parliamentary
procedures and invitations to various committees on
scheduled discussions related to them

27. Request proposal for the consideration of maintaining harmonious
foreign relations for conventions and trade ( mentioned in previous
volume):
- Setting up of special naval task force for security of foreign
ambassadors and other relevant personnel near the
constructions of structures surrounding the Indian territory (
details mentioned in previous volume)
- Special boats arrangements for safe and secure import and
export of the goods, procured or sold via treaties, through
waterways, at the boundary lines of the Indian territorial
water boundaries
- Maintenance of special underwater navigation maps, on lines
of GPS for any foreign object detection and safety
- All this would not only help in foreign relations but also
provide opportunities for employment to many engineers and
recruitment for naval wing
- Also adherence of the rules of safety measures for all
traveling for official purposes through, safety guidelines
brochures
28. Request proposals for supreme court for consideration:
- Banning of "fatwas" against any person of muslim origin, as
quran sharif clearly mentions the prerogative to prophet
Mohammed and does not delegate the same to so called self
declared religious leaders
- Also removal of leprosy in particular as ground of divorce in
Hindus
- Allowing entry of women in masjids, as Quranic texts , only
guide for cleanliness, decency, but don't prohibit entry of
women in any place of Quranic prayer, recitation or masjids in
particular
- Allowing marriage of Hindu and muslims without conversion
as quran sharif clearly mentions that the women should be
kitabiya, implying no forcing of Islamic people to see God in
any particular shape and idol. ( Rest religions like Christianity,
Jainism etc see the Christ and lords mahavira as messengers
of God)
29. - Literal translation of shahada also implies, " there is no god,
but solely god; prophet Mohammed is his Messenger", (
derived from Arabic texts) , which has been amply misused
- No wrong interpretation based on hindu- muslim fights,
initiated from partition and no "love jihads" be created. Also
to give wise, positive and wise interpretation to the religious
texts and curbing feuds
- Also religious texts of Hindus clearly indicate, reincarnation of
gods in different "yugas" implying his formlessness
- The different methods of burying and cremating in different
religions only dictate that the last wish of dying person be
fulfilled ( Even in judicial hangings same is prevalent since
British times),
- Secondly, paying respect to the deceased body, in which so
ever manner considered appropriate and as per texts only god
knows what to do of dead…
30. - Deriving the interpretation that humans are meant to fulfill
their part to pay respect and even in death rites and leave
rest to God ( in all religions)
- Kindly the guidelines for inculcation and adoption of such
neutral theory be directed for the uniform civil code (
mentioned in volume 1), Even in matters like adoption,
succession and marriage
31. Request proposal to RBI:
- Mandatory disclaimer and disclosure policy of all online
money lending institutions and platforms not approved and
affiliated with RBI
- In view of recent closure cases of many banks, Fixing of
formula for reserved percentage of reserved assets for
different banks depending on parameters like 5 yearly
progress, average customer increase and proportionate
growth, branches closed and new opened, strategic annual
future planning etc
- Guidelines for banks depending on the ITRs filed for insurance
coverage policy eligibility by government ( eg cattle livestock
insurance for farming and agricultural hand holders, crop
insurance and alike) to ensure that person insurance
companies do not dupe the innocent customers and
governmental scheme benefits reach all strata equally
- Mandating appointment of taxation experts and business
laws lawyers, on boards of banks, facing downfalls
32. Request proposal for RBI and legislature for deterrence of money
laundering, illegal transfers to foreign accounts and alike to
increase the value of rupee:
- The money which is transferred/ deposited/ invested in any
foreign nations by India should bear separate stamp or alike
difference ( mentioned in previous volume 1)
- There should be seperate act of governance for the regulation
of the same
- The accountability and exchange of such currency notes
would also ensure no black money transfers and recovery of
previous ones
- Proposal for the same be given to IMF , World Bank and other
related agencies
- Currency Exchange centres of any nation may not exchange
the currency without those seperate bearing marks or
differences
33. - National value of rupee would remain equivalent to the same
- The usage of such modified currency notes in India maybe
regulated through adequate bank guidelines and exchange
centres
Such dual currency exchange in - and out of nation would ensure no
fraudulent money transfers, internationally justified image of India
and also prevent and solve the problems mentioned above
34. Request proposal for comprehensive guidelines to supreme court:
- Virginity test
- Death punishment
- Substances not covered under NDPS
- Coalition and alliance definitions
- Applicability of narco test on complainant
- Scope of Locus standi rule without filing PIL and when filing
the same
- Acceptability of torts
- Judicial value of foreign precedents
- Evidentiary value of chats through social media platforms
- Guidelines for sale/ purchase of acids
- Minimum working hours/ days of high courts
- Police powers on "dakhil daftar" implying case not made out
- Provision of narco test of complainant of his/ her own
voilition
35. Proposal for IPL:
- Instead of auctioning of players in bids, different
combinations of players be proposed for auction to ensure
zero demoralization of the players and sanctity of games
without compromising revenue
- Sale of freebies at the IPL games, instead of logos on the shirts
of the players of sponsors
- To ensure no loss of sponsors, ensuring advertisement
contracts by the teams / players on contractual terms
- Limited edition products, by sponsorers to be promoted,
conditional to percentage of funding for the games
36. Proposal for preparation of any future pandemic/covid variant
hazard:
- Percentage wise addition in PM fund from addition sources of
income generated through centre- state covid medicine
prepration and alike
- Segregation of atleast one hospital (government) in each
state, where solely pandemic related patients be treated
- Preparation of seperate crematoriums, for god forbidden
deaths due to pandemic
- Fixing percentage of budget for scientific development of
antibiotics and disinfectant for pandemics
- Selling of masks, sanitizers etc at subsidized costs near the
hospitals allotted for same
- Provision of atleast one public kitchen, preferably near covid
hospitals/ centres exclusively for pandemic patients in each
state
37. Request proposal for BCI and supreme court:
- Online filing provision of vakalatnama
- Online purchase provision of bar welfare tickets
- Online filing provision for the tribunals
- Online rectification procedure for submitted court papers in
high courts
- Guidelines and provisions for junior advocates payment,
greivances and exploitation
38. Proposal for formation structure of constitutional bodies and posts:
- A commission consisting of atleast 3 retired CJIs and other
eminent personalities from the field of specialization required
for posts or bodies
- The commission to give recommendations and suggestions on
formation and alike
- The structure so proposed be passed by simple majority in lok
sabha
- Rajya sabha may send recommendations thereafter
- Lok Sabha to revise the same and send to the prime minister
for enactment
(The proposal for commission, before money bill alike passing
pattern has been formulated for ensuring that the essence of
orignal constitutional framework is not lost sight of)
39. Proposal for IOA (Indian Olympic association):
- Consideration of new games inculcation through mixed
practice and brainwork of players of different sports
- Setting up proposals for the best formulated ones for the
international Olympics
- Ensuring that proper advertisement for players to seek out
ways and means to reach training centres are made
- Incorporation of scientific practices like regular blood group
and allergen test based diets for players
- Ensuring that the Olympics training practice matches are
visible to masses as source of recreation for public, motivation
for players and additional revenue for the association
40. Request proposal for BCCI:
- Acknowledgement of players via local touring committee for
players selection and training
- Timely rewards and incentives to players for achievements
over years (annually or decade wise)
- Different Guidelines for andherance at different levels of test
matches for players regarding diet, sexual intercourse, and
ethics
- Taking in writing causes of seeking/taking retirement by
players
- Promoting lesser known sports and national sports via
platform of highly popular cricket matches (eg in between
breaks etc)
41. Request proposal for different nation's help in lieu of patents and
inventions given ( mentioned in previous volume):
- technolgical development co-patenting of products and
machineries useful and beneficial for more than one nation (
depending on mutual cooperation and support)
- Request for celebration of international days along with
important national days of different nations, to promote
global village relationships
- Fixing of procedure for loan procuration and taxation on
same, duration of return, based on national conditions,
previous loan repayment track record, proposals for which
funds are seeked and contributions to international
development by international funding institutions
- Request for strict adherence to the time limits fixed for
conventions, involving future progress or global warming
eradication etc and revision of the proposal if it becomes
impossible to fulfill commitment in that duration
- This would not only give preciseness to the international law,
which is mostly seen as vague and scattered but also help
resulting development of national laws of different nations
42. Request proposal for inclusion in hath se hath jodo abhiyan:
- Intriguing scriptures and their varied translations from state
to state ( old heritage deciphering)
- Promotion of combination of ancient ayurvedic, yunani and
allopathic medicines with new salts and drugs
- Inclusion of varied teachings of specialized arts at places
annexed to old fashioned madrasas and gurukuls ( maybe in
vicinity of religious places to ensure equality of all religions
and promotion of secularism.
- Inclusion of religious travel packages, combined with
concessional small educational courses ( as promotion of
tourism)
- Promotion of historic scriptures (admissible in court) and with
their varied interpretations in different eras to shed brighter
light on the scenarios
43. Request proposal for the unity of legislature, as a whole to citizens:
- Penning down the exact briefs of historical happenings for
reference of courts, ( national and international, without any
distortion)
- Specialized committee for the same
- Procedure of taking forward the manifestos of parties in
harmonious spirit, by the winning party, and accepting the
ones which have been hugely supported by the public.
- This would also ensure that each party comes up with
something new each time and does not either sing praises
over the previous feathers in cap , or does not elongate the
issues concerning public at large, for any ulterior political
motives.
44. Innovative ideas -8 ( 1-7 already given in volume 1 and 2):
- Automatic holy water dispensing machines with button for
mantra enchantment of different religions ( may be used as
help & gift for the honorary licensed protectors ( mentioned
in volume 1 , or for help of international sale to prevent fake
sellers , and help people practice their own fulfillments if
required, or to help at crematoriums (mentioned in previous
volume)
- Seeds in packing with directions on how to grow themselves
along with full kit (soil required, temperature checking
gadgets etc)
- Match box and lighter, plastic scissors utilization in eco
friendly way by ensuring they are not of tree products and
plastic , so they may be reused
45. - The old/ broken ones maybe brought back as incentives and
given discount on new ones
- Re 1 Coins made of material, which cost less than the
manufacturing price ( cost at now being rs 1.11)
- Innovative voice command regulated buttons (on lines of
Alexa) to ensure warnings to people about expiry,
manufacturing and alike diversified uses
- Giving incentives to equipments which can treat gemstones
with different colored rays and lights so as to increase their
value and promote reutilization
46. Innovative ideas - 9
- Incentive to cones for mehandi, with button click option to
open and close nosel and adjust thickness of the oozing liquid
for benefit of the small scale art workers
- Incentive for free advanced kits of sewing and alike, on
completion of small courses for specific strata ( alike
incentives in different fields)
- Incentives to people who can repair and revive the torn
ancient portraits, sculptures and alike and advanced courses
for the same
- Preparation of international quizzes and competitions
involving IQ and EQ quotient for mock tests and preparation
- Exploring further scope of evolution of the above at
international level
47. Underlined notes:
- Prevention of black magic act ( mentioned in previous
volumes, to be introduced only post convention on the same
to avoid riots and chaos ( also mention in simple words that
any sort of religious worship against will of another human,
forced upon them is infringement of their right to religion)
- The bollywood platform ( mentioned in previous volume) to
only act as a source of introduction to new faces, lyricists,
directors etc, to ensure no disruption of bollywood
- Convention for non joining of terrorists to nations and
treating them anti- nationals for all, with deterance for
nations funding or governments supporting same
- Strategic fulfilment of national and international development
to ensure, no case of financial emergency arises
- Creation of structures for strategic international
communication and conventions/ treaties etc ( mentioned in
previous volume) be strictly inside the water boundaries
annexed to land of India
48. Typing errors/ mistakes in volume 1 and volume 2:
- The request proposal mentioned in volume 1 for the BCI and
SC, the mandate of atleast 500 lawyers of different HCs
instead of 50
- The request proposal mentioned in volume 2 regarding the
construction of structures above the sea levels, for strategic
international communication, outside boundaries of India,
height of atleast 20000mt instead of 200mt above the average
water levels
- For the sake of clarification, the NGO mentioned in volume 1
with governmental holding Pattern, be ensured in such a way
that the shareholding brings revenue through noble causes,
but directly does not infringe the essence of a "non-
governmental organization"
- For the sake of clarity, the taxation outline proposal
mentioned in 1 refers to financial bill framework and the one
mentioned in volume 2 refers to intricacies to give direction to
the money bill
- Wheresoever mention of the word "res nullius" has been
made in the previous volumes, same may be applied to be
read as Terra nullius or any secluded land and uninhabited
portion of land donated by any nation for international causes
49. ( Besides these if any errors owing to typing exist due to your
humble author's negligence, full responsibility is taken, and same
may be verified or reverified by communication.)

50. Humble proposal for opposition:
- Request proposal for fixing time limit and expenditure limit
on the accepted inventions ( mentioned in previous volumes)

Kindly an opinion poll segment be taken, where audiences can vote
for the kind of bollywood films they wish to see as sequals
Also a hamper segment of advises from personal experience and
opinions of actors, for people who need and wish to contact be
included
An interesting round for the most hidden, background technicians
like makeup artists and their celebrity tips be added….
Section for cut off clips of movies, people wish to see the most
(through poll) be added….
