Appointed by the governor to represent Washington’s interests related to the federal Interstate Compact
for Juveniles (ICJ), including policy development as a member of the ICJ policy committee, resolution of
parole, probation and runaway youth issues and compliance with the ICJ rules.
Ensured input from all Washington jurisdictions, including law enforcement, probation, parole, courts,
prosecutors and public defenders was relayed to the ICJ to provide fair and reasonable development and
implementation of rules and judgments.
Provided education to all local jurisdictions related to the ICJ rules and procedures.
Reported data to the ICJ related to the revocation, supervision and runaway returns.
Ensured due process for all youth facing extradition or runaway return.
Deputy Interstate Compact Administrator

Directly communicated with other state compact offices to request the status of WA parole or probation
cases being supervised pursuant to the Interstate Compact for Juveniles (ICJ) in those states, as well as
resolved issues related to youth non-compliance with WA parole or probation conditions.
Arranged logistics for travel and recovery or return of parolees and probationers in violation of their
conditions, or for runaway youth being returned from the holding state to the home state.
Provided WA jurisdictions with support to ensure compliance with ICJ procedural expectations during the
disposition of ICJ related matters during supervision, recovery or return of probationers, parolees or
runaways.
2. Regional Administrator
January 2004 to May 2011
Provided leadership to over 55 employees ranging from case managers and support staff to program
administrators with oversight responsibilities for parole and 24 hour minimum security programs.
Responsible for regional recruitment, hiring, and professional development of a diverse, committed
workforce.
Created regional policy requiring hiring managers to utilize uniformed application and behavioral
interviewing techniques to ensure optimal employee selection.
Allocated and planned personnel resource assignments to ensure safe and secure supervision of
incarcerated offenders and youth on parole.
Provided oversight of the implementation and delivery of evidenced based interventions aimed at the
successful rehabilitation of youthful offenders.
Regional Administrator representative on the agency Policy Committee, developed, educated the workforce
and stakeholder groups, and implemented new policy and reviewed and revised existing policy when
required.
Held primary budget, contract and program responsibility for regional services, including four facilities,
two parole offices, treatment contracts for clients, and funding oversight to juvenile courts in eight
counties.

Development and oversight of all regional programs including parole, minimum security facilities and
client treatment contracts. As well as, directly supervised six positions, including treatment coordinators
and counselor assistants.
Assumed approval authority for regional programs in the absence of the Regional Administrator, including
budget control responsibilities.
Held direct budget control responsibilities for all contracted facilities, diagnostic services, sex offender
treatment services, chemical dependency treatment services.
Development and implementation of the strategic business plan, diversity initiatives, quality initiatives,
local policy & procedures. and all community relations activities.
Assigned the agency’s lead role working with technology and information specialists to transition from
paper to electronic incident reporting system.
