David Hopkins has over 20 years of experience managing public infrastructure projects and municipal services as the Director of Public Services for the City of Easton. He holds multiple professional licenses and has helped the city acquire over $10 million in state and federal grants. Prior to his current role, Hopkins worked as a Regional Manager and Project Manager for Earth Tech, managing water and wastewater projects across multiple states. He started his career as a Plant Operator and earned successive state licensing levels in that role.

Cabinet-level position directly responsible for the operation and management of the
City’s Public Services Department which includes 100+ full and part-time
employees and an annual budget in excess of $17 million. In addition to the
oversight of engineering, highways, traffic, public buildings, city fleet, parks,
recreation, and trash & recycling contracts, this position is responsible for the
operation and management of the City’s 10 million gallon per day regional
wastewater treatment plant as well as 150 miles of underground utilities and 7
pumping facilities. The Department also supports a robust program of sustainability
management and strives to be a leader in innovative and environmentally
responsible programs.
Led consolidation of the City’s water treatment and distribution system with
Easton Suburban Water Authority.
Implemented comprehensive parks and recreation rehabilitation program
which has resulted in capital improvement projects at nearly all of the City’s
parks, playgrounds, athletic fields, trails, and pool facilities
Developed and managed the City’s $3.5 million waterfront rehabilitation
Returned the Wastewater Treatment Plant back to City-run operation with
savings exceeding $1 million annually
Developed and managed the $5 million S. 3rd
Street Reconstruction project
Restructured waste hauling and disposal agreements for savings exceeding
$1 million annually
Assisted in development of the $34 million City Hall / Intermodal project
Involved in the design, development and implementation of the Simon Silk
Mill redevelopment and the Karl Stirner Arts Trail

In this expanded role within the contract operations division of Earth Tech’s drinking
water and wastewater management business, this leadership position was directly
accountable for the financial and operational performance of approximately 20
public and private projects in the Eastern Region encompassing New York, New
Jersey, and Pennsylvania. Working closely with municipal governments and private
clients including Schering-Plough and Bristol-Myers Squibb, this role demanded
competence in a diverse array of administrative and technical skill sets including
public relations, labor relations, financial management, contract negotiations, permit
compliance, and capital planning.
