SELECTED ACHIEVEMENTS
Successful Development of the County of Santa Clara’s Office of Sustainability as its Founding
Director. Faced with less staff and resources than allocated in the organizational framework adopted
for the Office, swiftly developed a regional and statewide network of agency, governmental, non-
profit, academic, research, and community stakeholders; progressively raised and secured more than
$5.5M in direct grant funding, generating more than $10M in local economic stimulus and job creation.
Created internal collaborative framework, and established the County as a regional, state, and national
leader in climate mitigation/adaptation, transformative projects in energy efficiency and
transportation, regional funding for local governments, and multi-jurisdictional project management.
Led the highest performing ARRA (Federal Stimulus) energy program out of the nine counties in the
Association of Bay Area Governments (2011-2013). Turned around stalled effort by quickly engaging
community stakeholders to design a high-performing, cost-effective program for energy efficiency.
Drove fast track implementation within five months, leading team of community stakeholders, project
team, 26 contractors and two consultants. Successful efforts solidified $2M grant from the Federal
Stimulus Program for Energy Efficiency that had been in jeopardy, produced more than $1.3M in
incentives to homeowners, and more than $5.6 in local economic stimulus.
Advanced Santa Clara County and its municipalities as leaders in sustainability, climate, and energy
policies and programs by securing grants to support initiatives on climate action plans, zero-
emissions transportation, and Silicon Valley 2.0, a climate adaptation platform and decision
support tool. Built dynamic relationships with municipalities and led effort to identify high priority
commonalities and craft compelling grant proposals. Secured grants for and managed multi-
jurisdictional greenhouse gas inventory and climate action plan projects, and a multi-sector fuels-
reduction pathway. Produced leading-edge regional climate adaptation platform (Silicon Valley 2.0),
engaging local governments, technical advisory and sector-based committees, state and national
agencies, and foundational, research, academic working groups.
Co-Developed Regional Energy Network (REN) model to provide local governments funding for
energy efficiency programs following the Federal stimulus program. Co-designed the REN model and
secured its approval by the California Public Utilities Commission (CPUC). This effort has secured
nearly $100M to date in funding for the Bay Regional Energy Network and the Southern California
Energy Network, to implement government and community energy program portfolios.
Created and implemented $23M Master Capital Project Plan for Sarasota County as Natural
Resources Project Manager in the Office of Sustainability. Convened and facilitated internal,
external, and community stakeholders to plan and construct projects that merged green infrastructure
with built infrastructure. Led efforts to create master capital plans, design programs and build
support/approval among county board and 3 city councils. Served as Project Director working with
Public Works, Utilities, Natural Resources, Capital Management Program engineers, Maintenance and
Operations managers, Transportation and Planning staff and officials, as well as community-based
organizations, environmental groups, and community stakeholders.

SANTA CLARA COUNTY, San Jose, CA 11/10 – present
Director, Office of Sustainability
Santa Clara County is the seat of Silicon Valley, with a population of nearly 2 million, and an ethnically
and culturally diverse population that spans 15 cities and the unincorporated County. The County has
more than 15,000 employees and an annual budget of $5.5B. I was recruited from a national search to
direct a newly-created agency to develop and implement policy, projects, and programs for
sustainability, climate mitigation and adaptation, and resource efficiency and conservation; lead all
project management; coordinate enterprise-wide adoption of sustainability principles and practices;
represent the County in local, state, and national venues; and to forge public-private partnerships,
market-based solutions, and innovative energy, resource, and climate projects. Key accomplishments:
Developed, funded and manage regional zero-emissions transportation initiative, Driving to
Net Zero: Decarbonizing Transportation in Silicon Valley
Developed, funded and managed Silicon Valley 2.0, a Regional Climate Adaptation Platform (9
sectors) and creation of the accompanying geo-economic Decision-Support Tool
Co-developed the Regional Energy Network model, and worked closely with Energy Division
and Commission offices at the CPUC to secure adoption of the REN model
Represent the County as a Sponsoring Partner of the Silicon Valley Community Choice Energy
Partnership (CCA development)
Secured additional $5.5 million in direct federal/state grant funds for County climate, energy
and transportation programs and projects (2011-2014) and $13 million+ in community
incentives, local economic stimulus, and job creation/maintenance
Developed, funded and managed multi-jurisdictional climate/sustainability projects
