Atribute to Tom Merrell Thanks for 20 years
rebuiltthree major lift stations.
Menell worked on all these proj-
ects with the help of the engineering
firm, Cunan-Mcleod disticts op
erator Phil Chich and various board
members over the years, including Bill
Owens and Dick Pearson. He has been
constantly ahead of the curve with his
own knowledge of each project and
using forward thinking for ttre benefit
of the community. On many of these
projects, Thomas assumed the respon-
sibility as contactor and/or project
manager resulting in financial savings
for the disticts.
During these years Thomas has
consistently kept both districts in
compliance with Departrnent of En-
vironmental Quality and other state
and federal agencies, written and re-
ceived numerous grants to help fund
many upgrades and repairs, continued
his education for higher certification
levels, maintained the business office,
and aftended numerous meetings and
seminars gaining knowledge benefit-
ing both the districts and the commu-
nity.
The boards, on behalf of the
community, want to thank Thomas
Menell for his 20 years of service in
providing Arch Cape with the best
services of the most basic needs for
its citizens.

and Sanitary Districts, Tom Mer-
rell is moving on. Thank you, Tom,
for keeping the outdated water and
sewer plants limping along until
they could be replaced. Thank you,
Tom, for your storm watch and get-
ting up in the middle of countless
nights when the power went out or
the alarms sounded.
You fired up the generators to
keep the water flowing and the toi-
lets flushing. Thank you, Tom, for
having the foresight to be "shovel
ready" for the American Recovery
and Reinvestment Act. You rustled
up grants and superJow interest rate
loans saving the citizens of Arch
Cape around $1.5 million. Thank
you, Tom, for organizing and over-
seeing the building of state of the art
water and sewer treatment plants.
Thank you, Tom, for protecting our
watershed and looking after our
community in general.
His list of accomplishments goes
on, and on, and on, so I urge the citi-
zens and guests ofArch Cape to join
me in raising a glass ofArch Cape's
water (which was named No. I in
2013 out of all entrants as the "Best
Tasting Surface Drinking Water in
the State of Oregon"). Here's to you,
Tom.

Menell has lived on the North
Coast since 1978, graduating from
Seaside High School, attending Rent-
on (Wash.) Technical College and then
took a job wittr the city of Cannon
Beach in the Public Worls Depad-

their home inArch Cape and he began

and Sanitary Disticts.
In the early 1990s, both disticts
were facing a complete rebuild. The
water district built a 520,000 gallon
water holding tanlq a new membrane
water teatnent facility, added a sec-
ond water source, and upgraded the
water distibution system. In 2013
the nonprofig Oregon Association of
Water Utilities, recogrized Arch Cape
water as the "Best Tasting Surface
Drinking Water in the State of Ore-
gon."
The sanitary district built its new
waste water teafinent plant to meet
the latest agency regulatory require-
ments and demands of an expanding
community. The distict purchased 120
acres for both the spray irrigation and
the biosolids site, creating a solution
for biosolids disposal. It also upgraded
the waste water collection system, and

We as acommunity ought
to be able to do better. We
oughtto be able to find away
to allow young women to en-
hance and artistically display
their beauty without resort-
ing only to utilizing their
sexuality and without losing
their sense of self-respect.
The dance teachers have
guided these young women
very inappropriately, and the
parents and audience (aka
society) stand idly by, but I
will at least write in protest.
Here's hoping for a healthier
community.

As of January 15,2014, Thomas
Merrell will be resigning as
Manager of the Arch Cape
Water and Sanitary Districts.
Thomas has given 20 years of
service to these districts and the
community of Arch Cape.
Thomas has lived on the north
