EXPENDITURE TAGGING (CCET)
VIRTUAL ORIENTATION

BACKGROUND AND RATIONALE:
Strengthening the mainstreaming of climate change in domestic plans and programs
necessitates allocation of public funds for the implementation of climate change adaptation
and mitigation initiatives. Two instruments are thus being implemented targeting thematic
developmental priorities and strengthening the linkage between national and subnational
interventions.
The Climate Change Commission (CCC) and Department of Budget and Management (DBM)
led the institutionalization of Climate Change Expenditure Tagging (CCET) through Joint
Memorandum Circular (JMC) 2013-01, which has been amended through DBM-CCC JMC
2015-01 to be consistent with the development of an outcome-based budgeting system.
The CCET provides an avenue for national institutions (i.e. National Government Agencies
(NGAs), State Universities and Colleges (SUCs), and Government Owned- and Controlled-
Corporations (GOCCs)) to assess the alignment and scale of mobilization of public funds
based on the National Climate Change Action Plan (NCCAP). The CCET classifies public
expenditures between climate change adaptation and mitigation through the use of typologies
mirroring the NCCAP.
Under the aforementioned JMC, the CCC is mandated to evaluate and approve national
government institutions-tagged climate change budgets. Further, the CCC is also mandated
to strengthen capacities of NGAs, SUCs, and GOCCs to undertake CCET. These are in
collaboration with the DBM.
Following the IATF’s1
health and social-distancing guidelines and CoVID19 projections, the
planned annual CCET orientation will be conducted on the 1st
quarter of FY2022 virtually to
ensure that the safety of the participants amidst the threat of CoVID19 virus.
The virtual orientation will provide a clear, concise, and up-to-date information for national
government budget officers and climate change technical representatives to obtain an
understanding on climate change and CCET as an integral part of the national budget
preparation.
The objectives for this orientation are as follows:
• Strengthen the capacity of national institutions2
to mainstream climate change into their
PAPs using CCET typologies;
• Outline basic elements of planning processes to deliver climate action;
• Secure better understanding of the formulation of climate actions and its linkage to the
budget and planning process through national strategies and action plans;

2. • Ensure enhanced compliance with the CCET JMC and the relevant DBM’s National
and Corporate Budget Memoranda;
• Improve the understanding of roles and responsibilities of institutions involved in
managing the Country’s response to climate change;
• Quantify climate change-related allocation in the national and corporate budget;
• Guide the participants through the process of tagging and submitting to the CCET Help
Desk CC PAPs in the context of national planning and programming process and the
rationalized planning process; and
• Provide convergence across national government agencies on the implementation of
climate change and disaster risk reduction programs, activities, and projects through
the Risk Resiliency Program
LEGAL PROVISIONS
Section 5.3.5 of the DBM-CCC Joint Memorandum Circular No. 2015-01 mandated the CCC
together with the DBM to strengthen the capacity of NGAs, SUCs, and GOCCs to undertake
CCET.
TARGET PARTICIPANTS
The orientation aims to strengthen the capacity of budget, planning and environment/climate
change officers of the agencies to undertake the CCET. For the orientation, each agency is
requested to send four (4) representatives3
.
