1. Undertake a prefeasibility study for a capture pilot
plant at a natural gas-fired power station in Poza Rica
2. Assess the MMV and regulatory requirements for
converting EOR sites into permanent CO2 storage
sites
3. Study to establish a legal and regulatory framework
for CCUS
4. Develop a public engagement strategy

Capture Pilot Plant Pre-Feasibility Study
CFE decided in Feb 2014 to:
• Focus on capture from NGCC generating stations (i.e. no
coal)
• Locate pilot at the Poza Rica (Veracruz) power station
Selection of most suitable commercial capture technology
and most appropriate size (within 2-20 MWe range)
Conceptual design, incl. technical specifications, estimates
of capital and operating costs, and assessment of social,
and environmental impacts
Status: RFP issued, deadline Nov 3. Expected start date:
mid-Dec 2014. Expected study completion: Oct 2015

WB sponsored mission of 11 delegates, representing all
major Mexican stakeholders, to Canada in Mar 2014:
• visited commercial CCS/CCUS sites in Saskatchewan and
Alberta (Cenovus - Weyburn EOR project, SaskPower
Boundary Dam capture project, Shell Quest)
• meetings with provincial governments, industry,
universities and research organizations
• logistical support from Canadian embassy in Mexico
Collaborating with APEC and GCCSI on three APEC
workshops on CCS/CCUS (Aug-Nov 2014)
