2. Background
• On March 26, 2015 City Council approved an Ordinance
permitting the lease of City Fiber Optic Cable Facilities.
• Spare fiber (dark fiber) is the connection of two locations
through fiber optic cable that is currently unused.
• The leasing of dark fiber allows other entities to utilize
the city unused fiber infrastructure to interconnect
multiple locations.

3. Fiber Infrastructure
• City currently has over 20 miles of fiber on a main ring. This
consist of 48-fiber count fiber.
• Connection of 4 main core locations (City Hall, IT, Utility Service
Center, PD). PD is in process of being moved to new location.
• Additional 40-50 miles of fibers that spur off the main ring or core
locations. Fiber count varies for 24-48 fibers.

4. Current Use
• 10-year lease. $500/strand mile licensing fee.
Maintenance Fee Calculated Annual (currently
$52.08/strand mile/year)
• Two Companies – Wirestar Networks and CEO Technologies
Wirestar – leasing 88.74 fiber strand miles. Leased through October 2025.
Has had 2 Lease Amendments. Currently pay $4,621.58/year
CEO Technologies – leasing 146.26 fiber strand miles. Leased through Sep 2027.
Has had 3 Lease Amendments. Currently pay $7,617.22/year
Provide High-Speed Internet, Managed IT Services, VoIP Phone Systems,
Security Monitoring

5. Availability
• Partnership with CSISD and A&M to interconnect their
facilities
• Interconnection of majority of traffic signals and water
services.
• Many of the fibers used to connect one part of the city
with another.
• Currently there are up to six dark fibers available on the
Fiber ring that loop around the city.
• Additional fiber available on spurs
