POLICY FRAMEWORK “Strong political support for the rollout of broadband networks” Digital Agenda for Europe • Broadband targets by 2020: i) access to speeds of above 30 Mbps for all Europeans; ii) subscription of internet connection above 100 Mbps for 50% or more of European households Connecting Europe Facility • Projects of common interest for the deployment of digital service infrastructures and high-speed broadband networks EU Connected Communities Initiative • Innovative pilot projects for deploying high speed broadband which can be replicated across the European Union

Infrastructure mapping Infrastructure sharing Cost reduction strategies Integrating infrastructure mapping and availability prerequisites in network deployment and civil engineering construction  facilitate the sharing of physical infrastructures. Maximizing the use and sharing of available physical infrastructures  facilitate the roll out of broadband investments. 1. Diminish capital investment costs by as much as 40 percent. 2. Stimulate broadband investments in underserved areas. 3. Optimise the use of scarce national resources. 4. Improve competition in the telecommunications market. 5.   5. 5. GOVERNANCE AND STRATEGIC PLANNING Limit the planning-to-implementation process gap. Authorize a central body to facilitate the coordination of civil works. Establish a centralised infrastructure data management platform. Spread knowledge among public officers and decision makers on the potential of infrastructure mapping and sharing.
  6. 6. LEGAL AND REGULATORY FRAMEWORK Transpose the relevant EU regulations and directives into national legislation. Establish control mechanisms to deal with high sensitivity infrastructure data. Pricing scheme that will provide the right incentives for incumbents to open up their facilities. Enforcement tools to ensure compliance with mapping and sharing regulations.
  7. 7. APPROACHES TO FINANCE Co-financing through state aid and grant from the EU to overcome the resistances caused by the limited financial resources. Encourage public-private partnerships as a means for raising additional financing or as an alternative funding scheme. Collaborate with regions across EU to develop plans and projects for the deployment of high-speed broadband networks.
