Main Duties:
To formulate and oversee the Highway Authority’s response to consultations on planning
applications which affect the public highway and to agree design principles for new
development. To advise on proposals for agreements under Section 38 and Section 278
of the Highways Act, to negotiate solutions on such matters as road layout, junction
design and to ensure that the proposed layouts and construction of new roads, which are
to be adopted as public highways, comply with approved standards and best practice.
Main Responsibilities:
To manage the work of the Development Management team, this currently comprises
17 staff.
To evaluate and make recommendations on the highway implications of planning
applications for major development, including support and advice to staff, and policies/
proposals contained in Local Development Frameworks.
To analyse detailed Transport Assessments and identify necessary improvements to
Suffolk’s road and transport infrastructure.
To negotiate with developers the scope, extent and terms of their contributions to the
County Council and the preparation of complex Section 106 agreements under the
Town and Country Planning Act.
To advise on proposals for agreements under Section 278 of the highways act for
improvements works within existing public highways and under Section 38 for
dedication of highways.
To ensure satisfactory execution of section 38 agreements in respect of compliance
with layout and construction detail.
To represent the County Council on external working groups, public meetings and
planning committees as appropriate.
To appear as expert witness at inquiries.
To give professional advice to Councillors, senior managers and other sections of the
Council/ other organisations on traffic, transport and safety matters relating to
development.

Main purpose:

Woolpit Childcare Centre Ltd
Chair Person of the Woolpit Childcare Centre Build Committee, responsible for the
inception and project management of a childcare build project involving business plan
preparation, building design, liaisons with School, Governing Bodies, County Council,
Education Authority, Parish Council, residents and parents/ Carers. Since successful bid
outcome for £200,000, acted as Project manager during construction of the building,
which opened October 2007. I have continued to be the main Director and Treasurer for
the charitable company to the present day.

Hobbies In my remaining spare time I enjoy health and fitness pursuits, in particular running and
gym attendance. I also actively encourage my two sons in developing their health,
fitness and education.
