Main project features: The proposed Support to Border Areas Development Project
(Project) will help the five participating provinces (the Provinces) of Kon Tum, Gia Lai,
Dak Lak, Dak Nong, and Binh Phuoc to better realize their growth potential and
become more closely integrated into sub-regional frameworks including the Greater
Mekong Sub-region (GMS), the Cambodia – Lao PDR – Viet Nam Development
Triangle Area (CLV-DTA), and the ASEAN Economic Community (AEC). It will improve
the project area’s connectivity by developing critical transport infrastructure, leading to
increased movement of people, agricultural produce, and other goods. Moreover, it will
facilitate logistics and trade, and help develop the Provinces’ capacity for investment
planning from a regional integration perspective. As the Provinces are at the joint
borders of the Cambodia–Lao–Viet Nam Development Triangle Area (CLV-DTA) , the
project will enable them to serve as an engine and gateway to wider markets for this
sub-regional initiative..
The main objective for the individual “Strategy” consultant is to carry out logistics
assessment for agribusiness development in the five DTA provinces, assess progress
and applicability of ongoing and planned trade and transport agreements and practices
under the Greater Mekong Sub-region (GMS) and CLV-DTA programs, conduct a
needs assessment of trade and transport facilitation and relevant investments at border
gates within the DTA to promote domestic and international trade from and to five DTA
provinces, and prepare a blueprint for necessary soft- and hardware investments for
better trade and transport facilitation as well as logistics service development..

(i) Assess the quality of public logistics infrastructure and appropriate investment and
needs and recommend the scope for capacity building within the five Vietnamese DTA
provinces;
(ii) Recommend means for improving performance of public and private logistics
infrastructure to facilitate enhanced agribusiness supply chain development and trade
for the DTA; and
(iii) Prepare an implementable Trade and Logistics Strategy for the Vietnamese DTA
provinces, considering the outcome of the assessment and recommendations from
tasks (i) and (ii) above.

Main project features: The proposed Secondary Cities Development Program (Green
Cities) will enable the development of sustainable and resource efficient urban growth
models for secondary cities in Viet Nam, catalyzing the implementation of the National
Program on Urban Development 2011-2020 which ensures conformity with Viet Nam’s
Socio-Economic Development Plan, 2011–2015 and Socio-Economic Development
Strategy, 2011–2020. This emphasizes urban development with efficient use of natural
resources, and responds effectively to climate change and natural disasters. Alignment
with ADB’s policies covers the urban operational plan, 2012–2020 and the Viet Nam
Country Partnership Strategy, 2012–2015, fostering balanced growth and
environmental sustainability.
The program will be implemented in three cities (i) Ha Giang (Ha Giang Province), (ii)
Hue (Thua Thien Hue Province), and (iii) Vinh Yen (Vinh Phuc Province), and
demonstrate different urban green growth models.
The TA will support the:
(i) Complete preparation and design of the SCDP outputs
(ii) Design of prioritized investments emerging from the Green City Action Plans
(GCAPs)
(iii) Define and scope the results based program
(iv) The assessment on the program and to strengthen the systems and capacity, if
required.

Main project features: The Township consists of 77ha mixed land use in the southern
part of Hanoi which includes residence, office and commercial center. The internal road
network of the township has about 30km of length including urban trunk and connector
roads, local roads and house group local roads. The other infrastructure includes storm
drainage, sewage, water supply, lighting, electric and communication. The first phase
of the township with 10ha was completed in 2013 and take into operation in 2014. This
project will continue to develop the infrastructure of the rest area.

Activities performed: As Road Engineer and team leader of project, responsible for
reviewing of legal documents and applied standards; Review topographical and
geological data and recommendation for client’s action; Coordinate road and storm
water drainage design team; translate the survey data into NOVA terrain model;

Main project features: Under the WB’s loan, HCMC plans to develop its first BRT
corridor that runs along the East-West Highway corridor with a total length of 25 km
and ancillary facilities to support the BRT operation. The objectives of this TA study
are to: 1) Perform studies necessary to define an integrated public transport system in
the pilot corridor including BRT; 2) Make recommendations for integrating the existing
bus system and the proposed MRT system with the proposed BRT corridor; 3)
Evaluate the impact of BRT on other modes (car/motorcycle) and discuss options for
avoiding intermodal conflicts; 4) Evaluate the costs and benefits of the project.

Main project features: HCMC UMRT Line 1 (approximately 20 km) has already been
under construction and expected to open in 2017/2018. In order to maximize the effects of
the railway project, it is necessary to consider carefully the level of service and inter-modal
transfer facilities to facilitate more passengers using the railway system. The objectives of
the study are to: 1) Develop an implementation plan of feeder bus network along HCMC
MRT Line 1, 2) Conduct a feasibility study and basic design of intermodal facilities in
station areas of the MRT line, and 3) Recommend policies and regulations for urban
development around the stations.

Main project features: Continuing the completed Part A of the project (Climate Change
Vulnerability & Risk Assessment Study for Ca Mau and Kien Giang Provinces, Vietnam),
the Part B focused on climate change adaptation and planning. Part A included output 1:
identification of future climate conditions in the Mekong Delta region; and output 2:
assessment of the effects of future climate scenarios on natural, social, and economic
systems in the Mekong Delta region. Part B included output 3: identification of appropriate
climate change adaptation measures for target provinces and targeted regional sectors;
and output 4: design and pre-feasibility level analysis of pilot projects for scaling up and
replication of TA outcomes and support to collaborative mechanisms for information
sharing and coordinated action on climate change.

Main project features: The overall goal for the component is to help Da Nang city
become a more liveable and “green” city benefiting all citizens by increasing urban
mobility in a clean, safe, inclusive, and energy efficient manner. Under the WB’s loan,
Danang planned to develop a BRT system consist of one main corridor and 4 additional
feeder lines. The main BRT corridor that runs from Hoa Khanh industrial zone in the Nord
to Viet-Han college at the South of the city with a total length of 25 km through the city
centre area. 4 feeder routes have its total length of 65km, and they would serve 3
additional destinations, 2 in Da Nang – Ba Na Hills and Son Tra; and the third serving the
important tourist and employment, Hoi An. The main BRT corridor will operate on
dedicated lane, and the feeder routes will use shared road with other vehicles. The project
conducted feasibility study and basic design of the BRT system.

Conducting transport demand forecast by using traffic modelling (VISUM and VISSIM

Bridge on the Yen Vien – Pha Lai National Railway Line, Vietnam

Main project features: In 2003 and 2004, Vietnam Railways Corporation implemented
a new rail line project connecting Hanoi and Cai Lan, Quang Ninh province. This new
rail line has its length of 128km would use 1.435m wide track, and serves the busy
industrial corridor from Cai Lan port going through Hai Duong, Bac Ninh province and
connect to Hanoi. This study carried out feasibility study and technical design of the new
rail line.

Name of project: TA-8849 (VIE): Support to Border Areas Development Year: 2015 Client/Fund source: ADB Main project features: The proposed Support to Border Areas Development Project (Project) will help the five participating provinces (the Provinces) of Kon Tum, Gia Lai, Dak Lak, Dak Nong, and Binh Phuoc to better realize their growth potential and become more closely integrated into sub-regional frameworks including the Greater Mekong Sub-region (GMS), the Cambodia – Lao PDR – Viet Nam Development Triangle Area (CLV-DTA), and the ASEAN Economic Community (AEC). It will improve the project area’s connectivity by developing critical transport infrastructure, leading to increased movement of people, agricultural produce, and other goods. Moreover, it will facilitate logistics and trade, and help develop the Provinces’ capacity for investment planning from a regional integration perspective. As the Provinces are at the joint borders of the Cambodia–Lao–Viet Nam Development Triangle Area (CLV-DTA) , the project will enable them to serve as an engine and gateway to wider markets for this sub-regional initiative.. The main objective for the individual “Strategy” consultant is to carry out logistics assessment for agribusiness development in the five DTA provinces, assess progress and applicability of ongoing and planned trade and transport agreements and practices under the Greater Mekong Sub-region (GMS) and CLV-DTA programs, conduct a needs assessment of trade and transport facilitation and relevant investments at border gates within the DTA to promote domestic and international trade from and to five DTA provinces, and prepare a blueprint for necessary soft- and hardware investments for better trade and transport facilitation as well as logistics service development.. Position held: Individual Strategy Specialist (48189-001) Activities performed: (i) Assess the quality of public logistics infrastructure and appropriate investment and needs and recommend the scope for capacity building within the five Vietnamese DTA provinces; (ii) Recommend means for improving performance of public and private logistics infrastructure to facilitate enhanced agribusiness supply chain development and trade for the DTA; and (iii) Prepare an implementable Trade and Logistics Strategy for the Vietnamese DTA provinces, considering the outcome of the assessment and recommendations from tasks (i) and (ii) above. 2. Name of project: TA-8671 VIE: Secondary Cities Development Program (Green Cities) Year: 2015 Client/Fund source: ADB fund; ICF & EXP International Consultant & ASEC National Consultant. Main project features: The proposed Secondary Cities Development Program (Green Cities) will enable the development of sustainable and resource efficient urban growth models for secondary cities in Viet Nam, catalyzing the implementation of the National Program on Urban Development 2011-2020 which ensures conformity with Viet Nam’s Socio-Economic Development Plan, 2011–2015 and Socio-Economic Development Strategy, 2011–2020. This emphasizes urban development with efficient use of natural resources, and responds effectively to climate change and natural disasters. Alignment with ADB’s policies covers the urban operational plan, 2012–2020 and the Viet Nam Country Partnership Strategy, 2012–2015, fostering balanced growth and environmental sustainability. The program will be implemented in three cities (i) Ha Giang (Ha Giang Province), (ii) Hue (Thua Thien Hue Province), and (iii) Vinh Yen (Vinh Phuc Province), and demonstrate different urban green growth models. The TA will support the: (i) Complete preparation and design of the SCDP outputs (ii) Design of prioritized investments emerging from the Green City Action Plans (GCAPs) (iii) Define and scope the results based program (iv) The assessment on the program and to strengthen the systems and capacity, if required.

Name of project: Detailed design of road and storm drainage system of Park-city Le Trong Tan township, Hanoi City, Vietnam Year: 2015 Client/Fund source: Vietnam International Township Development JST.Co (VIDC), and Tham & Wong Vietnam Main project features: The Township consists of 77ha mixed land use in the southern part of Hanoi which includes residence, office and commercial center. The internal road network of the township has about 30km of length including urban trunk and connector roads, local roads and house group local roads. The other infrastructure includes storm drainage, sewage, water supply, lighting, electric and communication. The first phase of the township with 10ha was completed in 2013 and take into operation in 2014. This project will continue to develop the infrastructure of the rest area. Name of project: Green Transport Project, BRT System (Technical Pre- Feasibility Study), Ho Chi Minh City, Vietnam Year: 2013 – 2014 Client/Fund source: HCMC Urban-Civil Works Construction Investment Management Authority (UCCI)/WB Fund Main project features: Under the WB’s loan, HCMC plans to develop its first BRT corridor that runs along the East-West Highway corridor with a total length of 25 km and ancillary facilities to support the BRT operation. The objectives of this TA study are to: 1) Perform studies necessary to define an integrated public transport system in the pilot corridor including BRT; 2) Make recommendations for integrating the existing bus system and the proposed MRT system with the proposed BRT corridor; 3) Evaluate the impact of BRT on other modes (car/motorcycle) and discuss options for avoiding intermodal conflicts; 4) Evaluate the costs and benefits of the project. Name of project: Special Assistance for Project Implementation (SAPI) for Ho Chi Minh City Urban Railway Project (Ben Thanh – Suoi Tien Section Line 1), Ho Chi Minh City, Vietnam Year: 2013 Client/Fund source: MAUR HCMC/JICA Fund Main project features: HCMC UMRT Line 1 (approximately 20 km) has already been under construction and expected to open in 2017/2018. In order to maximize the effects of the railway project, it is necessary to consider carefully the level of service and inter-modal transfer facilities to facilitate more passengers using the railway system. The objectives of the study are to: 1) Develop an implementation plan of feeder bus network along HCMC MRT Line 1, 2) Conduct a feasibility study and basic design of intermodal facilities in station areas of the MRT line, and 3) Recommend policies and regulations for urban development around the stations. Name of project: TA-7377-VIE Climate Change Impact and Adaptation Study in the Mekong Delta, Part B: Climate Change Adaptation and Planning, Mekong Delta River, Vietnam Year: 2012 – 2013 Client/Fund source: VIDECO/ADB Fund Main project features: Continuing the completed Part A of the project (Climate Change Vulnerability & Risk Assessment Study for Ca Mau and Kien Giang Provinces, Vietnam), the Part B focused on climate change adaptation and planning. Part A included output 1: identification of future climate conditions in the Mekong Delta region; and output 2: assessment of the effects of future climate scenarios on natural, social, and economic systems in the Mekong Delta region. Part B included output 3: identification of appropriate climate change adaptation measures for target provinces and targeted regional sectors; and output 4: design and pre-feasibility level analysis of pilot projects for scaling up and replication of TA outcomes and support to collaborative mechanisms for information sharing and coordinated action on climate change. Name of project: Revision of Transport Master Plan of Ha Noi Capital to 2030 and vision to 2050, Hanoi City, Vietnam Year: 2012 Client/Fund source: Hanoi Department of Transport/ Hanoi PC Main project features: In 2008 Hanoi, Hatay province and a part of Vinhphuc province were integrated to formulate the expanded Hanoi now, and in 2010, Hanoi completed the construction master plan for the whole of expanded area. This project is a sectorial master plan and managed by Department of transport. Name of project: Da Nang Sustainable City Development Project, Component 2- Bus Rapid Transport System, Da Nang City, Vietnam Year: 2012 - 2013 Client/Fund source: Da Nang People’s Committee/WB Fund Main project features: The overall goal for the component is to help Da Nang city become a more liveable and “green” city benefiting all citizens by increasing urban mobility in a clean, safe, inclusive, and energy efficient manner. Under the WB’s loan, Danang planned to develop a BRT system consist of one main corridor and 4 additional feeder lines. The main BRT corridor that runs from Hoa Khanh industrial zone in the Nord to Viet-Han college at the South of the city with a total length of 25 km through the city centre area. 4 feeder routes have its total length of 65km, and they would serve 3 additional destinations, 2 in Da Nang – Ba Na Hills and Son Tra; and the third serving the important tourist and employment, Hoi An. The main BRT corridor will operate on dedicated lane, and the feeder routes will use shared road with other vehicles. The project conducted feasibility study and basic design of the BRT system. Main project features: The project is to establish an Electronic Road Pricing (ERP) system around the city center. This system includes about 33 tolling gates & 1 control center. This is the first Road pricing project in Vietnam introducing an ERP system & using a transport model to analyse its impacts. The master plan of this city is approved in 2005 but due to the modification of master plan of Hanoi and its expension requires the city to review and audit the master plan of the township especially the road network in the new urban core TAYHOTAY of Hanoi. Name of project: Feasibility Study and Technical Design of Pha Lai Railway Bridge on the Yen Vien – Pha Lai National Railway Line, Vietnam Year: 2003 - 2004 Client/Fund source: Vietnam Railways Corporation/JICA Fund Main project features: In 2003 and 2004, Vietnam Railways Corporation implemented a new rail line project connecting Hanoi and Cai Lan, Quang Ninh province. This new rail line has its length of 128km would use 1.435m wide track, and serves the busy industrial corridor from Cai Lan port going through Hai Duong, Bac Ninh province and connect to Hanoi. This study carried out feasibility study and technical design of the new rail line.
