2. Chief of the Mitigation, Preparedness and Continuity Branch in the Acquisition Operations
Division (AOD), Office of the Chief Procurement Officer (OCPO)
Serves as first line supervisor for 3 Section Chiefs (supervisory 1102s) and one GS-15 contract
specialist, and second line supervisor for 38 non-supervisory 1102s. Serves as a senior
acquisition expert. Plans, develops, implements, manages and administers complex, high-
visibility acquisitions and assistance agreements in support of a wide variety of critical FEMA
programs and facilities. Provides recommendations on acquisition policy and serves as subject
matter expert in development of policies, procedures and systems.
Responsibilities include contract specializations in the pre-award and post-award environment.
Develops prototype procurements utilizing hybrid contract types and current procurement
initiatives and concepts. Utilizes expertise in all facets of complex competitive and sole source
acquisitions. Provides technical advice and counsel. Provides technical and administrative
direction and guidance for quality, cost effective procurements to ensure mission success for
FEMA Headquarters, Joint Field Offices, Regional and Recovery Offices. Directs and monitors
the efforts of Source Selection Evaluation Boards. Serves as the Source Selection Authority for
high dollar, complex or sensitive procurements. Coordinates activities with legal counsel, audit
and program offices. Plans and develops contractual strategies necessary to meet mission
requirements in partnership with various organizations. Serves as a principal advisor to the
FEMA Head of the Contracting Activity and other senior officials.
Manages, supervises, and trains acquisition personnel who have varying acquisition
skill/knowledge/experience levels. Exercises supervisory authority and performs personnel
functions relative to staff supervision. Manages work assignments and promotes team building.
Ensures employee position descriptions are current and accurate. Establishes and maintains
communication guidelines and performance expectations for staff. Conducts performance

audit findings, prepares and presents briefings to staff and senior level management. Serves as a
voting member of the Contract Management Review Board (CMRB).
Past accomplishments with FEMA include: Served as FEMA’s representative on two DHS
subcommittees - the Strategic Sourcing Group and the Acquisition Services Governance
Board. .
Deployed to American Samoa to award and administer a contract for the construction of new
homes for disaster survivors. Served as acting Chief of the Acquisition Operations Division (an
SES level position) at FEMA Headquarters from 30 March 2009 to 24 July 2009. Developed a
Procurement Request Package Preparation Guide, Contract Closeout Guide, Disaster Contracting
Guide and Commercial Solicitation Preparation Guide which are all being utilized by FEMA.
Deployed as the lead contracting officer to more than 11 Presidentially declared disasters
including the response to 9-11 in New York, the 2002 Olympic watch in Salt Lake City, and
multiple Florida hurricanes in 2004. Managed a cadre of up to 40 disaster contracting reservist

3. employees. Developed the Disaster Contracting Guide and Disaster Contracting Course currently
used as a training tool at FEMA. Served as the FEMA representative on the Emergency
Response and Recovery Community Working Group to develop a certification program in
Contingency Contracting for civilian GS-1102s. Served as FEMA agency administrator for all e-
Gov systems including Federal Business Opportunities, Contractor Performance System, Federal
Agency Registration, Past Performance Information Retrieval System, Federal Technical Data
Solution, and the Automated Acquisition Management System (AAMS) used to collect FPDS-
NG data and prepare solicitation and award documents.
As a senior acquisition manager led change through the FEMA retooling initiative following
Hurricane Katrina. The implementation of recommendations restructured oversight, solicitation,
and the award of new and replacement contractual vehicles in a results-driven, high intensity
environment. Served a key role in implementing major organizational changes following
Hurricane Katrina including the development of the Strategic Roadmap and Scorecard for the
Office of Acquisition Management. Initiated and served on numerous Integrated Product Teams
to address issues such as: guidance on implementation of the local area set-aside requirement of
the Stafford Act, transition process of contract files from Joint Field Offices to the Regional
offices, management and oversight of 1102s within FEMA, and the transition of various
workload, staff and procurement systems.
