EXPERIENCE
Senior Procurement Agent / Team Leader 2007 to Present
• The Boeing Company Huntsville, AL
Currently working on development/production contracts, managing seven suppliers across 10 platforms for multiple
Boeing Military Aircraft, as well as the Space Launch Systems Programs. Previous assignments: worked on top secret
development contracts valued at over $400M for the National Team (NT) Program. Worked on spiral development
contracts valued at over $2B under the auspices of the Ground-based Missile Defense Program (GMD). These
programs support the Department of Defense (DOD), managed under the Boeing Defense Systems Division, within
The Boeing Company.
• Work assignments shifted to assign suppliers requiring T’s and C’s override agreements. Selected to mentor
new Boeing Procurement Agents. Managing Development and Production programs simultaneously.
Managed a licensing agreement in support of a small business supplier with opportunities to expand their
program. The result will enable Boeing to collect licensing fees, while reducing unit cost as a result the
increase in production.
• Directly supported EVMS reporting through financial analysis and subsequent management of effective
subtier efforts to support the Prime position as analyzed to support maximum financial benefit.
• While on the GMD Program, worked with software, construction, and radar/sensor contracts based on my
ability to pick up Boeing systems, and perform dynamic financial analysis in addition to execution of work
projects to meet program requirements. Worked off a backlog of aging unplaced actions while moving current
assignments forward. Received an In-Program promotion. Utilized effective negotiations to merge 2
separate proposals in order to overcome a 10% overrun in one of the actions. This resulted in Boeing
avoiding utilization of $2.5M in management reserve in order to accomplish the above procurements.

• The above strategy required negotiating a $40M / 17% reduction out of the larger proposal to meet the
shortfall(s) between available budget and final price acceptance. Led the analysis for a capture team in the
development of a procurement strategy to mitigate a $200M + debit /credit proposal effort. This strategy
required not only product team buy in, but also the approval of the Contract Group, Finance, and the
Government Customer. The implementation of this strategy saved the Customer >$700K through reduction
and or elimination of proposal preparation costs. Significant effort placed in improving supplier sub-tier
relationship for my construction contract assignment. Issues are now approached collaboratively vice a
combative strategy. This change has improved response time, and reduced the effort required to resolve
issues inherent in a construction contract. The sub-tier’s profitability also increased, and the overrun on the
contract was reduced by $10M (25%) over a two year span.
• Following the GMD Program, was requested to rotate to The National Team. The National Team is a best of
the best development program, tasked with building the future of America’s missile defense capability. It
includes the top five major Defense contractors working collaboratively to support requirements, with Boeing
in the role of Prime Contractor in a dynamic development environment. I am managing a team of three team
members supporting this program.
• Managed Multiple Simultaneous Negotiations based on financial analysis of the pending program budget, and
the resulting impact to subtier requirements. This included cutting the initial effort agreed to through the alpha
contracting process by 20 percent while maintaining existing heads in anticipation of additional work. This
effort also included analysis of proposals to determine negotiation strategy, based on the Program Budget
and DCAA audit responses. Also negotiated new Terms and Conditions to support prime contract
requirements.
• Following a Division wide reorganization, assigned to a production team. Assignments adjusted to target
development and T’s & C’s gap requirements.
• Received multiple recognition awards for performance above and beyond the normal course of business
activities. This included performing Program Manager Duties in addition to all regular assignment activities
during a 6 month vacancy in the PM position on the construction contract.
• Recipient of the GMD Star of the Month Award in August 2010 for proactive effort within the GMD program.

Senior Procurement Specialist 2000 to 2007

Responsible for all aspects of purchasing hardware, software, as well as product and software development, in

Achieved a reduction of $400,000 per year on an annual component buy previously procured for eight years,
utilizing previous component performance analysis to challenge the sub-tier. This reduction was maintained for
four consecutive years after implementation. In addition, eliminated or reduced risk factors associated with the
terms and conditions for this component through conversion of sub-tier exceptions to clarifications.
Negotiated a corporate agreement with a sub-tier resulting in not only an immediate savings for an open order but
also access for other BPMI sub-tier orders placed on BPMI’s behalf.
Developed several analysis forms, now in use Company wide, for performing cost estimating as well as
presentation of unusual profit curves associated with Fixed Price Incentive contacts.
Participated on multiple teams in support of automating many of the numerous repetitive manual procurement
tasks, resulting in faster evaluation of contract performance, as well as incorporation of Earned Value Management
requirements imposed by the Government.
Multi-Unit Retail Restaurant Manager 1994 to 2000

Responsibilities included Major Retail Unit, Catering, Convenience Store, and Concessions Departments.
• Staff management included 27 full time, 10 part time, and 20 student workers, with combined sales of $1.9M.
• Involved with all aspects of purchasing including sourcing and product recommendations, Facilities
Management, sanitation, marketing, tracking, government policy compliance and human resource needs.
• Analysis of staffing requirements due to increased line speed efficiency in two units, resulted in reduction of
four FTE's, through elimination of unnecessary positions.
• Established Kanban System for restocking resulted in 25% reduction in restocking labor cost, as well as 5%
gain in dry storage area.
Rerouted traffic flow patterns and modified merchandizing methods, resulting in the final quarter’s positive profit of
$140K compared to two previous quarters of loss positions of $80K per quarter, a 140% increase.
Generated additional profit of $50K per year solely by introduction of personalized bottled water branding to all
retail divisions. Average unit profit increased 45% per bottle over the prior product.
Remodeling campaigns in '95 and '97 achieved sales increases of 10 to 15% per annum. Directly responsible for
completion of '97 remodel campaign.
Redesigned workflow and food processing for concessions, resulting in sales increases of 30% and profit increases
of 50% per season.
