This document discusses regional cooperation in the Öresund region between Sweden and Denmark. It examines different levels of institutional change and focuses on governance structures for transport infrastructure projects. Specifically, it analyzes the different priorities between Sweden, which highly values the Öresund regional concept, and Denmark, which sees advantages for Copenhagen. There are challenges in overcoming national differences between the countries and reconciling their priorities. It questions whether transport infrastructure is a business or political matter and how to balance organized integration with spontaneous cooperation.
