2. INTRODUCTION
Currently, Children in the age group of 3 to 6
years are not covered in the 10+2 structure as
class 1 begins at age 6.
In the new 5+3+3+4 structure ( NEP 2020), a
strong base of early childhood care and
education (ECCE) from age 3 is also included.
Which is aimed at promoting better overall
learning, development and wellbeing.
3. Aims of ECCE
Overall aims of ECCE will be to attain
optimal outcomes in the domains of :
Physical and Motor development,
Cognitive development, socio- Emotional-
ethical development, cultural/ artistic
development and the development of
communication and early language,
Literacy and numeracy
5. Highlights of ECCE -2020
Foundational Learning Curriculum:- For age
group 3 to 8 divided into two parts i) Age 3 to 6
in ECCE and ii) Age 6 to 8 in class I & II in
Primary school
Universal Access:- For children of 3 to 6
years- access to free, safe, high quality ECCE
at Anganwadis/ Pre- school/ Balvatika.
To ensure that all students are schools ready,
an interim 3 months Play-based “School
Preparation module” for all Grade 1 students,
will be developed by NCERT and SCERTs

Preparatory Class:- Prior to age 5 every child will move to a
‘Preparatory class’ or ‘Balvatika’ { i.e before class 1}, which has an
ECCE qualified teacher
Multifaceted:- Flexible , multi-level, play-based, activity-
based and inquiry based learning
School Infrastructure and Resources:-
i) Special Educational Zone SEZ
ii) School Complex or Clusters for resource sharing
o Training :- Training of Current Anganwadi workers/
teachers, those with qualification of 10+2 and above shall be
given 6 month certificate program in ECCE, and those with
lower educational qualification shall be given One year
diploma Program.
7. Nutritional support
o The Mid day Meal MDM program shall also be
extended to the preparatory classes in primary
schools
o Health checkups and growth monitoring shall
also be made available to preparatory class
students of Anganwadi as well as of Primary
school
9. ECCE FRAMEWORK
National Curriculum and Pedagogical Framework for
Early Childhood Education ( NCPFECE) will be drafted
by NCERT
NCPFECE will be aligned with the latest research on
ECCE, and National & International best practices.
Comprising of Alphabets , Languages, numbers,
Counting, colors, shapes, indoor & Outdoor plays,
puzzles and Logical thinking, Problem solving drawing,
Painting and other visual art, Craft, Drama and
Puppetry, Music and Movements
