Preamble
We, the members of Mzumbe University Student Teachers Association do hereby establish this
constitution in order that our purpose is realized to its betterment.
Article 1: Interpretations
In this constitution the following words shall have the meaning as follows, unless the
context requires otherwise.
“MUSTA” is an abbreviation for the Mzumbe University Student Teachers’ Association.
“The board” means the association board established under Article 9 of this constitution.
“Misconduct” means the breach of code of ethic for MUSTA member as enacted by the board
under Article 7(b) of this constitution.
“Mzumbe University Charter” means the Mzumbe University charter 2007.
“Executive council” means executive council established under Article of 5 this constitution.
Appropriate authority as used under Article 15 (4) of this constitution means the
authority empowered to register students' affiliation within Mzumbe University.
Article 2: Name of Association
The name of this Association shall be the Mzumbe University students Teacher's Association,
Henceforth referred to as MUSTA.
Article 3: Statement of Purpose
MUSTA will provide the avenue for students pursuing the degree of education at Mzumbe
University (Main Campus) undergraduate to post graduate to discuss educational matters,
holding meetings and seminars for improving teaching profession. It shall be the purpose of
MUSTA to oversee teachers or student who undertake teaching at Mzumbe Unviersity as per the
rules and regulations of their career profession. MUSTA shall promote unity and act as a link
between Association member with other external educational institutions including search
employment or internship opportunities to private schools. MUSTA shall work in cooperation
with the University management and other educational institutions concerning educational
matters including reviewing documents such as curriculum, syllabus, program evaluation,
researches and being a center of advice.

Article 4: Language of MUSTA
The official languages of MUSTA shall be Kiswahili and English language, and all official
records of MUSTA shall be kept in English language or Kiswahili language.
Article 5: Membership
The majority of the members of this MUSTA shall consist of regularly enrolled undergraduate
and postgraduate students from Faculty of Social Science (FSS) in education department of the
Mzumbe University (Main Campus). The MUSTA shall not discriminate against any student on
the basis of race color, religion, sex, national origin, creed, age, disability and marital status.
1. MUSTA shall have two types of membership namely; ordinary membership and
associate membership.
2. Ordinary memberships shall be open two all continuing under graduates and
graduates Student of Faculty of Social Science in education department of Mzumbe
university (main campus).
3. Associate memberships shall be open to former MUSTA members who prior to the
end of their studies were members to MUSTA and subscribed to the members at the
end of their studies.
4. Rights of members of MUSTA.
a) Right to participate in all general activities of MUSTA.
b) Right to have his/her name included in the list of MUSTA members.
c) Right to vote or voted in general election for any leadership position save for
associate members.
d) Right to participate in the meeting, seminars and workshops of MUSTA and passing
resolutions.
e) Right to information of the general activities of MUSTA and account reports of
MUSTA.
f) Right to voluntary withdrawal which shall be made through notice to the MUSTA
board which shall consider it and remove his/her name from list of members.
g) Request and receive all the publications of MUSTA.
h) Right to advice for MUSTA improvement.

5. Duties of members of MUSTA.
a) To attend meeting called by president as stipulated by this constitution or by-laws.
b) b) To pay fees of 5000 Tsh per year and necessary contributions prescribed by this
constitution or by-laws.
c) To observe and protect MUSTA constitution.
d) To participate in activities of MUSTA.
6. Termination of membership.
The board shall have power to remove from list of members any member either on its own
motion and or upon receiving allegation from any other member by observing the following.
a) To notify the alleged member of the nature of allegation made against him.
b) Within fourteen days the alleged person shall be given an opportunity to give reason as to
why his or her name should not be removed from the list of members and failure to give
reason shall warrant an automatic dismissal.
c) The board upon receiving reason from the alleged person shall make decision and reason
for that decision.
7. MUSTA board shall have power to terminate membership of a member due to the falling
reason.
a) Failure of member to pay necessary fees for two consecutive semesters.
b) Member's misconduct.
c) Failure of a member to attend three consecutive general meeting without notification.
d) Discontinuation or deregistration of a member from studies.
e) Voluntary withdraw
The aggrieved person shall have the right to appeal to the executive council within two week.
Article 6: Executive Council
There shall be executive council which shall be the administration organ and responsible for day
functions of MUSTA and the management of this organization shall be vested in the executive

council. The council shall compose the following;
 President,
 Vice-President
 The secretary general and
 The Treasurer.
1. The president
The president shall be the head of MUSTA and the chairperson of the executive council. He must
have minimum of a 3.5 cumulative grade point average (GPA) of current year of study. The
president shall perform the following duties;
a) The president shall call general meeting and ordinary meetings and shall serve as the
chairperson of such meeting.
b) The president shall carry out the provisions of this constitution.
c) The president shall appoint committees and respective chair persons.
d) The president shall oversee all committee activities.
e) The president shall, with the advice of the Association board, plan and coordinate
MUSTA event.
f) The president shall serve as the link between the organization and the Dean of Students
office or Dean of Faculty.
2. Vice President
a) The Vice President shall assist President to perform presidential duties.
b) The vice president shall assume the duties of the president in his/her temporary absence.
c) The vice President shall perform any duties delegated by the President
d) The vice President shall attend all inter-club meetings.
e) The vice President shall keep the faculty Advisor apprised of the MUSTA activities
throughout the year.
f) The vice president shall assist the president preparing meeting agenda.
g) Assume presidential office upon vacancy.
h) The vice president shall perform the duties of president if the president

postponed, deregistration, discontinuation and die.
3. Secretary General
a) The Secretary General shall record and keep accurate minutes of all meetings.
b) The Secretary General shall act as correspondence clerk.
c) The secretary General shall print and distribute agenda for all meetings.
d) The Secretary General shall perform any duty ordered by the President.
e) The Secretary General shall prepare and read the minutes of meetings.
4. Treasurer
a) Treasurer shall handle funds and finances for Association.
b) Treasurer shall be responsible for maintaining accurate financial records and prepare
the annual financial report of the Association.
c) Treasurer shall collect membership fees and other contributions.
d) Treasurer shall pay bills and release funds as voted by the general membership.
e) Treasurer shall maintain the bank account transactions.
f) Treasurer shall be the primary contact for budget of the Associate.
g) Treasurer shall be responsible for signing all reimbursements and tracking the
budget
progress of the Association.
Article 7: Impeachment / Removal and Replacement of Executive Council Members
1. All elected leader of executive council of Association shall be subjected to impeachment
and removal by two - thirds majority vote of the total membership.
2. The process shall be supervised by Association board in consultation with advisors.
3. Prior to impeachment or removal there must be one week's notice of intent publicized.
A member of Executive Council may be impeached or removed only under the following
reasons;
i. Serious physical or mental illness which make him unable to perform his duties under
this constitution.
ii. Misconduct.

iii. Misuse of fund
iv. Death
v. Voluntary resignation
vi. Discontinuation, Deregistration and postponement from studies,
vii. Failure to perform his constitutional obligations and or duties.
Article 8: Elections
1. There shall be general election which shall be held every January, the President
shall convene, general meeting of member of MUSTA to elect new executive council.
2. There shall be election committee composed of chairperson, secretary and three others
members. The committee shall be appointed by members during general meeting.
3. Members of the committee must have participated in MUSTA activities at least one
year and paid the membership fees. The committee shall supervise the general election
and screen candidate for executive council.
4. The election will be done by secret ballot by club members who have attended at least
two meetings.
5. For a candidate to be announced as a winner of any post must have the majority votes of
at least 51 % of all members who attended the respective General meeting for election.
Article 9: Association Board
There shall be an association Board subordinate to the executive council that shall consist of six
members namely; the Chair Person, Secretary and other four members from MUSTA members.
The board shall be appointed by MUSTA president. In making his or her appointments the
president should adhere to the following;
 Gender balance
 Equal representativeness of all programs
After appointment, board members shall elect the chairperson and secretary of the board.
Duties of the Board shall be
a) The board shall be assisting the Executive Council to perform its duties.
b) The board shall be making Association by-law by the directions of the President.

c) The board shall approve different appointees of the president by way of voting.
d) The board shall be responsible to make amendment of the constitution where the
President directs so.
e) The board shall be supervising by elections.
f) All its decisions are mere recommendations to the president.
g) The board shall give reasons when disapproves President's appointees,
h) The Board shall be advisory board of the President.
Article 10: Finance
1. MUSTA will finance the activities it engages in form of the following sources.
a) Members annual and registration fees.
b) Grants and gifts
c) Donations
d) Any other sources that executive council may deem fit.
2. MUSTA shall have the bank account which will be supervised by Treasurer as a
chief signatory and other two signatories; the President and Chairperson of Board.
Article 11: Meetings
There shall be two kinds of meetings namely; the general meetings and ordinary meetings.
The quorum shall consist of half number of all members of the association and for the purpose of
Passing any resolution it shall be majority vote of the attended members.
1. There shall be two general meetings for every year of study and so there shall be
one general meeting each semester which shall be put in the annual time table and
convened by the president.
2. There shall be ordinary meetings which shall be convened by the president
where necessaryor at the request of the members.
3. There must be public notice or announcement of association meeting on the notice board.
4. President shall present association reports at every general meeting and treasurer shall
present financial report of the association at every general meeting.

Article 12: Advisors
There shall be two advisors of MUSTA to be appointed by the executive council assisted by the
Head of education department amongst staffs of Mzumbe University Faculty of social sciences
from Education department subject to the approval of the general meeting. These advisors will be
consulted by the executive council or Association for advices or the advisors on their own
motion may advice these bodies for different Association purposes.
Article 13: Amendments
Any amendment of this constitution shall require two-thirds vote at general meeting and
the board shall be responsible to make such amendments by its own motion or as directed by
President and approved by members during general meeting.
Article l4: Miscellaneous
1. MUSTA is an academic Association at Mzumbe University (main campus)
is not affiliated to any organization.
2. This constitution is the mother law in the general MUSTA management and that any
by law of the Association inconsistent with this constitution shall be void.
3. This constitution shall be subjected to Mzumbe University Charter.
4. This constitution shall come into operation upon completion of the formal
legislation of MUSTA by the appropriate authority.

  • 2. 1 Preamble We, the members of Mzumbe University Student Teachers Association do hereby establish this constitution in order that our purpose is realized to its betterment. Article 1: Interpretations In this constitution the following words shall have the meaning as follows, unless the context requires otherwise. “MUSTA” is an abbreviation for the Mzumbe University Student Teachers’ Association. “The board” means the association board established under Article 9 of this constitution. “Misconduct” means the breach of code of ethic for MUSTA member as enacted by the board under Article 7(b) of this constitution. “Mzumbe University Charter” means the Mzumbe University charter 2007. “Executive council” means executive council established under Article of 5 this constitution. Appropriate authority as used under Article 15 (4) of this constitution means the authority empowered to register students' affiliation within Mzumbe University. Article 2: Name of Association The name of this Association shall be the Mzumbe University students Teacher's Association, Henceforth referred to as MUSTA. Article 3: Statement of Purpose MUSTA will provide the avenue for students pursuing the degree of education at Mzumbe University (Main Campus) undergraduate to post graduate to discuss educational matters, holding meetings and seminars for improving teaching profession. It shall be the purpose of MUSTA to oversee teachers or student who undertake teaching at Mzumbe Unviersity as per the rules and regulations of their career profession. MUSTA shall promote unity and act as a link between Association member with other external educational institutions including search employment or internship opportunities to private schools. MUSTA shall work in cooperation with the University management and other educational institutions concerning educational matters including reviewing documents such as curriculum, syllabus, program evaluation, researches and being a center of advice.
  • 3. 2 Article 4: Language of MUSTA The official languages of MUSTA shall be Kiswahili and English language, and all official records of MUSTA shall be kept in English language or Kiswahili language. Article 5: Membership The majority of the members of this MUSTA shall consist of regularly enrolled undergraduate and postgraduate students from Faculty of Social Science (FSS) in education department of the Mzumbe University (Main Campus). The MUSTA shall not discriminate against any student on the basis of race color, religion, sex, national origin, creed, age, disability and marital status. 1. MUSTA shall have two types of membership namely; ordinary membership and associate membership. 2. Ordinary memberships shall be open two all continuing under graduates and graduates Student of Faculty of Social Science in education department of Mzumbe university (main campus). 3. Associate memberships shall be open to former MUSTA members who prior to the end of their studies were members to MUSTA and subscribed to the members at the end of their studies. 4. Rights of members of MUSTA. a) Right to participate in all general activities of MUSTA. b) Right to have his/her name included in the list of MUSTA members. c) Right to vote or voted in general election for any leadership position save for associate members. d) Right to participate in the meeting, seminars and workshops of MUSTA and passing resolutions. e) Right to information of the general activities of MUSTA and account reports of MUSTA. f) Right to voluntary withdrawal which shall be made through notice to the MUSTA board which shall consider it and remove his/her name from list of members. g) Request and receive all the publications of MUSTA. h) Right to advice for MUSTA improvement.

Duties of members of MUSTA. a) To attend meeting called by president as stipulated by this constitution or by-laws. b) b) To pay fees of 5000 Tsh per year and necessary contributions prescribed by this constitution or by-laws. c) To observe and protect MUSTA constitution. d) To participate in activities of MUSTA. 6. Termination of membership. The board shall have power to remove from list of members any member either on its own motion and or upon receiving allegation from any other member by observing the following. a) To notify the alleged member of the nature of allegation made against him. b) Within fourteen days the alleged person shall be given an opportunity to give reason as to why his or her name should not be removed from the list of members and failure to give reason shall warrant an automatic dismissal. c) The board upon receiving reason from the alleged person shall make decision and reason for that decision. 7. MUSTA board shall have power to terminate membership of a member due to the falling reason. a) Failure of member to pay necessary fees for two consecutive semesters. b) Member's misconduct. c) Failure of a member to attend three consecutive general meeting without notification. d) Discontinuation or deregistration of a member from studies. e) Voluntary withdraw The aggrieved person shall have the right to appeal to the executive council within two week. Article 6: Executive Council There shall be executive council which shall be the administration organ and responsible for day functions of MUSTA and the management of this organization shall be vested in the executive
  • 5. 4 council. The council shall compose the following;  President,  Vice-President  The secretary general and  The Treasurer. 1. The president The president shall be the head of MUSTA and the chairperson of the executive council. He must have minimum of a 3.5 cumulative grade point average (GPA) of current year of study. The president shall perform the following duties; a) The president shall call general meeting and ordinary meetings and shall serve as the chairperson of such meeting. b) The president shall carry out the provisions of this constitution. c) The president shall appoint committees and respective chair persons. d) The president shall oversee all committee activities. e) The president shall, with the advice of the Association board, plan and coordinate MUSTA event. f) The president shall serve as the link between the organization and the Dean of Students office or Dean of Faculty. 2. Vice President a) The Vice President shall assist President to perform presidential duties. b) The vice president shall assume the duties of the president in his/her temporary absence. c) The vice President shall perform any duties delegated by the President d) The vice President shall attend all inter-club meetings. e) The vice President shall keep the faculty Advisor apprised of the MUSTA activities throughout the year. f) The vice president shall assist the president preparing meeting agenda. g) Assume presidential office upon vacancy. h) The vice president shall perform the duties of president if the president
  • 6. 5 postponed, deregistration, discontinuation and die. 3. Secretary General a) The Secretary General shall record and keep accurate minutes of all meetings. b) The Secretary General shall act as correspondence clerk. c) The secretary General shall print and distribute agenda for all meetings. d) The Secretary General shall perform any duty ordered by the President. e) The Secretary General shall prepare and read the minutes of meetings. 4. Treasurer a) Treasurer shall handle funds and finances for Association. b) Treasurer shall be responsible for maintaining accurate financial records and prepare the annual financial report of the Association. c) Treasurer shall collect membership fees and other contributions. d) Treasurer shall pay bills and release funds as voted by the general membership. e) Treasurer shall maintain the bank account transactions. f) Treasurer shall be the primary contact for budget of the Associate. g) Treasurer shall be responsible for signing all reimbursements and tracking the budget progress of the Association. Article 7: Impeachment / Removal and Replacement of Executive Council Members 1. All elected leader of executive council of Association shall be subjected to impeachment and removal by two - thirds majority vote of the total membership. 2. The process shall be supervised by Association board in consultation with advisors. 3. Prior to impeachment or removal there must be one week's notice of intent publicized. A member of Executive Council may be impeached or removed only under the following reasons; i. Serious physical or mental illness which make him unable to perform his duties under this constitution. ii. Misconduct.
  • 7. 6 iii. Misuse of fund iv. Death v. Voluntary resignation vi. Discontinuation, Deregistration and postponement from studies, vii. Failure to perform his constitutional obligations and or duties. Article 8: Elections 1. There shall be general election which shall be held every January, the President shall convene, general meeting of member of MUSTA to elect new executive council. 2. There shall be election committee composed of chairperson, secretary and three others members. The committee shall be appointed by members during general meeting. 3. Members of the committee must have participated in MUSTA activities at least one year and paid the membership fees. The committee shall supervise the general election and screen candidate for executive council. 4. The election will be done by secret ballot by club members who have attended at least two meetings. 5. For a candidate to be announced as a winner of any post must have the majority votes of at least 51 % of all members who attended the respective General meeting for election. Article 9: Association Board There shall be an association Board subordinate to the executive council that shall consist of six members namely; the Chair Person, Secretary and other four members from MUSTA members. The board shall be appointed by MUSTA president. In making his or her appointments the president should adhere to the following;  Gender balance  Equal representativeness of all programs After appointment, board members shall elect the chairperson and secretary of the board. Duties of the Board shall be a) The board shall be assisting the Executive Council to perform its duties. b) The board shall be making Association by-law by the directions of the President.
  • 8. 7 c) The board shall approve different appointees of the president by way of voting. d) The board shall be responsible to make amendment of the constitution where the President directs so. e) The board shall be supervising by elections. f) All its decisions are mere recommendations to the president. g) The board shall give reasons when disapproves President's appointees, h) The Board shall be advisory board of the President. Article 10: Finance 1. MUSTA will finance the activities it engages in form of the following sources. a) Members annual and registration fees. b) Grants and gifts c) Donations d) Any other sources that executive council may deem fit. 2. MUSTA shall have the bank account which will be supervised by Treasurer as a chief signatory and other two signatories; the President and Chairperson of Board. Article 11: Meetings There shall be two kinds of meetings namely; the general meetings and ordinary meetings. The quorum shall consist of half number of all members of the association and for the purpose of Passing any resolution it shall be majority vote of the attended members. 1. There shall be two general meetings for every year of study and so there shall be one general meeting each semester which shall be put in the annual time table and convened by the president. 2. There shall be ordinary meetings which shall be convened by the president where necessaryor at the request of the members. 3. There must be public notice or announcement of association meeting on the notice board. 4. President shall present association reports at every general meeting and treasurer shall present financial report of the association at every general meeting.
  • 9. 8 Article 12: Advisors There shall be two advisors of MUSTA to be appointed by the executive council assisted by the Head of education department amongst staffs of Mzumbe University Faculty of social sciences from Education department subject to the approval of the general meeting. These advisors will be consulted by the executive council or Association for advices or the advisors on their own motion may advice these bodies for different Association purposes. Article 13: Amendments Any amendment of this constitution shall require two-thirds vote at general meeting and the board shall be responsible to make such amendments by its own motion or as directed by President and approved by members during general meeting. Article l4: Miscellaneous 1. MUSTA is an academic Association at Mzumbe University (main campus) is not affiliated to any organization. 2. This constitution is the mother law in the general MUSTA management and that any by law of the Association inconsistent with this constitution shall be void. 3. This constitution shall be subjected to Mzumbe University Charter. 4. This constitution shall come into operation upon completion of the formal legislation of MUSTA by the appropriate authority.
