2. Centaurus Mall is the latest development in Pakistan. If seen, no one will ever say that it is
located in country with economic instability and problems. With breath taking view of Margalla
hills draped behind, this 40 stories building is a master piece. Its initial concept is one seen in
Dubai and Sharjah. It is 3 building connected to one another through 4 stories of shopping mall.
Also this master plan on Centaurus Mall contains a “fun place” for children, a luxury cinema,
hotel residence and an office. Centaurus Mall is one of the most iconic shopping and
entertainment centers in Islamabad. Located at a prime location, thousands of people visit the
mall every day. However, this Eid mall’s management did something that must have irritated and
shocked many people.
Any person (man or boy) who wasn’t accompanied by his family was charged a hefty entry fee.
The administration at the mall decided to increase the entry fee for men who were looking to
have a good time or simply wanted to browse the shops for something useful this ‘Eid.
STEPS IN POLICY FORMULATION:
IDENTIFICATION OF NEED:
To control the increasing number of men who loiter around Centaurus Mall, theadministration
decided to introduce a Rs. 500 coupon for single men entering the mall.
An appalling twist to this new increment was that it was not only compulsory to buy but it was
also completely non-refundable and non-adjustable.
“To ensure that shopping at Centaurus does not become inconvenient to them, we have
decided to introduce an entry coupon of Rs500 per person,” the public notice read.
IDENTIFICATION OF THE LEAD RESPONSIBILITY:
A sub-committee from amongst the staff members would be developed to take the lead
responsibility of this policy formulation. This committee would consist of members selected by
the higher authorities. This team would be based on a team leader and the competent staff.
GATHER INFORMATION:
As the committee developed is from amongst the staff, they would have the legal authority in the
mall to develop any policy there. The team has the responsibility to provide a protective, secure
and comfortable environment to the families in a crowdy place like a shopping mall. The
committee would observe the environment and finally draw a solution for it.
DRAFT A POLICY:
“To ensure that shopping at Centaurus does not become inconvenient to them, we have
decided to introduce an entry coupon of Rs500 per person”

3. It would work on the same principle/ framework as implied previously but with an alteration that
this time the entry charges would be completely non-refundable.
CONSULTING APPROPRIATE STAKEHOLDERS:
Stakeholders of the mall include the staff members, management committee and the public that
comes there. As we know that policies are most effective if consulted with the ones who get
affected the most. Public reviews can be taken in order to evaluate the policy.
FINALIZE OR APPROVE:
At last, the policy would be finalized by the top management and administration once it gets
approved by the committee specially designed for this purpose. The approval must be forwarded
to every single concerned person in the mall who would later on be responsible for the
development of procedures in the mall.
CONSIDER THE PROCEDURES:
The procedures following this policy would be to support it. They may include the ways or
methods to handle the response to this policy after being implemented. The criticism should be
taken positively. The “complaint cell” could be made within the committee that was developed
to receive the complaints regarding this policy after its implementation.
IMPLEMENTATION:
The policy once formulated, would be communicated throughout the staff and the concerned
community. The mall would communicate it with the public through its press releases. As a

MONITOR, REVIEW, REVISE:
The policy, as in its previous version, held the refunding of the amount charged on entry. The
policy being revised resulted in non-refundable entry charges. The team developed under a team
leader or supervisor would be accountable for monitoring and reporting the implementation of
the policy. The policy would be flexible to be reviewed on the basis of the response of the
community who got affected.
SUBMISSION OF FINAL REPORT:
After the approval, implementation, and monitoring, the reports should be submitted to the
authorized administration. The committee would be responsible to submit the report.
