3. Background of Adolescent Reproductive Health Program
Adolescent sexual and reproductive health refers to the
physical and emotional wellbeing of adolescents and
includes their ability to remain free from unwanted
pregnancies, unsafe abortion, Sexually Transmitted
Infections, HIV/AIDS, and all forms of sexual violence
and coercion.
4. According to the Department of Health
adolescents face many threats to their health and wellbeing.
While mortality rate in this age group is low, they are
susceptible to conditions that are related to their increasing
mobility, socialization, and risk-taking behavior.
1 in every 10 young woman ages 15-19 is already a mother,
doubling the likelihood of maternal death compared to those
over 20 years, and increasing the risk of dropping out of
school and facing limited economic opportunities.

5. 16 % of abortion attempts occur among teenagers
Sexually Transmitted Infections, HIV and AIDS, drugs,
alchohol and smoking are also on the rise among adolescents
Drowning and transport accidents are among the top 5 causes
of death among 10-19 age group
3% of young people ages 15-27 have attempted to commit
suicide
Issues of assault and bullying are also causing increasing
concern among parents, educators and adolescents

7. WHAT IS ADOLESCENT REPRODUCTIVE HEALTH (ARH)?
A program that aims to strengthen DepEd’s delivery of its
mandate under the Responsible Parenthood and
Reproductive Health Act of 2012 (R.A. 10354) through
guidance and counseling by enhancing capacities of licensed
guidance counselors or designated homeroom guidance
teachers and selected personnel and development of a referral
network to service providers on all RPRH concerns.

8. The Responsible Parenthood and Reproductive Health (RPRH) Law
mandates the Department of Education (DepEd) to design a
Comprehensive Sexuality Education (CSE) which is a curriculum-
based process of teaching about the cognitive, emotional,
physical, and social aspects of sexuality.
