To establish, maintain, and
support a complete,
adequate and integrated
system of education relevant
to the needs of the people of
society.
6. DECLARACY OF POLICY
The composition of the governing boards of chartered state
universities and colleges (SUCs) is modified in order to:
(a) achieve a more coordinated and integrated system of
higher education;
(b) render them more effective in the formulation and
implementation of policies on higher education;
(c) provide for more relevant direction in their governance; and
(d) ensure the enjoyment of academic freedom as guaranteed
by the Constitution.

20. Powers and Duties of
Governing Boards (Sec.4)
HEMA allows the governing boards to enact rules and regulations for
the SUCs. Among its specific powers and mandates are to:
1. to receive in trust legacies, gifts and donations of real and personal
properties of all kinds.

- deducted from the income tax of the donor
For : a. non-stock, non-profit private universities and colleges
b. extended to city colleges and universities

2. Determine the tuition and other school fees and provide
socialized tuition and scholarship program for poor
students.
3. Approve the curricula, institutionalize new programs, and
absorb non-chartered tertiary institutions.

5. Appoint school officials and faculty members.

6. Receive and appropriate the school's budget, as well as
entering into joint ventures with private entities to gain
maximum income.

President of the university or college
- appointed by the Board of Regents/Trustees, upon the
recommendation of a duly constituted search committee
- have a term of 4 years and shall be eligible for
reappointment for another term
- assisted by a vice president for academic affairs who
shall be appointed by the Board

President of the university or college
- In case of vacancy by reason of death, resignation, removal for
cause or incapacity to perform the functions of his office
a. the Board shall have the authority to designate an officer-in-
charge (OIC) pending the appointment of a new president.
b. his successors shall hold office for the unexpired term.
26. Admission (Sec.12)
No student shall be denied
admission to any university or
college by reasons of sex,
nationality, religion, political
affiliation, or physical disability.
