It is with great pleasure that I write this letter of recommendation for Angela Carter-Lowe. I had
the pleasure to work with Angela in my previous role as the Vice President, Data Services for
the Educational Results Partnership (ERP). Over my three decades working in technology in
private companies, non-profits and public agencies, I’ve had the opportunity to manage many
technical staff. I believe that experience gives me a good perspective of the skills and qualities
that are most valuable when considering hiring staff for technology positions.
Angela was hired at ERP in a combination Help Desk and Data Analyst role. She provided
telephone and email support to a wide variety of users for our CalPASSPlus.org web site. She
assisted users in preparing/uploading student data, accessing data reports, login issues and
anything else they needed. In her Data Analyst role, she managed automated processes that
processed student data for K-12 and higher education users and loaded it into our data
warehouse. She frequently did follow-up with educational entities on the status of their data
submissions to encourage them to get their data submitted.
I found her to be an enthusiastic and quick learner, who was willing to take on any project,
particularly those that would provide an opportunity to expand her knowledge and skills. She
quickly learned the Kentico Content Management System (CMS) we used to support that
website. She was also a quick study in learning SQL and being able to utilize those skills with our
Microsoft SQL servers. Our organization required that technology staff learn a lot about student
data and reporting systems such as K-12’s CALPADS, the Community College System’s MIS
process and other higher education student data systems.
One of the things that impresses me the most about Angela are her people skills. In technology,
I believe one of the most important traits is the ability to assist non-technical people with
technical issues without making them feel stupid. The ability to explain those difficult technical
concepts in plain English so anyone can understand is a valuable skill and is one of her
strengths. She is a master at helping frustrated people get past road blocks to be able to get the
technology to do what they need it to do for them. The feedback we received from users about
Angela was entirely positive and occasionally “gushing.”

Without any reservation, I would strongly recommend Angela Carter-Lowe as an excellent
employee and a great person, who would be an asset to any organization but particularly in a
technical role. She is honest, hardworking and reliable. If I could talk her into moving to San
Jose, I’d hire her for my department in a second.
