Position Purpose
§ The position is responsible for the delivery of Security services in a global, consistent and
integrated manner to secure the entire BATPNG business, its people, assets and
information. The scope of Security activities (the Security spectrum) is extensive, ranging
from personnel to products, from information to goods in transit, from computers to
factories and from routine operations to one-off events and meetings.
§ The National Security Manager is responsible for developing, implementing and reviewing
the businesses anti-illicit trade strategy. Through the Anti-Illicit Trade Area Managers, and
the Anti-Illicit Trade Intelligence Unit the position will execute the anti-illicit trade
strategy in partnership with PNG law enforcement agencies and government departments
with the agreed outcome of disrupting illicit supply chains and reducing the quantity of
available illicit product in the PNG markets.

Key Accountabilities
§ Deliver country-wide security services that are organised and systematic in manner, based
upon relative levels of security risk that have been identified, assessed and prioritised.
§ Manage and review contracts with third-party security service providers, ensuring a high-
level of security service delivery is maintained, that key performance indicators are
achieved and relationships between all stakeholders continue to provide mutually
beneficial outcomes.
§ Assess, manage and report on all key security risks in line with the methodologies
employed by the Group Security Risk Management Manual.
§ Develop, implement and maintain currency of BATPNG Business Continuity and Crisis
Management plans and arrangements. Provide effective emergency prevention and
preparation advice to the business and lead the response to an emergency event as the
designated Crisis Management Coordinator.
§ In conjunction with the local IT Manager, ensure that BATPNG is compliant with the Group
Information Protection Standard, and IT Security policies and standards.
§ Actively contribute to the development and implementation of the AIT strategy by
supporting the AIT I&E Manager, LEX and the AIT IU by working closely together to tackle
the illicit trade problem in PNG.
§ Proactively work with the business, in particular the Heads of Finance, and Audit, to
develop appropriate fraud prevention plans. Provide the lead in fraud investigations and
work closely with Audit to ensure any control weakness are identified and corrected and
raise the awareness of fraud issues and promulgate the relevant policies and procedures.
§ To provide a safe and secure working environment through the development and
integration of consistent Security Risk Control Measures across the business to address the
identified and prioritised risks against people, assets and information.
§ Be fully committed to the BAT talent management process and the development of people
within the Security Function to provide effective succession planning, a healthy talent
pipeline and development opportunities to enable career progression.
§ Proactively drive and enhance relationships with relevant internal and external
stakeholders in order to facilitate achievement of key deliverables.
§ To keep abreast of developments in Security disciplines and best practice in order to
continually improve established processes, technologies and available resources.
§ Provide the necessary security and leadership support to the Security Team within the
Solomon Islands Tobacco Company where required.
Operational/Technical/Professional Results
§ Deliver significant advantage to BATPNG through the development of security measures to
counter potential risks and threats identified through the effective collection and
evaluation of information pertaining to criminal, political, social, military and
environmental activity and threats to company personnel, assets and information, in
support of business operations and activities.
§ Manage, develop and direct BATPNG contractual requirements for the delivery of security
services for the supply chain and 3rd
party logistics contracts.
§ Actively review and validate security guidelines, practices and procedures required to
protect company personnel, assets and information and drive the implementation of
agreed changes.

§ Drive and monitor compliance of security processes and procedures within BATPNG inline
with the Global BAT security policy, Global Security Service Description, standards and best
practise guidelines.
§ Conduct effective investigations into fraud, relevant security incidents, breaches of
Information Security or breaches against the BAT Global Standards of Business Conduct,
and provide relevant findings and recommendations to key stakeholders, including relevant
EXCO members and the Regional Head of Security in line with Global Investigation
Reporting Guidelines.
§ Proactively conduct Security Risk Assessments in line with the Global Security Risk
Management methodology, and develop mitigating plans to minimise or eliminate
likelihood and impact of identified risks to the business.
§ Negotiate with service providers to ensure cost of security services to BAT nationwide is
reduced and services rendered are maintained at a very high standard.
§ Contribute high level input into anti-illicit trade strategies for the PNG market, and drive
the implementation of the business plans to combat instances of illicit trade in PNG.
§ Provide management guidance and oversight to the AIT Intelligence and Enforcement
Manager in the delivery of the BATPNG Anti-illicit trade strategy and proactively lead the
Security Function in combating illicit trade.
§ Proactively participate and contribute strategies and innovations as a member of the
BATPNG AIT committee. Transfer committee decisions and outcomes into measurable
targets and manage resources in achieving outcomes in line with strategy.
§ Develop detailed technical innovative designs of physical security measures including
target hardening, electronic security and access control systems and procedures.
§ Support the delivery of emergency preparedness initiatives and processes for BATPNG
premises and sites throughout the country including plan preparation and testing, resource
allocation and emergency communications planning.
Management Results
§ Manage the Security intelligence system in a manner that provides early warnings on key
risks and threats against the company, whilst providing ongoing, relevant and informed
updates to the General Manager, the Executive Committee team and relevant
stakeholders within the Area and the Region.
§ Actively facilitate and manage the execution of the Crisis Management Plan and other
relevant Emergency Plans as the BATPNG Crisis Management Coordinator.
§ Manage the process of reviewing, updating and testing of all Business Continuity Plans for
the Security Function where required by the Governance Committee and also in-line with
Global BAT guidelines
§ Successfully manage security records in accordance with Records Management Policy.
§ Monitor and report progress against plan for initiatives and results aimed at addressing
illicit trade relevant to BATPNG.
§ Ensure all relevant key controls for the Security function meet the required guidelines
(eg. Control navigator).

party Security Service providers as required to ensure the provision of cost
effective and efficient security technology, guarding and armed escort solutions.
§ Effectively manage the BATPNG Security budget to support the integrity of business
assets, information and products.

§ Leverage understanding, engagement and support of stakeholders (internal and external)
to support better-informed decisions in addressing security issues effectively.
§ Chair the BATPNG Business Information Security Committee and proactively lead the
embedment of the Global Information Protection Standard across the end market
§ Ensure that the BATPNG Executive Committee and appropriate managers are aware of
and fully briefed on all significant security issues affecting the business across PNG.

line with the Global Security Service Description and which is seen as an integrated,
value adding function across the end market.

exists within Security function.

§ Develop and maintain effective networks across BATPNG, other businesses, external
agencies and Government Departments to ensure key learning’s are shared and a
comprehensive knowledge network is developed.
§ Develop strong relationships with local Law Enforcement Agencies, such as PNG Customs,
Immigration, the National Airport Corporation, the Trans-National Crime Unit and the
Royal Papua New Guinea Constabulary.
§ Manage relationships within all areas of the business to ensure an effective security
service delivery which is aligned with both Global Security requirements and company
aims and objectives.

and efficient communications between stakeholders and the BATPNG security function.

Business Context
§ The PNG market is highly regulated as the government tends to adopt
policy developed from countries like Australia / NZ or from
international bodies such as World Health Organisation
§ The trading environment of the tobacco category is changing due to
increases trade specialisation, concentration of decision power,
growth in internationalism and the increased use of technology
§ To gain the competitive advantage, maintain current singular
supplier status and enhance brand, volume and profit performance,
the company will need to strive to adapt and successfully implement
BAT Best Practise and Learnings
§ PNG maintains very high levels of crime including murder, rape,
kidnapping, robbery, vehicle hijacking and serious assault. Tribal
warfare is prevalent in many areas of PNG and can flare up with no
warning. Environmental risks remain high due to extreme weather
conditions, active volcanoes and high-level seismic activity. Issues
with corruption and the misappropriation of funds plague government
departments. Law enforcement agencies are underfunded and lack
training and discipline
§ In 2016 the AIT figures in PNG represent an estimated 28% of the
manufactured cigarette market. A porous border with Indonesia and
lack of law enforcement resources contributes to making the
importation of illegal cigarettes by criminal gangs a relatively risk-
free venture. Routes include over land via tribal networks and by sea
in ‘banana boats’ via Jayapura, Vanimo and Wewak. Corruption
within Government and the bureaucracy supports illegal importation.
Anecdotal evidence suggests that some importation is via legitimate
sea-routes where AIT product is sent in shipping containers mixed
with legitimate imports.

Knowledge, skills,
experience and
qualifications
• Tertiary qualifications (Degree, Diploma) in Security, Risk
Management, Business studies or general management.
• Minimum 10 years of experience in private sector corporate security,
police, military, customs or related public sector organization.
• Demonstrated leadership capabilities with at least five years’
experience in a management role, preferably Security Management.
• Excellent knowledge of Security Systems and Processes and the
effective application of security technology
• Demonstrates Initiative and proactive approach to deliver quality
services
• Experience in the preparation of proactive security strategies, policies
and procedures.
• Exceptional written and oral communication skills
