DIVERSION TUNNELS COMPLETION FOR RIVER DIVERSION
Current Status
• Large Convergence at Inlet structures of DT 1& DT 2.
• Project Management:
• Lack of senior management and senior works technical managers
• No management and coordination of day-to-day material requirement / equipment
requirements
• Construction Management:
• Lack of efficient resources / unspecialized crews for lining works, resulting in
excessive assembly time for Arch shutters, rebar placement, and shutter fixing.
• Frequent material stock shortage for concrete placement including fine and
coarse aggregates
• Concrete temperature – lack of cooling plant facilities to control high concrete
temperatures. Inadequate storage facility for proper material storage.
• The Contractor proposed additional audit to overcome delays due to convergence

WAY FORWARD:
• Expedite shutter assembly. Improve material forecast and ensure sufficient material
available to meet production needs.
• Mobilize specialized trades. Prepare realistic targets and work as a team to meet
targets and overcome challenges
• Addition of new Access Tunnel to facilitate lining works in the presence of convergence
at Inlet areas in both tunnels.

QUARRY DEVELOPMENT FOR MAIN DAM EMBANKMENT
SCOPE OF WORK = Quarry Development for Main Dam Fill (17 Million Cum)
Facts:
1. In the contract, the Contractor was required to explore both locations, Todobo and Sappare
2. Contractor claimed that Todobo quarry will be sufficient to meet dam embankment fill quantity
and material specifications. The Engineer required the Contractor to explore both locations.
Todobo Quarry:
1. Contractor geological investigation - results are not reliable due to poor quality of coring
technique.
2. Investigation resulted in Maximum Size 400mm and large sizes may not be obtained from
Todobo.
3. Rockfill trial embankment was initially planned in first week June 2022.
4. 2 out of 10 proposed Trial Blast considered by the Contractor. The last trial blast was done in
March 2022.
5. The access roads to the quarry are still in progress.

Current Status - Sappare Quarry:
1. Resource for all aggregates and rockfill on the project as investigated by the Engineer.
2. Client currently drilling investigation holes to prove limestone strength for rockfill.
• Land leasing is delayed. Contractor is facing problems to find the landowner of specific area
where the material shall be tested for trial blast.
• Descon Contractor JV partner has leased 60 acres for aggregates production. CGGC has not
done any coordination for trial blast for filters and rockfill.
• Geological investigation for quarry exploitation by Contractor not started yet as per SP-21.
• Surface investigation done by the Engineer. Material was tested on the surface and tests are
ongoing for UCS and Point Load in site laboratory.
• The Client authorized the geological investigation to confirm the quality of rock for rockfill, due
to inconsistencies in the UCS results reported in the feasibility stage as compared with the
estimated value from Schmidt Hammer tests done on site in April 2022.
• Engineer already approved the laboratory proposed for large scale triaxial test in China
Changjiang Institute.

WAY FORWARD:
• Contractor to expedite Sappare Quarry Development (Access Roads, Blasting, Material
Testing, Stockpiling process which is pre-requisite for Main Dam Fill proposed by Contractor
in their method statement).
• Employer facilitate the Contractor in acquiring land for quarry exploration
• Engineer already approved the laboratory proposed for large scale triaxial test in China
Changjiang Institute.

8.3 PROGRAMME
Eight submissions by the Contractor to date.
Last submission by the Contractor was made on 29 Mar 2022 – Engineer’s major
comments were:
• Previous delays, already claimed and determined by the Engineer in EOT 1, still
present in revised schedule.
• Contractual Milestone Dates – not incorporated
• Contractor’s Resources –not provided, their productivities and Planned
durations - not justified
• Unjustified lags
• Unrealistic Total Float due to inaccurate inter-activities relationship
Submissions were rejected and returned for resubmission.

price. After further deliberations and correspondence exchanged, the Engineer shall proceed accordingly for issuance of
the VOs.

• PANDEMIC CORONA VIRUS (COVID-19)
The Contractor is serving claim notices (EoT & Cost) under force majeure Clause 19 & Employer’s
risk Clause 17.
No entitlement for cost under these clauses:
Clause 19 – not entitled to Cost under Sub-Clauses 19.4. Entitled only for events given in
Sub-Clause 19.1. (ii) – (iv) incl. rebellion, riot, munitions of war.
Clause 17 – Sub-Clause 17.3 & 17.4 - no rectification instructed by the Engineer
• PROJECT COLONY GAS SUPPLY SYSTEM
The Contractor claimed that Gas Supply System is additional to his scope
The Engineer assessed that Gas Supply System is in Contractor’s scope and issued his
Determination under Sub-Clause 3.5 of GCC accordingly.
The Contractor has disputed with the Engineer’s Determination and referred the case to DB
for their decision. DB proceedings are under way.

Objectives: Hydropower Generation 850 MW Annual Energy 2.862 Billion units Gross Storage 1.293 MAF Irrigated Agricultural Development 16,737 Acres (Revised 18,237) Drinking Water Supply to Peshawar 470 cusecs (304 MG/day) Flood Control Socio-economic uplift of project area

  • 20. 19 SPILLWAY Situation:  PMF Flood capacity = 27,500 cumecs  Ogee to riverbed = 215m  Spillway length = 600m long Actions:  Double stilling basin arrangement  Extensive hydraulic model testing at IRI Nandipur 215m high PMF 600m long Upper Stilling Basin Lower Stilling Basin Gated Ogee
  • 21. 20 GEOLOGY Situation:  Sequence of tectonically deformed Schist  strongly developed foliation surfaces, and  zones of polished graphitic Schist and talc  little groundwater Actions:  Exacting site investigations to understand the geology and geotechnical parameters:  Addition borehole campaign  Spillway crest and CFRD plinth investigations  Extensive Hydro jacking testing  Real-time feedback loop during tunnelling and surface excavations works to designers
  • 22. 21 DIVERSION TUNNELS – Large diameter in variable geological conditions Situation:  2 x 17.0m excavated diameter both 1.7km long  Encountering weaker zones in foliated Schist Actions:  Managed with split-heading excavation  Prudent real time interpretation of tunnel face conditions  Convergence encountered at Inlet due to weak geology in both tunnels – addition support measures being installed Outcome:  DT-1 header completed - breakthrough Dec 2021  DT-2 header completed - breakthrough Feb 2022  Concrete lining in progress – minor excavation left
  • 23. 22 HIGH CUT SLOPES Situation:  High cut slope:  180m at the Spillway lower stilling basin,  150m at the Powerhouse  120m at the Power Intake  Foliated Schist in seismic area Actions:  Heavy slope reinforcement with high capacity ground anchors  Real time geological interpretation at each bench  Engineer and Contractor working together at each bench for detailed assessment of support SPILLWAYS
  • 25. 24 DIVERSION TUNNELS COMPLETION FOR RIVER DIVERSION Current Status • Large Convergence at Inlet structures of DT 1& DT 2. • Project Management: • Lack of senior management and senior works technical managers • No management and coordination of day-to-day material requirement / equipment requirements • Construction Management: • Lack of efficient resources / unspecialized crews for lining works, resulting in excessive assembly time for Arch shutters, rebar placement, and shutter fixing. • Frequent material stock shortage for concrete placement including fine and coarse aggregates • Concrete temperature – lack of cooling plant facilities to control high concrete temperatures. Inadequate storage facility for proper material storage. • The Contractor proposed additional audit to overcome delays due to convergence
  • 26. 25 DIVERSION TUNNELS COMPLETION FOR RIVER DIVERSION WAY FORWARD: • Expedite shutter assembly. Improve material forecast and ensure sufficient material available to meet production needs. • Mobilize specialized trades. Prepare realistic targets and work as a team to meet targets and overcome challenges • Addition of new Access Tunnel to facilitate lining works in the presence of convergence at Inlet areas in both tunnels.

  • 28. 27 QUARRY DEVELOPMENT FOR MAIN DAM EMBANKMENT SCOPE OF WORK = Quarry Development for Main Dam Fill (17 Million Cum) Facts: 1. In the contract, the Contractor was required to explore both locations, Todobo and Sappare 2. Contractor claimed that Todobo quarry will be sufficient to meet dam embankment fill quantity and material specifications. The Engineer required the Contractor to explore both locations. Todobo Quarry: 1. Contractor geological investigation - results are not reliable due to poor quality of coring technique. 2. Investigation resulted in Maximum Size 400mm and large sizes may not be obtained from Todobo. 3. Rockfill trial embankment was initially planned in first week June 2022. 4. 2 out of 10 proposed Trial Blast considered by the Contractor. The last trial blast was done in March 2022. 5. The access roads to the quarry are still in progress.
  • 29. 28 Current Status - Sappare Quarry: 1. Resource for all aggregates and rockfill on the project as investigated by the Engineer. 2. Client currently drilling investigation holes to prove limestone strength for rockfill. • Land leasing is delayed. Contractor is facing problems to find the landowner of specific area where the material shall be tested for trial blast. • Descon Contractor JV partner has leased 60 acres for aggregates production. CGGC has not done any coordination for trial blast for filters and rockfill. • Geological investigation for quarry exploitation by Contractor not started yet as per SP-21. • Surface investigation done by the Engineer. Material was tested on the surface and tests are ongoing for UCS and Point Load in site laboratory. • The Client authorized the geological investigation to confirm the quality of rock for rockfill, due to inconsistencies in the UCS results reported in the feasibility stage as compared with the estimated value from Schmidt Hammer tests done on site in April 2022. • Engineer already approved the laboratory proposed for large scale triaxial test in China Changjiang Institute.
