To set up a Common Use Facility for the Natural Stone sector SMEs in Bayburt, North-eastern Anatolia. Purpose is
to increase the competitiveness of SMEs in Natural stone sector in Bayburt
The Results to be achieved are:
 Operationalization ofthe NSSCandimprovingthe sharedinfrastructure witha Common Use facility. A factory, to
provide manufacturing , marketing and other business services to local SMEs
 Recruitment ofthe Common Use Facility(Factory) personnel, around 35 staff, from Managing Director to the
Production Director, Marketing & Sales Director, machine operators, technicians, etc.
 Capacity building programmes for the improvement of the human capital of the NSSC staff
 Improving innovation-related entrepreneurship skills and capabilities of the local natural stones processors
through training, consulting and coaching.
 Innovation related partnership programmes, with Universities, Regional Development Agencies, Technology

HATAY (7.5 MILLION EUROS)
Prepare a Competitiveness/Business Model for the Common Use Facility, CUF, to develop a regional structure of
SMEs focused on smart specialization with the background of the CUF.
The objective ofthe assignment is to provide technical assistance to establishthe Competitiveness of the furniture
sector in Hatay and to support the Team Leader and KE2 in the following subjects:
 To define the framework where the different companies can develop a cluster as a networking activity to
increase the innovation competitiveness in a national and international market.
 To developa protocol on the specialization ofeachcompanyinthe cluster with competence market orientation
multiplying the competitiveness potential.
 To establish the parameters for a two possible specializations: horizontal and vertical.
 Identifying expertise in product (vertical specialisation) and/or process (horizontal specialisation).
 To define the core business of these two specialized lines.
 To prepare the implementation of the Competitiveness Model for the Furniture sector considering a clustering
scenario where specialization and innovation must consider the value chain.

Increase the adaptability of employers and employees of SMEs by lifelong learning, in 15 growth centres ofEast of
Turkey(Elaziğ, Malatya, Diyarbakir, Şanliurfa, Trabzon, Kayseri, Van, Kastamonu, Sivas, Samsun, Gaziantep, Kars,
Erzurum, Kahramanmaraş, and Batman). The Unionof Chambers andCommodityExchangesof Turkey(TOBB) is the
Beneficiaryof the Project, whereas the Ministryof Labour andSocial Security(MoLSS) is the CAIn In this project, 6
Training Support andCoordinationCentres (TSCC) will be establishedat 5 Chambers of Commerce andIndustry
(Elaziğ, Erzurum, Gaziantep, Samsun, Sivas)andTOBB. The analysis ofthe business environment to determine the
prioritysectors, the SMES and the labour relationships. In eachof these centres 2 Coordinators workedto establish
the appropriate designanddeliveryof project activitives for employers andemployees inclose cooperation with
KUYAP Technical Assistance Team (TAT), and local Chambers of Commerce and Industries ofthe 15 growth centres
in 15 locations inEastern Turkey
 Regional development advice on Adaptability and competitiveness for SMES and human capital to RDAs,
Ministries of Labour and Social Security and Chambers of Commerce
 Innovative business model for SMEs
 Creation of e-learning modules and the possibility for synchronous and asynchronous
 e-learning for employers and employees creating a E- learning platform for TSCC Ankara
 Creation of an innovative newsletter, forum and awareness and dissemination systems for stakeholders of 15
regions is Eastern Turkey . Around 5000 key stakeholders
 Vocational training programme for 200 Vocational School Teachers in Samsun, Elazig, Erzurum, Sivas and
Gaziantep on Adaptability in business and the matching of education and human capital needs and profiles, in
MSMEs
 600 TOT for trainers, training institutions, KOSGEB, ISKUR, other Regional Development organizations, RDA,
Business Associations, Women Businessassociations, etc.
 The trainings for the employers will mainlyincrease the managerial skills, whereas the trainings for the
employers will increase mainlytheir entrepreneurship skills.
 Training will be complementedby exchange experiences and best practices workshops will be organisedduring
Site Visits withthe participationof SMEs of more developedregions of West of Turkey. Theywillalso tryto raise the
awareness of companies regarding adaptabilityinbusiness
 In addition, studyvisits willorganizedfor employers andemployees who willbe brought to EU countries, where
theywill see how specific problems on basic issues like human resources management, accounting etc. are dealt
with inSMEs of some other countriesandhowchambers assist their members

Around 5000 key stakeholders  Vocational training programme for 200 Vocational School Teachers in Samsun, Elazig, Erzurum, Sivas and Gaziantep on Adaptability in business and the matching of education and human capital needs and profiles, in MSMEs  600 TOT for trainers, training institutions, KOSGEB, ISKUR, other Regional Development organizations, RDA, Business Associations, Women Businessassociations, etc.  The trainings for the employers will mainlyincrease the managerial skills, whereas the trainings for the employers will increase mainlytheir entrepreneurship skills.  Training will be complementedby exchange experiences and best practices workshops will be organisedduring Site Visits withthe participationof SMEs of more developedregions of West of Turkey.
