4. “e-Learning can be defined as 'learning facilitated and
supported through the use of information and
communications technology'.
It can cover a spectrum of activities from the use of
technology to support learning as part of a ‘blended’
approach (a combination of traditional and e-learning
approaches), to learning that is delivered entirely online.
Whatever the technology, however, learning is the vital
element.”

E-learning in Saudi Arabia: ‘To E or not to E, that is the question’
The Kingdome of Saudi Arabia, as the largest market and economy in the Middle East, has of late witnessed huge expansion in higher education and E-learning.
Dr Ali Al-Shehri from King Saud bin Abdulaziz University for Health Sciences uses the words of Shakespeare’s Hamlet, to pose the question pertaining to the KSA: ‘to E or not to E, that is the question.’ Dr Ali Al-Shehri however refers to e-learning as the type of online education such as full distance learning.
e-learning is electronic learning, and typically this means using a computer to deliver part, or all of a course whether it's in a school, part of your mandatory business training or a full distance learning course

Quote taken from to E or not to E:
‘Information and Communication Technologies (ICT) evolve at a quick pace and affect the way we live, work, access information, communicate and learn.’[8] Internet and web technology can assist in transforming education in the 21st century, but there is always a risk of putting technology before education, and the claim is that E-learning enables learners to be more self-directed, inquisitive, and reflective. However, the desire to master technology may observe this ideal.

CONCLUSION When used wisely and prudently, social media sites and platforms offer the potential to promote individual and public health, as well as professional development and advancement.11 However, when used carelessly, the dangers these technologies pose to HCPs are formidable.8 Guidelines issued by health care organizations and professional societies provide sound and useful principles that HCPs should follow to avoid pitfalls.15
E-health is the transfer of health resources and health care by electronic means. It encompasses three main areas:
The delivery of health information, for health professionals and health consumers, through the Internet and telecommunications.
Using the power of IT and e-commerce to improve public health services, e.g. through the education and training of health workers.
The use of e-commerce and e-business practices in health systems management.
E-health provides a new method for using health resources - such as information, money, and medicines - and in time should help to improve efficient use of these resources. The Internet also provides a new medium for information dissemination, and for interaction and collaboration among institutions, health professionals, health providers and the public.

As more young people from differing backgrounds than ever before go on to further education, there has never been a more urgent need to safeguard these individuals and their communities in the virtual world. The diverse multicultural nature of our environment increases sensitivity and provides an even greater chance to offend and disturb individuals with racial and cultural differences.
The serious threats posed by radicalisation and organised gangs are significantly increased though the use of in-house systems and online communities. As in any educational environment bullies persist, but with the use of technology and technically savvy youngsters cyberbullying across a cohort at both a class and ethnicity level is significantly increased.
These are just some of the issues faced by educational establishments in today’s society and to combat these risks it is essential to be well informed about what is going on in the community.
By monitoring and regularly reviewing data, issues can be addressed quickly with effective e-safety strategies which can be adapted to ensure that new issues arising are caught early.
Each year, a brand new year group joins the online community bringing with them differing beliefs, experiences and their own set of issues. A monitoring system is a useful way to detect developing trends and to change procedures in order to prevent these new threats becoming embedded.

Conclusions
The Web and Social media in particular brings a new dimension to health care as it offers a medium to be used by the public, patients, and health professionals to communicate about health issues with the possibility of potentially improving health outcomes. Social media is a powerful tool, which offers collaboration between users and is a social interaction mechanism for a range of individuals.
