• because of competitive advantage due to superior variety, volume and

• Demand of Pakistani fruits, and vegetables is increasing day by day in

• PHDEC work under Ministry of commerce, Government of
Pakistan.
• PHDEC created due to the huge potential of Pakistan’s
horticulture products in the global market.
• PHDEC uplift the Horticulture sector, in the light of the impact
of globalization and WTO rule.

• PHDEC envisions the vitalization of a dynamic
and market driven horticulture sector, which is
resilient, sustainable and responsive to meet
the challenges of globalization.
Mission Statement:
• The overall mandate of PHDEC is to promote, regulate, co-
ordinate and enhance the export of horticulture products for
the economic well being of all the stake holders in the
horticulture value chain.
• PHDEC's main thrust is to introduce Pakistan to the high-end
international markets through strategic initiatives efforts
along with integrated interventions and facilitation in all the
sub-sectors of the value chain.

Objectives of PHDEC
primary objective is:
• is to address and resolve problems and issues of the Pakistan horticulture
sector
• Encourage and facilitate the growers to “grow for exports”
• Impart new technologies and techniques to growers and processors.
• Develop/implement export marketing strategies.
• Attract local and foreign investment
• Create an export orientated environment
Company policies and procedure
Employee Conduct:
• No employee should engage in any other active profession,
trade, and business
Punctuality:
• employees will follow a standard workweek with scheduled
hours
Attendance:
• employees are required to attend office at 9:00 AM.
• Sharp, mark their attendance on the attendance registers
• writes their arrival and departure timings
False and misleading statement:
• employee of the PHDEC shall not take any false or misleading
statement
• in the relation to the appointment or the performance of their
duties
Performance of duty:
• every employee shall be required to perform their duties
• efficiently diligently, lawfully, honestly, and faithfully
Decision making:
• employees would act lawfully and exercise his/her discretionary
powers impartially with a loyalty
• to high ethical standards and avoiding conflicting situation.
Confidentially:
• having due regards for the rights of access to official
information,
• the employee has duty to treat appropriately, with all

Supervision of staff:
• employee who supervises or manages other employs should

• PHDEC policy of recruitment and selection of employee’s is based on
MERIT.

Employee Orientation
every selected candidate will undergo the orientation program.
Responsibility:
• the Administration & HR department
Orientation package:
 Welcome letter
 Introduction of the PHDEC
 Introduction of the PHDEC staff
 Joining Report
 HR policies and procedures
 List of all e-mails addresses of PHDEC employees
 List of telephone extensions
 Visiting cards, if employee is eligible
 Employee card.
Probation of Employee:
All appointed employees will be placed on a probationary period
Probationary Period:
• Assistant Managers and below 6 months
• Managers and above 6 months
• Confirmation of Employee: after successful completion of the
probationary period.
Promotion & Transfers
Promotion:
• employee who has completed at last 2 years service in the existing
post/pay scale considered.
• in case an employee delivers extraordinary results consistently may relax
the condition of 2 years
Transfer:
• Transfer could be made at any time in need of service
• Allowances are given to the employees who are transferred
• If transferred is made on the request of employee
• then no allowances are paid to him.
Human Resource Development
• PHDEC is proactively involved towards the development &
improvement of not only technical skills
• but also administrative and managerial skills of horticulture
sector
• The technical skills of the workforce are upgraded through
exposure to latest technologies and practices
• This is done through training programs, seminars, workshops
and awareness campaigns.
Compensation management at PHDEC
• aims to achieve a fair pay and benefits system
• emphasis on rewarding individual performance, contribution and
competence, over and above basic rates of pay.

Allowances:
• Every employee is entitled to the allowances on the basis
• of gross pay as decided in annual approved budget
Types of Allowances:
• Medical allowance
• Overtime
• Gratuity
• Compulsory Group Life Insurance
Performance Appraisal at PHDEC
PHDEC effectiveness depends on performance Appraisal
Such as
• career planning,
• motivation
• commitment level,
• productivity,
• financial and non financial compensations,
• training and development programs
Responsibility:
• Head of Administration & HR department
Procedure:
• Performance goals are set
• Performance evaluation form
• Forms are made by Head of HR department with consultation
of chief operating system and CEO
• Conduct at least one in a year
• minimum six months of service eligible for appraisal
Salary Review:
• reviewed at the start of the financial year
• on the basis of following criteria:
 Performance review
 Job content and impact on PHDEC
 Area and level of responsibility
 Qualification and experience
Leaves:
• The PHDEC grants the paid leave to all its employees to allow periods of
rest and relaxation,
• which will benefit the employee both mentally and physically.
Leaves Entitlement:
• Privilege/Earned Leave: 14 calendar days for each completed year of
service with PHDEC.
• Casual Leave: 10 working days
• Sick Leave: 15 working days
• Leave without Pay: maximum period of 30 days
• Compensatory Leave
• Pre/Post maternal Leave: 6 Weeks
• Public Holidays:
Procedure:
• Employees will be filling up Leave application form
• forward the application to the HR department
• after approval, HR forward the application to department
Head.
• Departmental Heads have the authority to
approve/disapprove
Medical Facility:
• PHDEC will provide medical facility to eligible employees and immediate
family (spouse and dependent children).
• The medical policy covers the following areas:
• Hospitalization
• Maternity coverage
• Outpatient Medical Coverage(OPD)
Medical Insurance coverage:
• Insurance coverage to the eligible employees of the PHDEC as agreed by
the insurance company.
• Authority: verification from HR and Administration department is required
for the further processing of case to Health Insurance PHDEB
