All Parties that ratified the Montreal Amendment
must have a system to license imports and exports
of ALL ODS
All such ECA/CEIT Parties reported establishment and
operation of licensing systems
Kazakhstan has also done so (no legal obligation)
However, more than cursory compliance is essential to
ensure phase-out – Are all ODS, including HCFCs
phase-
and MeBr, licensed in your country? If yes, how
efficient is the licensing? If not, how do you intend
to improve it?

The HCFC freeze is only 2 years away,
