 Total Utilisable water resources of the country- 1121
BCM
 Surface Water Resources - 690 BCM
 Ground water Resources - 431 BCM ( 38.44%) .
 Groundwater Contribution
 61% - Irrigation
 85% - Rural drinking water supply
 45% (approx) - Urban water supply.
 Groundwater development
 Overall stage of ground water development -61%( as on 2009)
 Out of 5845 assessment units, 803 units are overexploited in the
country.
 Ground Water levels are also declining from less than a meter to
4 meter annually in various parts.

 Scarce water resources and ever increasing demands underline
 The importance of identifying, quantifying and management of groundwater
 Offset the problems of over-extraction, contamination
 Balance the demand and requirement for various uses.
 XII Plan document envisage Paradigm shift from “Ground Water
Development” to “Ground Water Management”.
 A comprehensive scheme of Ground Water Management and
Regulation is approved by the Govt of India for XIIth Plan and to be
rolled to XIII Plan
Ground Water Management and
Regulation Scheme Objectives
 Aquifer mapping for aquifer disposition in 3- Dimension along with their
characterization on 1:50,000 scale - 8.89 lakh sq.km
 Further detailing up to 1:10,000 scale in some of the vulnerable (Over-
exploited, Critical, Semi-critical) areas.
 Formulation of Aquifer Management Plan for facilitating sustainable
management of ground water resources at regional and local level through
participatory management approach
 Quantify water availability and water quality
 Capacity building of functionaries of PRIs, local community and grass root
workers.
 Up-gradation of technological capabilities and infrastructure of the Central
Ground Water Board (CGWB) to align with proposed aquifer mapping and
participatory management of groundwater approach.
 Regulate and control ground water development.
Outcome envisaged
 Improve accuracy of information by 25 times in terms of scale, hydro-
geological settings and dimensions.
 Accurate data of Over-exploited, Critical, Semi-critical units
 Long term trend of ground water regime for creation of time series data
base and ground water resource estimation.
 Management of aquifers at micro level through participatory approach.
 Capacity building in all aspects of ground water development and
management.
 Up-gradation of existing infrastructure in line with international
benchmarking
 Enable achieving of drinking water security, improved irrigation facility
and sustainability in ground water resources development.

 Based on prioritisation, area being demarcated in each year for
implementation of Aquifer Mapping in 12th Plan.
 Water stressed areas identified by Ministry of DW&S included in priority
areas.
 Bundelkhand area in Uttar Pradesh and Madhya Pradesh states included in
the priority area as per the advice of Planning Commission.

 Organizing multilevel outreach and capacity building programs for
intensive participation of community
 Participatory ground water management to make a
significant step in ground water management at grass root
level to enable the community and stake holders to monitor
and manage the ground water as common pool resources
themselves.
 Coordinated efforts for involving government departments,
research institutes, PRIs, civil society organizations and the
stakeholders at the village level
As part of the HIS development in the ground water
domain under Hydrology project , following initiatives
have been taken by CGWB
 DEVELOPMENT AND OPERATIONALIZATION OF
Groundwater Estimation and Management System (GEMS)
for data processing analysis and interpretation
 Contributed the map/ text data to Water Information Data
Online Management (WISDOM)
HIS Achievements
Data dissemination
 At present GEMS has been extended to all the states .
 CGWB is going to Operationalize the eGEMS on web platform
which will enable other stake holders to utilize the facility, with
necessary customization.
 Multi-aquifer systems in the Alluvial Plains require a different
approach to GW monitoring and modifications in HIS structure.
 Necessary arrangements are being made for sustenance of eGEMS
beyond the project period in terms of AMC.
 Strengthening of ground water monitoring network has
been incorporated during XII th Plan
 Based on aquifer wise ground water management plan
CGWB intends to Develop interactive web based citizen
interface (Aquifer Information and Management
System)(AIMS)

Vision for ground water management

  • 2. Facts about Global Ground Water Usage
  • 3. BACKGROUND…..  Total Utilisable water resources of the country- 1121 BCM  Surface Water Resources - 690 BCM  Ground water Resources - 431 BCM ( 38.44%) .  Groundwater Contribution  61% - Irrigation  85% - Rural drinking water supply  45% (approx) - Urban water supply.  Groundwater development  Overall stage of ground water development -61%( as on 2009)  Out of 5845 assessment units, 803 units are overexploited in the country.  Ground Water levels are also declining from less than a meter to 4 meter annually in various parts.

Background…  Scarce water resources and ever increasing demands underline  The importance of identifying, quantifying and management of groundwater  Offset the problems of over-extraction, contamination  Balance the demand and requirement for various uses.  XII Plan document envisage Paradigm shift from “Ground Water Development” to “Ground Water Management”.  A comprehensive scheme of Ground Water Management and Regulation is approved by the Govt of India for XIIth Plan and to be rolled to XIII Plan
  • 5. Ground Water Management and Regulation Scheme Objectives  Aquifer mapping for aquifer disposition in 3- Dimension along with their characterization on 1:50,000 scale - 8.89 lakh sq.km  Further detailing up to 1:10,000 scale in some of the vulnerable (Over- exploited, Critical, Semi-critical) areas.  Formulation of Aquifer Management Plan for facilitating sustainable management of ground water resources at regional and local level through participatory management approach  Quantify water availability and water quality  Capacity building of functionaries of PRIs, local community and grass root workers.  Up-gradation of technological capabilities and infrastructure of the Central Ground Water Board (CGWB) to align with proposed aquifer mapping and participatory management of groundwater approach.  Regulate and control ground water development.

Outcome envisaged  Improve accuracy of information by 25 times in terms of scale, hydro- geological settings and dimensions.  Accurate data of Over-exploited, Critical, Semi-critical units  Long term trend of ground water regime for creation of time series data base and ground water resource estimation.  Management of aquifers at micro level through participatory approach.  Capacity building in all aspects of ground water development and management.  Up-gradation of existing infrastructure in line with international benchmarking  Enable achieving of drinking water security, improved irrigation facility and sustainability in ground water resources development.

Prioritization of Areas for implementing Aquifer Mapping • Aquifer Mapping Area Details  Total geographical area of the country : 32.88 Lakh Km2  Hilly areas(Excluded) : 2.92 Lakh Km2  Low GW thrust areas (Excluded) : 6.71 Lakh km2  Area identified for aquifer mapping : 23.25 Lakh Km2  Priority areas during XII Five Year Plan : 8.89 Lakh Km2  Target during XIII Five Year Plan : 14.36 Lakh Km2  Based on prioritisation, area being demarcated in each year for implementation of Aquifer Mapping in 12th Plan.  Water stressed areas identified by Ministry of DW&S included in priority areas.  Bundelkhand area in Uttar Pradesh and Madhya Pradesh states included in the priority area as per the advice of Planning Commission.
  • 10. Aquifer Management Plan  Proof of Concept (PoC) under process for  Data Integration  Preparation of Aquifer Maps  Aquifer Response Modeling  Conceptualization of Aquifer Management Plan to be taken up based on success stories recognized at  National level  International level
  • 11. Participatory Ground Water Management  Community empowerment for sustainable and equitable management  Through Capacity building to manage and monitor the ground water resources  Participatory program consist of:  Creation of National, State and District level Facilitation Centers.  Organizing multilevel outreach and capacity building programs for intensive participation of community
  • 12.  Participatory ground water management to make a significant step in ground water management at grass root level to enable the community and stake holders to monitor and manage the ground water as common pool resources themselves.  Coordinated efforts for involving government departments, research institutes, PRIs, civil society organizations and the stakeholders at the village level
  • 13. As part of the HIS development in the ground water domain under Hydrology project , following initiatives have been taken by CGWB  DEVELOPMENT AND OPERATIONALIZATION OF Groundwater Estimation and Management System (GEMS) for data processing analysis and interpretation  Contributed the map/ text data to Water Information Data Online Management (WISDOM) HIS Achievements
  • 14. Data dissemination  At present GEMS has been extended to all the states .  CGWB is going to Operationalize the eGEMS on web platform which will enable other stake holders to utilize the facility, with necessary customization.  Multi-aquifer systems in the Alluvial Plains require a different approach to GW monitoring and modifications in HIS structure.  Necessary arrangements are being made for sustenance of eGEMS beyond the project period in terms of AMC.
  • 15.  Strengthening of ground water monitoring network has been incorporated during XII th Plan  Based on aquifer wise ground water management plan CGWB intends to Develop interactive web based citizen interface (Aquifer Information and Management System)(AIMS)
