MONITORING-EVALUATION OFFICER FOR THE EXECUTIVE
SECRETARIAT OF ROPPA

The Executive Secretariat of the Réseau des Organisations Paysannes et des Producteurs de l’Afrique de l’Ouest (ROPPA) is

Title of the position: A MONITORING – EVALUATION OFFICER
Mission : Under the supervision of the Executive Secretary, the Monitoring-Evaluation officer will have as
Tasks :
• Organizing the setting up of a monitoring-evaluation scheme of ROPPA;
• Ensuring the conduct of a study on the reference situation from the outset of the current five-year plan;
• Setting up needed tools for the collection, processing and analysis of information and data at all levels in collaboration
with competent officers;
• Defining and/or fine-tuning the indicators of monitoring and evaluation of the strategic programs, operational programs,
projects and programs of ROPPA;
• Setting up a management chart for the periodic monitoring of the evolution of results achieved in the implementation of
current plans, programs and projects;
• Computerizing the monitoring-evaluation of the network;
• Ensuring the periodic updating of the global management chart of indicators of results and database;
• Designing in collaboration with the other members of the ROPPA technical team, the annual operational programs in
line with five-year plan;
• Designing periodic reports of monitoring and progress ;
• Contributing to the preparation of the Board meeting by producing documents helping appreciate the evolution of the
operational plan;
• Monitoring the agenda helping the implementation of projects and programs;
• Working out performing reports of the pluri-annual plan, current projects and programs;
• Coordinating the design of the annual report;
• Ensuring the working out and diffusion of reports;
• Supporting and strengthening the capacities of national platforms in the animation of the monitoring-evaluation scheme;
• Organizing periodic field trips to the national platforms ;
• Facilitating the preparation and organization of external evaluation missions ;
• Organizing internal evaluation missions ;
• Participating in the control of the budget execution of various projects ;
• Participating in the capitalization and valorization of the various initiatives of ROPPA and FOs ;
• Ensuring all the other tasks required within the framework of the monitoring-evaluation ;
• Responding to all the other solicitations within the framework of the network activities implementation.
Profile: the monitoring-evaluation manager should have at least a master’s degree in economics, sociology, socio-
economics, statistics, geography, agronomy or the related fields. The female applicants are welcome.
- Additional knowledge : result-based management ;
- Having at least five (05) years of relevant experience in the conduct of the monitoring-evaluation ;
- Having worked in a development institution;
- Having abilities in intercultural communication and team-work ;
- Being able to coordinate and animate a team-work ;
- Having a good knowledge of the computer tool as well as the mastery of softwares for processing and analyzing data
(Access, Excel, SPSS, and CSpro etc.)
- Having competences in projects engineering;
- Being able to draft reports of activities and synthesis notes;
- Being able to carry out frequent travels and in an autonomous way;
- Being able to work under pressure;
- Having good capacities in oral and written communication;
- Being bilingual (French and English) with a perfect mastery of one of the two languages;

- Sharing the values and ethics of ROPPA;
- Having worked with CSOs and particularly farmers’ organizations in West Africa would be an asset ;
- Having the spirit of initiative ;
- Coming from a West African country.
Working conditions: the missions and tasks dedicated to the monitoring-evaluation manager to ROPPA will be under the
laws of Burkina Faso, country headquartering ROPPA. The contract will be for two (02) years renewable.
