- Serve as the Project Manager of the Thabazimbi project’s Asset Inventory Closure program.
During my employment with TCTA (Trans Caledon Tunnel Authority).
- Manage the change management process during the TCTA’s change from a manual project
management system to a centralized electronic system. Identify/analyse requirements and develop
policies and procedures for future use.
- Serve as the Project Manager of the project to develop the TCTA’s Project Implementation
Methodology (PIM). The TCTA is currently using PIM to execute all current and new projects.

During my employment with Lesotho Highlands Water Commission (LHWC) on the Lesotho Highlands Water
Project (LHWP).
- Serve as the Team Leader of the international team responsible for the development and
sustainable operations of the LHWP Compensation (land acquisition) administration system. Analyse,
develop, and monitor the compensation payment system and controls. Develop a filing system (manually
and electronically) for 5000 households with an expected operational duration of 50 years. In
conjunction with the Finance department develop financial procedures and controls concerning the
annual cash and in-kind payments. Further, in conjunction with the Field Offices (4 site) develop
distribution procedures and controls.
- Serve as the Developer of the LHDA’s (Lesotho Highlands Development Authority) electronic budget
model. The model is a generic Visual Basic Excel model that is manipulated according to the different
core unit’s requirements. The LHDA is organised in six groups and divided into a various number of
branches.
- Serve as a Key Member of the international group responsible for the LHWP “Royalty Invoice” internal
audit. This audit includes the enhancement of the calculation process to ensure that it is logic,
manageable and controllable. The audit also includes the development and implementation of a more
controllable administrative environment. The audit leads to amendments made in Protocol I of the LHWP
Treaty. Initial RSA cost saving of ±R20 million (first 7 years, remaining 43 years was not yet quantified
because its dependable on variable water deliveries) (2002 figures).
- I was responsible for the initial field investigative work in the bribery case where international
construction / consultancy companies paid bribery money to the CEO of the LHWP. In this context I was
commissioned to examine relevant documentation in order to identify appropriate evidence for use in
court. I worked for six months “offsite” in conducting these investigations.
- Serve as a Key Member of the RSA Team responsible for the calculations, formulation and
negotiation of a Tax Compromise between South Africa and Lesotho on the manner in which the LHWP
is taxed in Lesotho. The Tax Compromise resulted in the signing of a Protocol and savings in costs to
the RSA in excess of R300 million (1996 figures).

Explanatory Note: The Lesotho Highlands Water Project (LHWP) is governed by a Treaty betw een RSA and Lesotho. The Lesotho
Highland Development Authority (LHDA) is responsible for the implementation of the project in Lesotho and the Trans Caledon Tunnel
Authority (TCTA) in RSA. Phase 1 of the project consist of the design/supervision/construction of infrastructure (e.g. roads, bridges and
2 construction villages), site operations, 2 concrete & 1 rockfilldamw all, drilling & lining of tunnels and replacement houses & amenities
for affected households. The LHWP (phase 1A &1B) is a multi-million-rand project. The LHWC consist of a RSA- & Lesotho- Delegation
and are ultimately responsible for the advisory, monitoring and approval of all aspects of the project.
- My functions summarised are the executing of advisory, monitoring, and approval functions pertaining
the cost of the Lesotho Highlands Water Project (LHWP). These includes operational, engineering,
construction and environmental cost;
- I developed and maintained detailed analysis tools to monitor the cost and when applicable approve
payments;
- Review the monthly payments certificates of the major engineering, construction and environmental
contracts and authorise the payment thereof. The average monthly cost was in the excess of R80
million (1993-1997 figures);
- Develop detailed analysis tools to monitor the compensation payments to ±5000 affected households;
- Perform internal audit functions - review the external and internal audit reports and provide advice to
ensure adherence to policies and to rectify discrepancies;
- Prepare the monthly and yearly Financial Statements of the LHWC and prepare the yearly budget;
- Monitor the monthly Royalty invoices (Lesotho bill RSA for water delivered) and advice on the approval
thereof;
- Advice, based on models that is created, on the cost allocation distribution between the two countries;
- Mentorship and coaching of subordinates e.g. trainee accountant(s), administration staff, and project
support staff.
