After nearly 20 years of growth, collaboration and partnership working now face new challenges due to the economic downturn. Public sector leaders must apply the lessons learned from past multi-agency cooperation to the current environment, which may be more resistant to such cooperation. In this new age of austerity and anxiety, seeing collaboration and partnership as potential solutions to problems presents opportunities, though promoting values-based approaches may be difficult given the orthodoxies of commissioning and contracting out.
