2. Cluster 1 Terms of Reference
Overall goal:
• To promote a joined-up understanding of current and future
spectrum needs across UK users, thereby assisting in maximising associated
benefits (social and economic) and by ensuring spectrum supply can be efficiently
matched to those needs.
Specific Aims
• To identify and characterise the UK private and public sectors which have distinct
dependencies on spectrum
• To determine the current needs and usage of spectrum and associated technology
• To determine the expectations of change in sector service needs and associated
usage of spectrum
• To determine the potential level of flexibility for modes of spectrum access
amongst licenced, licence-exempt and intermediate modes (e.g. licensed shared
access, cognitive access etc.)

3. Progress During Last Year
1. Surveyed spectrum needs of user/supplier sectors via presentations and
panel sessions:
• Space (satellite and Earth observation)
• Utilities
• Defence
• Short range
• Broadcast & entertainment
• Public Mobile
• Business Radio
• Transportation
2. Created written ‘snapshots’ of these needs for a deliverable report
3. Provided input to ITU-R WP5D on characteristics of 5G Applications

4. Cluster 1 Deliverable – First Edition
• Scope:
• Sectoral summary of UK spectrum needs
• Audience:
• Government to inform future spectrum and
infrastructure policy
• Spectrum users to foster mutual understanding and
cooperation
• Cluster 3 to inform analysis of social and economic
benefits in common framework
• First edition has now been circulated to all
members for review
• Includes the following sectors:
• Public Mobile
• Space
• Utilities
• Business Radio
• Meteorology

5. Cluster 1 Deliverable Review Guidelines
• The document is a draft and is not for issue outside of UK Spectrum Policy
Forum members
• Each chapter has been reviewed by the contributors from that sector and
represents a snapshot of their views at the time the reports was compiled. It
is not intended to represent the view of SPF members as a whole
• While comments on factual issues or suggestions for improvements are
welcome, we are not seeking consensus on the views expressed
• The next steps are:
• 13TH February: Deadline for comments. Comments to be provided preferably in
the form of specific text proposals to: spf-comments@realwireless.biz
• 27th February: Comments addressed - report ready for publication
• Week beginning 9th March: Report published to mark the first anniversary of the
UK Spectrum Strategy

6. Cluster 1 Deliverable – Second Edition
• A second edition of the deliverable is planned for issue in June, which will
add:
• Additional sectors which were not finalised in time for the first edition
• Further information about specific pinch points and the response of UK SPF in
its work programme
• The following additional sectors are planned:
• Short range wireless incl. Wi-Fi (already drafted and circulated to participants)
• Defence (already drafted and circulated to participants)
• Transportation (in draft – to be circulated shortly)
• Broadcast and entertainment (in draft – to be circulated shortly)
• Amateur radio (new event)
• Fixed links and wireless transport (backhaul & fronthaul) networks
