I. PURPOSE
To establish a uniform procedure for the Animal Facility License Application process.
II. POLICY
OC Animal Care shall process license applications for all animal related businesses defined in
Orange County Codified Ordinances Section 5-1-1.
III. SCOPE
Applicable to all OC Animal Care Business Licensing personnel.

VI. PROCEDURE
A. The Animal Facility License Application, License Application letter, and the applicable
Rules and Regulations are to be provided to the owner of the animal(s) and/or facility.

1. For new businesses, the application fee and/or license fee, the completed Animal
Facility License Application, and a signed copy of the Rules and Regulations must be
received prior to processing.
2. For business license renewals, the full license fee, the completed Animal Facility
License Application, and a signed copy of the Rules and Regulations must be received
prior to processing.
3. Zoning approval from the appropriate municipality is required before an inspection can
be completed. The Business Licensing Specialist will forward the Animal Facility
License Application to the appropriate municipality for review and approval. The
Animal Facility License Application shall be completed by the applicant according to
the following example (see numbered application example):
1. Check if applicant wants to receive mail at their home address.
2. Check if applicant wants to receive mail at their business address.
3. Enter the applicant’s name, home address, and telephone number.
4. Enter the business name, address, and telephone number.
5. Enter the name, address and telephone number of the person to be contacted in
case of emergency when the owner or operator cannot be contacted.
6. Check the applicable box for new or renewal license.
7. Check the applicable box for type of business.
8. Enter the business hours.
9. For circuses, rodeos, and temporary animal exhibitions, enter the number of
exhibition/performance dates.
10. If a California Department of Fish and Wildlife Permit is required for a wild or
exotic animal, enter the permit number.
11. Enter the purpose for which the animals will be maintained and/or used.
12. Enter the species and number of animals that will be maintained at the facility.
13. Enter the maximum number of animals that will be maintained at the facility. This
number is subject to zoning approval.
14. Sign and date the application.
15. This section is reserved for the applicable zoning authority.
16. This section is to be completed by the OC Animal Care inspector prior to the
inspection and should include the inspection results, license expiration date, and
payment information.

B. Denial/Revocation of an Animal Facility Application.
1. In the event, that OC Animal Care denies and/or revokes an Animal Facility License
Application, OC Animal Care will notify the applicant in writing stating the reason(s)
for the denial or revocation of the license. OC Animal Care will adhere to the appeal
process as set forth in Title 5, Division 2, Article 1, Application, Fees and Issuance,
Revocation, Appeals. The applicant will also receive a copy of Title 5, Division 2,
Article 1, Application, Fees and Issuance, Revocation, Appeals.
2. In the event the city denies and/or revokes an Animal Facility License Application, OC
Animal Care will notify the applicant in writing stating the reason(s) for the denial or
revocation of the license. The applicant has the right to appeal the decision through the
city’s appeal process.
C. Form Distribution
1. White copy is placed in the business license file.
2. Yellow copy to the licensee and/or designee.
3. Pink copy submitted to the applicable zoning authority.
