I. PURPOSE
To establish a procedure for the verification and submission of Workers’ Compensation
Coverage for animal related businesses operating in the unincorporated area of Orange County.
II. POLICY
Orange County Health Care Agency requires Orange County Animal Care Services (OCACS)
to obtain verification of Workers’ Compensation insurance or other proof of compliance with
Labor Code Section 3711 for animal related businesses granted a permit to operate in the
unincorporated areas of the County (if such businesses have employees).
OCACS shall notify businesses and Code Enforcement of this requirement. However, OCACS
has no jurisdiction to enforce Labor Code 3711 in incorporated cities.

VII. PROCEDURE
A. Verification of Insurance for New and Existing Businesses
1. Upon inspection of the business, Field or Special Services staff shall verify
if the owner/operator employs a staff.

2. A copy of Workers’ Compensation insurance or other proof of compliance with
Labor Code Section 3711 shall be obtained and maintained in the business file.
3. Verification of Workers’ Compensation insurance or other proof shall be
forwarded to Environmental Management Agency and Code Enforcement of the
applicable city.
4. If no staff is currently employed, inform the owner/operator of future
requirements regarding Labor Code 3711.
B. Businesses failing to provide proof of insurance shall have their permit denied or
revoked.
1. A grace period of two weeks shall be given to owner/operators to provide such
documentation.
2. The applicable Code Enforcement agency shall be notified if documentation is
not submitted within the allotted grace period.
3. For businesses operating in the unincorporated area, OCACS shall notify
owner/operator in writing that their permit is being denied/revoked, and show an
effective date within one week.
4. For a businesses operating in the incorporated area, the decision to revoke or
deny a permit shall be the responsibility of the City.
C. Any business which has had its permit denied/revoked due to failure to provide proof of
documentation may reapply. Proof of coverage must be provided along with the
application and inspection fees.
