The Assetville Estate 
•The local council serving the Assetville Estate must decide how to make millions of pounds worth of savings from services such as environment management, waste and adult social care. 
•The local needs assessment suggests that Assetville Estate residents are more likely to be in poorer health than the rest of the population and more likely to provide care to a poorly relative. The estate is in an LSOA in the bottom 5% most deprived according to the Index of Multiple Deprivation. 
•Consultation carried out by the local council suggests that residents of the estate are particularly concerned about dog mess, fly tipping and anti-social behaviour. The neglected strip of grassland near the local corner shop where youths congregate is seen as a particular problem. 
•Residents of the estate say they are struggling to make ends meet. Some have got into debt and are using payday loan companies. 
•A 90 year old man, Bill, is sleeping rough in a nearby park. He has a house on the Assetville Estate but he is struggling to look after himself and his home is unfit to live in.
