11. Conclusion: current strengths&
weaknesses
• Common goals and shared vision in general level (but in
details some conflicting interests)
• Success stories: EMR systems widely used, key parts of
national infrastructures in place, national ePrescription in
large scale use
• eHealth strategy needs an update
• Setbacks in some national projects (schedule, budget)
• Challenges in coordination of national and regional/local
actions (in strongly decentralized system) - Culture of co-
operation not strong enough. Governance needs to be
improved
• Far too decentralized and incompatible aging IT-systems
in local and regional level - small organizations do not
have sufficient procurement power and know-how
• quite old and complicated data protection legislation

• Renewing social- and healthcare system we
need
» national and regional architehcture & ’next generation’
interoperable systems and citizens eServices
• supports seamless and integrated health and social care
processes
• connects citizen/patient and service providers and give tools for
the citizens to maintain health and self management of chronic
diseases
• To achieve this we need
» Clear goals and clear division of tasks
» national and regional governance model which enables
development on national and regional levels ”hand in hand”
» Healthier eHealth markets (more vendors, more
competition) that requires more efforts to interoperability
issues
• co-operation needs to be improved in all levels,
national, regional, Nordic, EU
