power of solving other problems also
mostly like malnutrition ,hunger etc
3. FACTS AND FIGURES
In aggregate, only about 42% of
subsidised grains issued by the
central pool reach the target
group.
A lot of families also mortgage
their ration cards for money.
Lack of clarity in the planning
and structuring of social safety
and security programs
Under the scheme of PDS, the
Government is spending 750
billion per year (1% of its GDP).
Current Indian population is
1.24 billions and about 67% of
population are under food
security bill.
There are about 5 million fair
price shops in India.

climatic zones which mean any crop at any time can
be grown in India
4. Mal practices on part of PDS dealers:
Diverting the grains to open markets for better margin.
Selling poor quality of food grains in ration shops
Irregular openings of FPS
Storage problems:
High storage costs
Deterioration of quality of food grains after a long storage
Misuse of people:
Mortgage of ration cards for money.
People not utilizing the given products.
Most dangerous one is that people in APL
grade sometimes consuming more amounts
than those of in BPL stream (with some
wrong base data)

PDS
5. Over population:
Heavy population of about 1.24 billions
out of which about 70% needs ration goods.
Corruption:
India’s most killing problem is corruption,
which is not allowing the PDS paving up the
path for development
Lack of awareness:
Government not able to identify the proper
holders (who are eligible perfectly according to
their rules and regulations) for ration(due to
wrong statistics).

7. Village level:
Volunteers need to be selected first based on minimum matriculation
basis
Training is given to selected candidates
They will be the representatives of their village and take responsibility of
distribution
Mandal level
Retired teachers and NGO’s will be given a place
Mandal level will be a bridge between village and
district.
Should be aware of the present scenario of the villages in mandal
District level
Head will be the District collector
Retired IAS officers , Military officers etc form the
main part of organizing committee.
Powers will be given to collector to suspend the corrupted Govt.agents (if
information given about them by committee) in the all three ranges of the
Government offices. It must be vigilant about offices which deliver income
certificates. No mal practice should be done there, because based on that
primary step PDS starts working

8. Village level:
•No. of villages in India -6,38,000
•Salary payment -60,000p.a
•Total amount - 3828 Cr
•Unemployment can also be eradicated.
Mandal level:
•Voluntary persons from retired govt. sectors or NGO’s will be recruited
•They should arrange camps to enlighten people about their rights.
•Annual trips can be arranged as fruits for their interest.
District level:
•No. of districts in India - 650
•No. of officers(head of each district ) -650 main coordinators + interested officers
•They will be given rights to raid at any time on respective departments.
•Voluntary persons will come forward.
It is better than existing system because IAS officers , military heads ,
teachers are the most trust worthy people of our society. Dealers cant
consume in the middle. People will be intimated the true facts.
Corruption can be eradicated.
9. Annual status of the village people must be collected .This can be
done by students during their vacation time .They can be given
certificates for this. Because annual surveys will surely help in
identifying the exact amount of ration to be delivered to a particular
village.
Vehicles which carry these goods should have same color ,so that
they can be easily identified..
GPS system
Toll free number should be provided.
FIFO(first in first out)
Government should disable the ration ,if they are not using ration
card up to 3 months unless proper reason submitted.
They should encourage villages to make them self sufficient.
Every detailed information about ration is to be kept in the website
concerned.
Calculations should be transparent.
SOME OTHER DEVELOPMENTS..
Our dream is to see Indian villages as self
sufficient.
Make people active with their employment .
10. Suggestions for better transportation
GPS- Geographic positioning system:
It should be adopted by the Government
to track the transport vehicles all along their
routes to avoid illegal shifts of public
products
Waste plastic which cannot be degraded
can be recycled in such way that it can be
used for making domes for trucks which
carry the products (to protect from the rains
and fog)
Transportation cost:
Our sugar factories are producing large
amount of molasses as by product .
Molasses can be converted into ethanol
which can be mixed with petrol so that we
reduce our crude oil imports.
