VIII. DETAIL RECORDS OF WORK EXPERIENCE
8.1. October 01, 2008 - to Present. Monitoring and Evaluation, and Planning Team Leader;
Integrated Family Health Program (IFHP) (Pathfinder International/John Snow, Inc (JSI)).
IFHP is an integrated program of nine thematic areas (Community Mobilization/ Behavioral Change
Communication (BCC), Family Planning (FP), HIV/AIDS/PMTCT, Gender, Adolescent and Youth Reproductive
Health (AYRH), Maternal and Newborn Health (MNH), Child Health and Nutrition (CHN), Malaria and Health
Systems Strengthen). IFHP is a bilateral program of USAID with Ethiopian Government/ Ministry of Health
(MOH) that is implemented by Pathfinder International (PI) and John Snow, Inc. (JSI). The goal of the program is
improved family health and the objective is to increase use of high impact family planning, maternal, newborn
and child health practices, products and services through an integrated approach.
Job Summary:
The Incumbent is responsible for designing responsive and Result Based Monitoring and Evaluation System
through the coordination of the M&E team and with close consultation with technical advisors/ officers at
country and regional program offices of IFHP. Ensure that reliable and accurate information system is in place
and reports are compiled and submitted on time to donors, management and concerned stockholders.
Coordinate regular quarterly review meetings and avail strategic information for action by program managers
at various levels, and build the capacity of program staff in implementing M&E systems and using data for
decision making.
Duties and responsibilities:
 Develop a sound result based monitoring and evaluation system for the Integrated Family Health Program
(IFHP) that caters for all thematic area advisors and officers (Community Mobilization/ BCC, Family
Planning (FP), HIV/AIDS/PMTCT, Gender, Adolescent and Youth Reproductive Health (AYRH), Maternal and
Newborn Health (MNH), Child Health and Nutrition (CHN), Malaria, Systems Strengthen) , and its
beneficiaries, donors and partner organizations
 Consult with USAID and other stakeholders to set up transparent, reliable, valid and authentic M&E system
that can easily be tracked and verified
 In collaboration with other teams, track the performance of each thematic area intervention to measure
the impact as a result of the programs
 In collaboration with other members of the IFHP team and partners, conduct baselines surveys and
regularly monitor changes overtime
 Maintain systematic user friendly, transparent data base system, which is possibly compatible with the
major stakeholders data base system
 Monitor and follow-up project achievements against targets and document the factors behind gaps and
over achievements
 Document systematically and consistently extra achievements, success stories and best practices
 Prepare periodic monitoring and evaluation plans and follow-up their progress
 In the preparation of project proposals, work with technical advisors and design effective and easy to
reach quality indicators that capture results of program interventions

 As a custodian of the whole data base of the IFHP, make sure that all data re automated and are within
reach of all users and decision makers
 Make sure that all data are updated and are ready for immediate use
 If and when necessary, make sure that access to database are achieved on access levels basis
 Maintain that the MIS system works efficiently and addresses the demands of all users in the organization
 Provide assistance that program teams and IPOs develop work plan on FP/MNCH
 Contribute in quality tracking planned clinical and other refreshing development, adaptation of planned
training standards, updating curricula and undertaking planned renovation
 Monitor recording formats are revised to provide gender disaggregated data at all levels and monitor the
issue of gender equity
 Improve the monitoring and evaluation service to meet new challenges and discharge responsibilities
 Work with F&A in designing logistics management information system
 Prepare and submit quarterly and annual report to donors, Disaster Risk Management & Food Security
Sector (DRMFSS), MOJ and other partner organizations
 Leadership and Supervision:
 Provide guidance to the M&E Team members, assign tasks and responsibilities, coordinate
activities and provide overall guidance.
 Make sure and give direction to Regional Offices and IPOs that Improved Family Health are
focuses of IFHP activities

8.2. August 01, 2007 – September 30, 2008. Monitoring and Evaluation, and Planning Team
Leader; Pathfinder International/Ethiopia
Pathfinder International/Ethiopia had been implementing Family Planning/ Reproductive Health
(FP/RH) and HIV/AIDS programs in Ethiopia. Community mobilization and Behavioral change, Gender
and Youth programs have been integrated in its program.
Job Summary:
The Incumbent is Responsible for coordinating and controlling Monitoring and Evaluation, and planning Team
under the organization. Provide technical expertise and guidance for designing and implementing monitoring
and evaluation and learning systems. Ensure that reliable and accurate information system is in place and
reports are compiled and submitted on time to donors, management and other stockholders.
Duties and responsibilities:
 Develop a monitoring and evaluation system that caters for all projects and programs of Pathfinder/
Ethiopia and its beneficiaries, donors and partner organizations
 Consult with USAID and other stakeholders to set up transparent, reliable, valid and authentic M&E system

 Monitor the provision of training by IPOs to Woreda level MOH units
 Encourage and monitor IPOs in community health service need identification, prioritization of problems,
gaps and planning interventions using PRA techniques
 Monitor recording formats are revised to provide gender disaggregated data at all levels and monitor the
issue of gender equity
 Improve the monitoring and evaluation service to meet new challenges and discharge responsibilities
 Work with F&A in designing logistics management information system
 Establish linkage with the HIV/AIDs prevention and control office (HAPCO) in areas of HIV/AID monitoring

 Set mechanisms of regular review and reflection at community, Woreda and regional levels.
 Facilitate and coordinate periodical progress review

 Participate in facilitating technical networking and alliance building process at the national level focusing

 Participate in any Technical Assistance (TA) that is requested by partners (GO and CSO) from the AAE-
SIPAA team.
 Compile regional and partner’s reports as per agreed reporting schedule to develop AAE and donors level
reports.
8.5. Dec.2000 -2002: Monitoring and Evaluation Officer, Consortium of Reproductive Health
Associations in Ethiopia (CORHA/COFAP)
Major Tasks and Responsibilities:
 Follow-up the implementation process and provide technical assistance to CORHA member NGOs while
institutionalizing the new Monitoring and Evaluation instruments,
 Initiate and assist Consortium members through training and supervision to make use of the new
Monitoring and Evaluation instruments for the routine collection, compilation, recording and reporting of
service statistics data,
 Collect, compile, analyze and disseminate service statistics data on a quarterly basis using the existing and
new formats to pertinent institutions and collaborating partners,
 Provide technical assistance to member NGOs on how to use various software for efficient management
and use of data for planning, monitoring and evaluation purposes,
 Strengthen the Management Information System (MIS) including the Monitoring and Evaluation unit of
CORHA by designing appropriate instruments for the Secretariat,
 Review/update the new Monitoring and Evaluation instrument including other instruments developed and
employed by CORHA to assess NGOs and their service delivery points, as well as, tools for baseline
information and quality of care,
 Initiate and carry out assessment on NGOs and their service delivery points to facilitate the prior
endorsement of requests and to get baseline information,
 Initiate and conduct Client Exit interview to establish baseline measure on quality of care in the provision
of Reproductive Health services of member NGOs,

 Prepare various survey instruments and procedures/tools to be used for needs assessment and situation
analysis,
 Collect and analyze data to set out priority areas of intervention and to facilitate the process of continuous
monitoring and evaluation of programs and activities,
 Initiate and engage in the monitoring and evaluation of on-going projects and activities of member
organizations to ensure their feasibility and sustainability,
 Strengthen the programmatic and operations research capacity of CORHA and its members to effectively
carry out their programs and activities,
 Participate in the documentation and publication of results of evaluation and other research activities and
make the same available for easy reference by staff and users,
 Review and appraise projects prepared by CORHA and member NGOs to check as to whether
appropriate/relevant indicators are in-place to track the progress of activities and gauge performances,
 Perform such other duties and responsibilities, as may be assigned by the Program Manager.

The goal of the program is improved family health and the objective is to increase use of high impact family planning, maternal, newborn and child health practices, products and services through an integrated approach. Job Summary: The Incumbent is responsible for designing responsive and Result Based Monitoring and Evaluation System through the coordination of the M&E team and with close consultation with technical advisors/ officers at country and regional program offices of IFHP.
