Government will roll out its multi-billion dollar food welfare plan by
December, the food minister said, allowing 67 per cent of its 1.2 billion
people access to cheap rice and wheat.The previous Congress-led
government approved the National Food Security Act (NFSA) in August
2013. India's 29 states and seven federally administered territories had to
implement it within a year.After missing several deadlines, only 11 states
could introduce the plan and the rest sought more time."Finally most states
have agreed to implement the NFSA by December, after the latest deadline
ends in September," Ram Vilas Paswan told reporters after meeting his
counterparts from states on Tuesday.In his February budget, Finance
Minister Arun Jaitley earmarked Rs 1.24 trillion rupees ($20.11 billion) for
food subsidies.Although Prime Minister Narendra Modi is implementing
the expensive food welfare plan approved by his predecessor Manmohan
Singh, the government is now trying to rein in overall subsidies to focus on
investment in manufacturing and infrastructure.
The Centre lauded Punjab for implementing the Food Security Act in its
true spirit and said the state had the potential to be a torchbearer for other
states in effective and systematic implementation of the law.Union Minister
for Consumer Affairs, Food and Public Distribution Ram Vilas Paswan
said Punjab has ensured doorstep delivery to beneficiaries even in the
remotest villages.According to a statement by the Punjab government, the
minister said the state has understood the basic spirit of the Act and has the
potential to become a torchbearer to guide other states for its effective and
systematic implementation.He said online and systematic monitoring of the
Act, linking the beneficiaries with Aadhaar cards and ensuring 100 per cent
quality control has put Punjab on a higher pedestal amongst other
states.According to a government spokesperson, it was due to the state's
aggressive persuasion that 11 per cent coverage of population eligible for
receiving subsidised food grains, which was much lower than neighboring
states, with the same socio-economic pattern has increased manifold.
Monsoon in July would remain a strong factor influencing price
direction as sowing of kharif Pulses continue. Govt initiatives to import
more Pulses to improve supply could limit the uptrend as it proposes to
import 5000 tons Urad and has floated tender for import of 5000
tons.As per latest Govt reports, the area under Kharif Pulses has risen
to 22.61 lakh ha as on 3rd July vs 9.72 lakh ha same period last year.
Above normal rains in Central and South India have improved sowing,
keeping prices down for Chana in June.Rajasthan Govt relaxed
imposing stock limit on Pulses w.e.f. 15th July to 30th Nov, the limit
for wholesalers: 2500 Q for 45 days and for retailers: 400 Q
NCDEX Turmeric July contract has been moving up by 1.25 per cent
to 7434 level at 11.09 am on Friday.According to traders the
unexpected rains in several parts of the Nizamabad district few weeks
back had resulted in damage to stored crops, also yielding losses to
farmersAccording to traders from Andhra and Karnataka, medium term
trend looks positive as spot demand expected to improve against falling
price offers and a lower production this year. Market talks indicate that
the total production in the range of 50-52 lakh bags in the current year,
down 20 lakh bags versus last year in the same period.
Jeera settled up by 0.34% at 16395 due to lower production at major
producing belts and due to raising export demand. Currently, the
traders and stockist are active in the spot market to serve the demand
from the domestic market. There is expectation of revival of export
demand on short supply. Still the quality issues and supply concerns
from the production states keep the prices volatile. As per third advance
estimate of Gujarat State, production is expected at 1.58 lakh tonnes in
2014-15 which is 54.3 per cent lower compared to last years’
production of 3.46 lakh tonnes. According to Gujarat government data
released on 19th Jan 15, Jeera recorded 2.64 lakh hac, 42% less sowing
compared to last year’s 4.54 lakh hac.

CHANA ARRIVALS AT KEY SPOT MARKETNational Market Update
According to IBIS (provisional data), import of pulses in the last week (29
June-05 July) was 90 Thousand tonnes at major ports in India which is around
14% lower than last week (21-28 June), which was 105 thousand tonnes.
Moong, Urad and Yellow Pea were imported lower this week whereas Masoor
and Toor were imported higher as compare to last week.
According to trader’s feed back in Solapur region of Maharashtra, urad and
moong sown area till now have increased by around 20-30% as compared to
last year. But in the recent days farmers have not received sufficient rainfall
and if the situation continues to be the same, it could affect the yield of the
crop.
The government of Rajasthan has revised the stock limit to wholesalers from
250 tonnes to 400 tonnes. Of the 400 tonnes, a wholesaler may hold up to 200
tonnes of chana and 200 tonnes of other pulses. An official said warehouses
registered with the Warehousing Development and Regulatory Authority
(WDRA) would also be covered in the norm.
Government agency MMTC opened a tender to import 5000 tonnes of Tur,
the offers must be of minimum 2500 tonnes and remain valid until 24th July
and has to be shipped within 15 September at Mumbai or Chennai port. Tur
can be imported from Myanmar, Mozambique and Malawi.
According to the local traders, no major damage occurred in Canadian
Pulses by frost and even the warm weather that followed has been ideal for
crop development. They are estimating 3.75 million acres of the lentil crop,
which is well above Statistics Canada’s 3.35 million acre estimate and 3.9
million acres of peas, comprising three million acres of yellow and 870,000
acres of green peas. That is higher in line with Statistics Canada’s 3.83 million
acre estimate.
