public domain to raise awareness and create political will to improve access to water and sanitation and
manage water wisely. Every three years, the World Water Council organizes the World Water Forum with over

VACANCY ANNOUNCEMENT
IT Officer
Work percentage: 80%

BACKGROUND
The World Water Council is expanding its activities and wishes to be able to provide more
internet based services to its membership. It also wishes to expand the internet-based support
and services provided to the participants of World Water Forums. With its expanding activities,
the World Water Council is further in need of more IT support to support all aspects of its work.
RESPONSIBILITIES
Under the general supervision of the Director – External Relations and Communications, the IT
Officer has the responsibility to: a) manage the World Water Council IT system (Hardware and
Software) and its Intranet, Extranet and Internet applications; b) oversee and manage all
databases and the virtual meeting space, c) provide general IT support, d) liaise with partners
and suppliers on IT issues and purchases, and e) provide administrative and management
support.
The IT Officer will optimize the IT system to better responds to needs/business processes and
as such improve the efficiency of the organisation. He/she will be in great interaction with the
entire staff and will assist his/her co-workers in order to facilitate the use of IT in their daily work.
The IT Officer will carry out the following tasks:
1. Hardware and Software management (15 %)
Develop, implement and regularly update a strategic plan to address all hardware needs;
Oversee the administration and maintenance of servers (including WiFi) carried out by
an external service agency;
Manage computing park other than servers: PC, laptops, printers, firewall, switch,
backup system, mobile phones, etc;
Ensure security and back-up of the IT system;
Install software on servers and local computers, and ensure their good functioning;
Analyse organisational needs to optimize business processes and identify the best
software solution;
Optimize the use of the various software in developing automation of tasks (scripts,
programmes) using Microsoft or open source technologies;
Develop or oversee development of small programmes or applications to compliment
existing software or an open source application/plug-in available;
Stay informed of the latest technologies and software available on the market;
2. 3. Database, Website and collaborative Platform (15 %)
Oversee and support database development (contact and members, invoice and
payment database etc);
Support the development of e-filing systems and a relationship management system;
Oversee and support the development of Intranet and Extranet solutions creating a
state-of-the-art virtual collaborative work environment (Virtual Meeting Space (i.e.
SharePoint));
Oversee and support website development;
3. IT support (20%)
Function as the World Water Council – IT Help Desk (hardware and software) for all staff
and visitors;
Develop IT knowledge base, users guides for Hardware and Software;
Backstop the day-to-day use of all software (i.e. Microsoft Office, SharePoint, Skype,
Office Project, Typo 3,);
Provide in-house basic training on new (versions) of software (i.e. Microsoft Office,
Project Office, SharePoint, etc)
Support database(s) use and their regular updating;
4. Liaison and oversight of suppliers, service providers and IT interns (20%)
Define short and targeted IT consultants’ missions and plan their interventions;
Recruit, organize and supervise work of IT Interns;
Develop tenders and identify and select IT suppliers;
Follow-up software licensing;
Purchase IT supplies, and manage stock, and act as focal point for all IT suppliers;
Support the mobilisation of sponsorships for IT solutions;
5. Administration and Management Support (10%)
Undertake financial administration and management of IT;
Carry out administrative duties required to function within the World Water Council
Secretariat
Develop and use annual and quarterly work plans to guide work and deliver results;
Support the World Water Council Management in establishing a well functioning
organisation;
Contribute to the team spirit and excellent ambiance in the World Water Council’s
Secretariat and in working with partners.
The above job description contains the main duties and responsibilities for this position.
However, in a small organization such as the World Water Council, staff members are expected
to show flexibility in their approach to work and be willing to undertake other tasks and missions
that are reasonably allocated to them but which are not part of their regular job description.
Where any task becomes a regular part of an employee's responsibilities, the job description will
be changed in consultation with the employee, the Director – External Relations and
Communications and the Director General.
QUALIFICATIONS
The successful candidate will match favourably with the following criteria:
Posses a degree in a software and/or hardware engineering and at least 5 years of
relevant work experience;
Experience with IT project and programme development and management;
Demonstrated ability to oversee, manage and implement a diversity of IT tasks;
Demonstrated outstanding skills in database, virtual meeting space and web-
development, support and administration;
3. Exposure to and knowledge of major issues in IT development and use in small and
medium enterprises;
Demonstrated experience in working with: Microsoft: (currently in use) Server 2003,
Exchange server 2003, Small Business Server 2003, Active Directory, Isa server, MOSS
2007, WSUS, Office project server;
Demonstrated ability to work with: Arc serve, Mac Afee Active Virus Def, catapulte
(SMTP server for e-mailing), Typo 3 (Web CMS), Apache server; and with Microsoft
Office 2003 pro, Microsoft Visio, Sarbacane, Dreamweaver, Indesign, Map point, Map
info, Sage;
Knowledge of and practical experiences with programming language: SQL, ASP.Net,
PHP, HTML, XML, VBA;
Demonstrated spoken and written fluency in English and working level French;
Demonstrated service-oriented attitude, assisting and helping out end-users;
